241,740 individuals declared bankrupt, as of April

AS OF April, 241,740 individuals were declared bankrupt, said Finance Deputy Minister Datuk Donald Lim Siang Chai.

He said, 52,917 of the cases were in Selangor, and 42,843 in the Federal Territory, adding that 70 per cent of the total number of cases involved men.

Of the number, he said the highest involved car loans at 25.21 per cent, followed by personal loans (13.15 per cent), house loans (12.31 per cent), business loans (11.26 per cent) and credit card (4.9 per cent).
Lim was speaking to reporters at the Parliament lobby here today.

He said Prime Minister Datuk Seri Najib Tun Razak's recent announcement that the government would review the Bankruptcy Act 1967 which was regarded as too stringent and a burden to the people, was timely.

"I support the proposal. I hope with the amendment, banks or financial institutions would look for the borrower first, instead of going after the guarantor and declare them bankrupt," he added.

Lim said a study should also be carried out on the rise in bankruptcy cases involving car loans, and on the increase in the number of young bankrupts.

"Bankrupts aged below 25 are on the increase...we do not want them to go bankrupt after working for merely two to three years. The conditions for a discharge ought to be relaxed to enable young individuals who had been declared bankrupt to have a second chance, particularly in business," said the deputy minister.  -- Bernama

Donald Lim: Pengumuman Perdana Menteri Datuk Seri Najib Razak baru-baru ini bahawa kerajaan akan mengkaji semula Akta Kebankrapan 1967, yang dilihat terlalu ketat dan membebankan rakyat, adalah tepat pada masanya.

KUALA LUMPUR: Seramai 241,740 individu diisytihar bankrap di negara ini setakat April lalu, kata Timbalan Menteri Kewangan, Datuk Donald Lim Siang Chai.

Beliau berkata, daripada jumlah itu, sebanyak 52,917 kes berlaku di Selangor dan 42,843 di Wilayah Persekutuan, manakala 70 peratus adalah lelaki dan selebihnya wanita.

"Pinjaman kenderaan menunjukkan kes kebankrapan yang paling tinggi iaitu 25.21 peratus, diikuti pinjaman persendirian 13.15 peratus, pinjaman perumahan 12.31 peratus, pinjaman perniagaan 11.26 peratus dan kad kredit 4.9 peratus,” katanya kepada pemberita di lobi Parlimen hari ini.

Lim berkata, pengumuman Perdana Menteri Datuk Seri Najib Razak baru-baru ini bahawa kerajaan akan mengkaji semula Akta Kebankrapan 1967, yang dilihat terlalu ketat dan membebankan rakyat, adalah tepat pada masanya.

"Saya menyokong pindaan Akta Kebankrapan ini. Saya berharap pada pindaan kali ini, bank atau institusi kewangan hendaklah mencari peminjam dahulu dan bukannya seperti sekarang ini yang meletakkan bebanan ke atas penjamin sehingga mereka diisytiharkan muflis," katanya.

Lim berkata, kajian juga perlu dibuat ke atas peningkatan kes bankrap bagi pinjaman kenderaan selain memberi perhatian terhadap golongan muda yang diistihar bankrap.

"Kes bankrap individu di bawah umur 25 tahun semakin meningkat, dan kita tidak mahu mereka baru dua tiga tahun kerja sudah bankrap.
"Perlepasan dari kebankrapan juga perlu dilonggarkan supaya orang muda yang sudah bankrap diberi peluang kedua, terutama dalam bidang perniagaan," katanya. - BERNAMA

林祥才：被借貸者殃及11%‧破產者為擔保人

（吉隆坡3日訊）財政部副部長拿督林祥才說，因為成為擔保人而被判入窮籍的人數逐漸增加，目前的破產人士當中，有10.56%因為當擔保人而宣告破產。

他表示，主要原因是現今一些銀行和金融機構在貸款者出現債務問題後，就直接向擔保人追債，這種手法對擔保人非常不公平。

 

破產者趨年輕化

“舉個例子，丈夫貸款後失蹤，身為擔保人的妻子無辜被判窮籍，這樣非常不公平。銀行等金融機構應在法律程序進行期間，和借貸者協商後，才採取適當的行動，而不是直接對付擔保人。”

他今日在國會走廊召開新聞發佈會時表示，國內破產人士趨向年輕化，截至今年4月為止，共有24萬名國人宣佈破產，當中18.7%破產人士年齡介於24至25歲之間。

“國內破產人士當中，70%是男性，在雪州，共有5萬3千宗破產案件；聯邦直轄區有4萬3千 宗，佔了全國破產人數的40%。在現有法令下，雖然在宣告破產5年後，可申請脫離窮籍，但手續繁多複雜。”他透露，國人宣告破產的主要原因包括因為買車、 個人貸款、房屋貸款、經營生意、做擔保人、信用卡拖欠債務等。當中購車而導致破產佔25.1%，第二則是個人貸款，佔13.15%，第三則是房屋貸款，佔 了12.31%。

盼修正破產法令

他希望政府修正破產法令，給予破產人士重生的機會，讓更多國人參與國家未來的發展與建設。

“在一些西方國家，25歲的年輕人在經營生意失敗宣告破產後，該國政府會給他們多一次的機會，並由一個委員會鑑定資格後，即可脫離窮籍。”他也說，之前破產法令有做出修正，從欠款1萬令吉即可宣告破產改至欠款3萬令吉才能宣告破產。

林祥才： 履行责任按时还债 应准3年内脱离穷籍

（八打灵再也2日讯）财政部副部长拿督林祥才建议政府宽待报穷后，有履行责任按时还钱给债务人的破产者，让他们申请脱离穷籍的5年限期缩短至3年，协助尽快摆脱“污名”。

1967年破产法令规定破产限额为3万令吉。欠债者一旦被判穷，需在5年后获得债务人认可下，才能向政府申请脱离穷籍，程序甚多。

限期可按个案而定

林祥才向《南洋商报》说，若破产者“行为良好”，如有按照债务人规定每月按时归还特定欠款，只要获得债务人同意，前者应给予更快恢复正常身分的机会。

他认为，对于无辜被欠债者牵连而判穷的担保人，更应允许他们把申请脱离穷籍的5年期限简短至3年。相关限期也可按个案而定。

他是回应首相拿督斯里纳吉指政府将检讨过于严谨的破产法令，简化脱离穷籍程序及制订新条例，让被判入穷籍者有第二次重生机会一事。

林祥才认为上述建议很好，能使我国与其它许多国家一样，提供破产者第二次机会。

他曾向首相署部长拿督斯里纳兹里建议重新检讨破产法令，让被判入穷籍者早日脱困。

欠款者及担保人应分开惩处

林祥才认为，被判入穷籍的借贷人及担保人惩处比重应该有别，因欠债者问题而无辜受牵连的担保人不应扛上所有负担，与欠债者承受同相惩处。

目前因担任担保人导致被判穷者，占总破产者人数约5%，许多涉及者因欠债人落跑，被迫代为承受法律责任，无辜受罪。

针对这些问题，林祥才认为应分开惩处被宣告破产的欠款者及担保人，因为后者往往只是提供名义担保，错不在于他们，不应承担所有责任或遭受相同惩处。

他指财政部将进一步研究相关问题。

今年4月为止，国内约24万1000人被判入穷籍，男性占71%，报穷原因依序为拖欠车贷（25%）、房贷（12%）、信用卡（5%）、担任担保人（5%）等。

据了解，单是吉隆坡就有约4万2000人宣告破产。

今年首季，国內每日平均约有50人因各因素而破产。

林祥才：次轮援助金 料农年前发放

(吉隆坡1日讯)财政部副部长拿督林祥才指出，第二轮一个大马人民援助金(BR1M 2.0)预料在明年华人新年前发放。

他说，第二轮援助金登记工作进展顺利。当局会在下周公布申请人数及新进展。
他促请仍未登记的人士尽快登记。

他也表示，那些要更换资料的符合资格者亦应到内陆税收局或县署更新资料。

林祥才： 国阵力求改革 民联非政府首选

（万挠2日讯）马华副总会长兼雪州联委会主席拿督林祥才指出，人民要求换政府没错，但前提必须有一个明确的理由，而民联不是好的选择。

他说，若政府无法改善国家的经济和人民的生活水平，人民有权替换政府，争取更好的国家未来。

“如果政府不好，换政府是对的，但国阵政府一直在改革，提升国家的经济，并无对国家造成不利，为何民联一再呼吁要求换政府，问题何在？”

林祥才今日出席由马华主催，士拉央区会主办的“时事课题讲解会”，他致词时认为，由伊斯兰党、人民公正党和民主行动党组成的民联不是一个更好的选择。

MCA launches 1Malaysia PJ Service Team

Petaling Jaya, Nov 23: The MCA Petaling Jaya Utara and Petaling Jaya Selatan launched a 1Malaysia PJ Service Team to assist the community in various fields, including legal services.


Launching the team here, Finance Deputy Minister Datuk Donald Lim Siang Chai, who is also Selangor MCA Chief, hoped that more volunteers could join this service team to create a better environment for the Petaling Jaya community.He also hoped more such service teams would be set up by party members in the state.

One of the team’s eight volunteers, Chew Hoong Ling, said among other assistance, the group will be helping people to fill up the 1Malaysia People’s Aid forms (BR1M), the 1MCA member group insurance scheme and organising health checks.

The team aims to create awareness among the public and attract more volunteers as well, she said.
Meanwhile another member, Sheah Kok Fah said the team has eight members andabout 20 helpers at present and that ” we hope that by the end of this year, wecan have around 100 team members, so that we can serve the people of PJ better.”

IN an effort to assist the residents here, a group of Malaysian Chinese Association (MCA) members has formed the 1Malaysia PJ Service Team.

PETALING JAYA: Launched recently by Selangor MCA chief, Datuk Donald Lim Siang Chai, the eight-member team will be organising activities like free mobile blood pressure and glucose tests, acupuncture services and assist residents who are eligible to get the Bantuan Rakyat 1Malaysia with the application process or to apply for other government and MCA aid.
There are six service centres that residents can frequent to obtain help.
Team members will also be stationed at markets around Petaling Jaya between 9am and 11am.
They will be at the SS2 market every first Sunday of the month, Kampung Cempaka market on the second Sundays, Sungai Way market on third Sundays and Taman Megah market on the fourth Sunday of every month.
Residents can approach the team with any problems and the team will try its best to solve them or direct the residents to the right channels.
One of the members, Sheah Kok Fah, said that all the members from the team come from different backgrounds, giving them the advantage of being able to provide assistance in different ways.
"We hope to help the people of PJ with our knowledge and experience," he said.
The team is also hoping to garner the support of up to 100 volunteers from around the city's neighbourhoods by next year to provide more helping hands.
"We welcome people to join our team as volunteers even if they do not want to be MCA members," he said.
All the services provided by the team will be free except when registration fees are required.

林祥才：不修改條例‧年滿55歲可提完公積金

（吉隆坡26日訊）財政部副部長拿督林祥才說，政府會繼續保留讓國人在年滿55歲後，才能提取公積金所有存款的政策。

林祥才今日在國會回答巫統冬牙峇株區國會議員依德里期哈崙的附加提問時說，在通過2012年最低退休年齡法令後，政府建議國人在60歲的退休年齡後，才能提取所有款項，確保存款更豐厚，保障退休後的生活。

他說，國人的平均壽命已經從1957年的超過50歲，女性58.2歲、男性55.8歲，增加了 20多歲，即女性平均可活至76歲，男性平均壽命是72歲，因此政府將私人領域員工退休年齡提昇到60歲，除了協助國家的經濟發展，也能避免公積金會員提 前用完存款，導致退休生活面對困難。

他也說，有很多單位建議政府提高提完公積金存款的年齡。

KUALA LUMPUR: THE current policy of allowing Employees Provident Fund (EPF) members to withdraw their savings at the age of 55 will be maintained.

Deputy Finance Minister Datuk Donald Lim said despite calls from various quarters to raise the withdrawal age to 60 following Parliament's passing of the Minimum Retirement Age Bill in July, the policy would not be changed for the time being.

"As for now, we have no plans to change the policy and the government will not make any amendments at this point," he said in reply to Datuk Idris Harun (BN-Tangga Batu) yesterday.

Currently, contributors are allowed to make partial EPF withdrawals at 50 and full withdrawals of their savings upon their retirement at age 55.

Lim had said that there was a possibility that the age for full withdrawal from the EPF by contributors would be raised to 60 years and partial withdrawal to 55.

Lim was also reported as saying EPF was looking at providing a transition period for contributors who have already planned to withdraw their contributions within the next few years.

For the new withdrawal age to take effect, it would mean that the Employees Provident Fund Act 1991 would need to be amended.

"Kita berharap untuk melihat perdagangan Asia-Eropah tanpa perlindungan yang



ketat terutama sekali ketika kini melalui tempoh pergolakan yang sukar, dan kita



berharap dapat melihat kedua-dua modal langsung dan portfolio pelaburan,



mengalir bebas di Eurasia," katanya.

Beliau berkata Asia berharap ia dapat membalas bantuan dan kerjasama yang



dihulurkan pemimpin-pemimpin Eropah semasa krisis kewangan Asia pada 1997.



Semasa krisis itu, pemimpin-pemimpin Eropah menunjukkan hasrat yang kukuh



untuk membantu negara-negara Asia yang dilanda masalah.

林祥才:产业交易去年破1400亿 跃升我国五大经济领域

（吉隆坡14日讯）我国房产业市场交易额在2011年突破1400亿令吉，如今已列我国五大经济领域之一。




财政部副部长拿督林祥才说，这五大经济领域分别是石油和天然气、棕油、制造业、零售市场包括房产业及旅游业，为国家经济贡献良多。



他说，我国房产业房产业逐年增长，2009年房产业交易额为33万8089个单位，总值810亿令吉；2010年交易额达1070亿令吉，增长了32.6%。



林祥才也是马华副总会长。他今日出席BIG HOUSE十周年庆典暨大马首创的网上购“屋”网站推介礼上致词时，这么说。



处理187房屋搁置案



第一成功集团（Titijaya Group）董事经理丹斯里林顺平、林木生集团董事经理拿督林福山、BIG HOUSE总裁林文业、技术支援伙伴EMERSON总经理温荣华和大马林氏宗亲总会总会长林家仪博士，也出席这项庆典。



林祥才说，大马房地产价格比起亚洲国家和地区如日本、新加坡、中国、香港和台湾仍属偏低，故有很大发展空间。



他希望发展商对每项房屋发展项目皆能秉持负责任的态度。



他补充，财政部目前正处理187起房屋搁置事件，其中约100起已在重建中。

Buddhist association receives RM30,000 to upgrade its building

THE Subang Jaya Buddhist Association (SJBA) received RM30,000 from the Federal Government to go towards its building’s maintenance and upgrading fund.

Deputy Finance Minister cum Selangor MCA liaison chairman Datuk Donald Lim presented a cheque for the amount to SJBA recently.

Lim said all religions encouraged its adherents to do good deeds for others, and that SJBA had for the past years provided a place for devotees to better themselves.

“Good ties between MCA and SJBA started from SJBA’s land application, and it has continued throughout the years.

“I hope this rapport will continue and be maintained,” he said.

“Although Islam is the official religion, the Federal Government has continued to support other religions.

“Funds are distributed to non-Islamic organisations on a yearly basis through MCA, and special allocations based on needs are available for non-Islamic organisations,” Lim said.

SJBA had acquired a parcel of land for its building through the help of Datuk Tang See Hang and Datuk Ng Soon Por, who were former Selangor state executive committee members and now advisers of the association.

With the help of former Subang Jaya assemblyman Datuk Lee Hwa Beng, as well as many generous donors and contributors, SJBA’s building was built in 1996.

The building in Persiaran Kewajipan in SS13 is a landmark in the Subang Jaya township.

After nearly two decades, the SJBA building is facing space constraints due to an increase in the number of devotees and the many activities conducted there on a regular basis. The association is in need of funds for upgrading and maintenance.

Lim was accompanied by Kelana Jaya parliamentary coordinator cum Kelana Jaya MCA division chairman Ong Chong Swen at the cheque presentation ceremony at SJBA.

Also present were MCA deputy information chief Loh Seng Kok, Kelana Jaya MCA Youth chief Lee You Hin, Kelana Jaya MCA secretary Gan Meng Foo, Kelana Jaya MCA division treasurer Chen Siang Hooi, and Kelana Jaya Wanita MCA vice- chairman Lim Lean Huwa.

林祥才：AIM已撥75億貸款

（吉隆坡3日訊）財政部副部長拿督林祥才說，自1987年9月17日設立的馬來西亞計劃信託基金（AIM），至今已撥出75億3200萬令吉給32萬897名貸款者。

　他說，馬來西亞計劃信託基金目前在全國13州屬有123家分行。

　他說，馬來西亞計劃信託基金成功將貧窮家庭脫離貧窮線，根據北大研究顯示，借貸者的平均收入已從之前的每月515令吉，提高至2675令吉。

　林祥才今日在國會下議院，回答詩南區國會議員沙禮卡爾比提問時，這么指出。

　他指出，這項基金是希望能將目標群納入國家發展主流，鼓勵他們自力更生，達致成功。

　同時，馬來西亞計劃信託基金也在沙巴設立比其他州屬更多的分行，截至今年8月，沙州共有22間分行，佔全國最多。

Donald Lim : Pembiayaan AIM RM7.53b sejak 1987

KUALA LUMPUR 3 Okt. - Pembiayaan sebanyak RM7.53 bilion telah disalurkan kepada 320,897 peminjam Amanah Ikhtiar Malaysia (AIM) di seluruh negara sejak badan amanah itu ditubuhkan pada 17 September 1987.

Timbalan Menteri Kewangan, Datuk Donald Lim Siang Chai berkata, sehingga hari ini, AIM mempunyai 123 cawangan dan beroperasi di 13 negeri di seluruh negara.

Selain itu, katanya, kajian impak terkini oleh Universiti Utara Malaysia (UUM) mendapati purata pendapatan peminjam AIM meningkat kepada RM2,675 sebulan berbanding RM515 sebulan sebelum ini.

"Pendekatan AIM membangunkan golongan sasar adalah melalui proses pemerkasaan agar mereka boleh bersaing dalam arus pembangunan negara.

"Pendekatan ini diterapkan melalui falsafah pembiayaan dan bayaran balik secara mingguan iaitu peminjam perlu bersungguh-sungguh memastikan projek dilaksanakan berjaya supaya mampu membayar balik pinjaman," katanya dalam sidang Dewan Rakyat hari ini.

Beliau menjawab pertanyaan lisan Salleh Kalbi (BN-Silam) yang ingin mengetahui jumlah peminjam AIM sehingga hari ini dan apakah keupayaan mereka untuk bersaing di pasaran.

Kepada pertanyaan lisan kedua Salleh berhubung usaha meningkatkan capaian AIM di kawasan pedalaman khususnya di Sabah, beliau berkata, lebih banyak cawangan operasi dibuka di negeri itu berbanding negeri-negeri lain.

Katanya, sehingga Ogos 2012, Sabah mencatatkan bilangan cawangan AIM tertinggi iaitu sebanyak 22 buah.

"Secara tidak langsung, penyertaan peminjam AIM di Sabah mencatatkan peningkatan tertinggi iaitu seramai 59,072 orang. Antara daerah yang mempunyai cawangan AIM di Sabah termasuklah Beaufort, Kota Belud, Kudat, Kota Marudu, Tuaran dan Papar," jelasnya.

Donald Lim: Capitalise on vibrant medical and travel insurance

KUALA LUMPUR, Oct 1 (Bernama) -- Malaysian insurance companies need to be more aggressive in tapping the opportunities in medical and travel sectors as both are promising and vibrant businesses.

Deputy Finance Minister Datuk Donald Lim Siang Chai said the participation of local players in these sectors is still not strong yet and they must take action in order to be on par with the international market.

"We hope the Malaysian Insurance Institute (MII) can do studies on these particular sectors as it has the expertise in the insurance industry.

"We need more ideas and proposals in line with international standards. MII should be able to do this and come out with something which is good for the country," he told reporters after officiating the 2nd Malaysia Insurance Summit 2012 today.

The two-day event, organised by the MII, is a platform for Malaysian insurance industry players to discuss issues and challenges as well as to exchange views concerning the local and global insurance markets.

Lim noted people are currently looking at insuring themselves because they are involved with risks as well as to have protection when they travel.

Parallel to the growth of trade, this area would become a very good sector for insurers, he added.

In 2011, Malaysia's total trade with other nations amounted to RM1.16 trillion, and had already recorded a five per cent increase for the first six months of this year.

Given the importance of having medical insurance, Lim said there is a possibility to make this protection compulsory in the near term.

BR1M 2.0 forms out this month, says Donald Lim

KUALA LUMPUR, Oct 1 (Bernama) -- Application forms for the second round of the Bantuan Rakyat 1Malaysia (BR1M 2.0) cash aid are expected to be distributed this month, says Deputy Finance Minister Datuk Donald Lim Siang Chai.

"The government will make an announcement on BR1M 2.0 in one or two weeks, by October the forms should be available," he said after launching the Malaysia Insurance Summit 2012 here today.

BR1M 2.0 was announced on Friday by Prime Minister Datuk Seri Najib Tun Razak, with eligibility extended to single individuals, aged 21 and above and earning below RM2,000 a month, who will get a RM250 one-off payment.

Najib, who is also Finance Minister, said RM3 billion has been allocated for the scheme, with payments from early next year to 4.3 million households and 2.7 million single individuals.

Lim said those who had previously applied for BR1M 1.0 need not re-register for BR1M 2.0, while those who think they are eligible would have to make fresh applications.

University students, who already have the RM250 book voucher, are not eligible for the cash aid, but unemployed university graduates are, he added.

林祥才吁各银行伸缩性处理 批准更多中小企业融资

（吉隆坡26日讯）财政部副部长拿督林祥才今日说，有鉴于国内中小型企业在银行融资方面对一些困难，他呼吁本地及外资银行在这方面给予更伸缩性的处理以及协助，以促进我国的经济及中小型的发展，银行也从中受惠。

他说，当局考虑提高大马进出口银行及中小型企业银行的资金，以协助更多中小型企业获得贷款融资。

出口商市场开拓研会

他今日出席“大马中小型企业出口商市场开拓研讨会”上，这样说。

在研讨会上，本地企业中世达投资Capital私人有限公司执行董事戴德兴与江门市场物流行业协会副总执行长梁稳昌签署合作备忘录，加强双方贸易的合作关系。

下半年经济或放缓

林祥才说，我国今年上半年的经济已有亮眼的表现，但不排除下半年的经济会出现放缓的趋势。

他说，目前各政府部门致力寻求解决方案。

林祥才：新申請者獲批‧不能追討首輪援金

（吉隆坡1日訊）財政部副部長拿督林祥才指出，第二輪“一個大馬人民援助金＂的新申請者，並不能向政府追討之前所錯過的500令吉援助金。

他說，在2013年財政預算案下，政府接受新的申請，不過需符合條件，而且如果申請獲得批准，並不能索回的第一次所錯失申請的援助金。

“這些東西是沒得好追討的，我們得展望未來的生活，不能向後看。＂他披露，政府會在近期內分發表格給申請者填寫。

林祥才今日為第二屆馬來西亞保險峰會主持開幕後，在新聞發佈會上，針對記者詢問一馬援助金2.0的申請者，能否追討錯過的首輪援助金時解釋，很多民眾第一次沒有申請，是因為覺得政府可能欺騙人民，結果發現真的可以領取援助金才想申請時，卻為時已晚。

符合資格者要把握機會

“總之，符合資格的申請者，要把握第二次的機會了。＂他說，政府對一馬援助金1.0感到滿意，並沒有接到太多投訴。上次派發給430萬個低收入家庭，這次預料會有270萬新的申請。

他也強調，之前已經登記者不需再重新登記，政府會再發放給他們，60歲以上者獲500令吉，21歲以上至60歲的單身家庭，可獲250令吉現金。

“這筆援助金是在2013年的預算案的撥款，所以會在明年1月起才派。＂

大專生不能申領250令吉

詢及那些尚在大學或大專學院求學者，是否也有資格申領250令吉一馬援助金時，林祥才表示不能，因為在籍大學生可領取250令吉購書券，不能同時兩者兼得，因為購書券已等同援助金。

“除非他們剛好完成學業，又暫時未找到工作，就有資格申領。＂

另一方面，有關月入3千以下的年輕人購買智能手機可獲回扣200令吉，他指出，財政部將會要求大馬通訊與多媒體委員會，針對執行的制度進行研究。

“我們會確保人民在獲得這些優惠時，不會面對太多麻煩。＂

希望制定適合全民醫

財政部副部長林祥才說，政府希望保險業者以及大馬保險學院未來能夠制定出一套適合全民的醫藥保單，確保每個人的生活都獲得保障。

他表示，在很多先進國家，他們的人民投保時，可以享有付少少卻得到很多保障的優惠。

“我們希望我國未來的保險發展也能朝這個方向，畢竟時代不同了，每個人都希望加強自己的保障，投保是為了心愛家人未來的生活舖路。＂

他指出，政府不可能為每個公民都投保，這些保單須由人民自己承擔。

“不過，政府希望每個人都能獲健康方面的保障。所以，我們希望大馬保險學院能夠研究，看看哪種制度才適合我國。＂

林祥才：填写申请表格手续相同 援助金料年初发放

（吉隆坡29日讯）财政部副部长拿督林祥才说，月入少于2000令吉的21岁以上单身人士，将可享250令吉援助金，不过必须填写申请表格及交由内陆税收局审核。

他说，有关申请手续，与政府发放首期的“一个大马援助金”相同。

林祥才接受《南洋商报》询及2013年财政预算案公布的惠民措施，这么表示。

他说，一切必须等候预算案在国会通过后才能落实，他预计各项援助金将在明年初发放。

政府宣布的惠民措施包括发放250令吉单身援助金、100令吉学生助学金、500令吉一个大马援助金和200令吉手机回扣等。

他说，曾经获得一个大马援助金，不必再提出申请，他们将自动享有第二次援助金。

“如果要申请的人士，必须等候内陆税收局发出新表格时再填写。但一切还言之过早，因为整个预算案还要等国会三读通过。”

询及政府会否像去年那样，在预算案未三读通过，就向学生派发100令吉助学金时，他表示视情况而定。

手机回扣200元不限品牌

林祥才说，21岁至30岁月入低于3000令吉的人士购手机，可获200令吉回扣，并没有限制任何品牌和型号。

“只要是3G的手机即可。”他说，此举是鼓励年轻人上网。

林祥才：月入2千元以下 21至60岁单身者获250元

（布城29日讯）财政部副部长拿督林祥才说，凡在21至60岁之间、月入2000令吉及以下的单身者，可获250令吉的一个马来西亚援助金（BR1M）。

他今日受《光华日报》询问说，“一个马来西亚人民援助金”发放的500令吉援助金是供月收入不超过3000令吉的家庭，范围包括60岁以上的乐龄人士及单亲家庭，只要月收入3000令吉以下便可申请，因此，单身者的受惠年龄范围是21至60岁之间。

询及去年在申请上述援助金时出现舞弊的个案是否同样可在今年获得援助金，例如去年彭亨州有拿督被指获得500令吉的援助金，林祥才强调，任何人只要符合资格都可以获得这项援助金。

他强调，这是一份获得国会通过的预算案，需指南来提出申请及批准。

Franchise business growing, has been posting 20% growth

PETALING JAYA: Deputy Finance Minister Datuk Donald Lim Siang Chai has commended the homegrown franchise business' contribution to the growth of the industry which is in line with the country's goal to become a high-income nation.

“To date, 586 franchises have registered in Malaysia in which 9% are homegrown brands,” Lim said during the launch of ADAMAS Franchise Concept Outlet.

“Being a young sector, many of our homegrown franchise brands have emerged strongly from the domestic and foreign markets.

“This is a significant growth with a 20% increase per annum in the last two years under the National Franchise Development Master Plan 2012-2016,” he said.

The objective of the blueprint is to create a vibrant market by positioning Malaysia as the franchise hub for the South-East Asia and Middle East market. The Government targets a 9.4% contribution from this industry to the country's gross domestic product by 2020.

He lauded ADAMAS Weddings Sdn Bhd's effort in recruiting franchisees from China and Cambodia, which set an example for what other local franchisers could do to boost the development of the franchise industry, adding that entrepreneurship provided endless opportunities and possibilities.

On another note while responding to a reporter on whether lower oil prices would affect the country's economy, Lim said, “The dependency on the oil for the nation's revenue has gone down from the 90s where 50% is on oil. Now, it's only one-third of our revenue on oil only.

“So, the figure (percentage of oil revenue to country's total revenue) is coming down so even though oil price has decreased, it would not really affect us so much,” he added.

林祥才：收集各界意見‧預算案15領域研究完成

（雪蘭莪‧八打靈再也30日訊）財政部副部長拿督林祥才指出，2013年財政預算案共覆蓋18項領域，當中15項領域的研究內容已完成，剩下的3項領域研究則會在這個星期內完成。

他今日在為ADAMAS婚紗特許經營概念分店主持開幕後表示，2013年預算案的各領域研究項目完成後，將交由首相納吉在9月28日通過國會提呈。

“當中覆蓋的領域包括中小型企業、綠色科技、可負擔房屋計劃等。城市轉型計劃也概括在預算案中，因為超過70%的國人居住在城市。同時，我們也研究其他涉及的工業領域。

“2013年財政預算案不僅收集來自各界的意見，也必須針對其他因素做出適當的考量。＂

研究降低國內汽車價

另外，他表示，首相納吉和其他相關部門將會針對是否降低國內汽車價格一案進行研究。

“入口車的價格已經逐年下降，若再降低國內汽車價格，必須考慮到對現有的二手車業者的影響。＂此外，他也指出，自90年代起，我國的石油出口量下跌了50%，而目前，有三分之一的年均出口也下跌，因此國際原油的價格下跌對我國的影響並不大。

Donald Lim : Bank India sasar transaksi RM2.5 bilion

India International Bank Malaysia Bhd (IIBM) menyasar mencatatkan transaksi perbankan berjumlah RM2.5 bilion dalam tempoh tiga tahun pertama operasinya, membabitkan pinjaman dan deposit.

Bagi tempoh 12 bulan akan datang ini, bank India pertama yang beroperasi di negara ini sejak empat dekad lalu itu menyasarkan transaksi berjumlah RM550 juta. Bank yang memulakan operasinya semalam menerusi cawangan pertama di Jalan Raja Chulan itu merancang membuka empat lagi cawangan dalam tempoh terdekat ini sebelum mengembangkannya sehingga 25 dalam tempoh lima tahun akan datang.
Pengarahnya, M Narendra berkata, empat cawangan awal yang akan dibuka itu akan ditumpukan di bandar utama yang mempunyai ramai penduduk India termasuk di Lembah Klang, Johor Bahru dan Pulau Pinang.

“Pelaburan permulaan bank ini adalah RM310 juta dan jika ada keperluan untuk menambah modal ini, ia akan disediakan oleh ketiga-tiga rakan usaha sama bank ini yang mempunyai jumlah modal yang kukuh menerusi operasi kami yang besar di India,” katanya selepas pelancaran operasi bank itu di Kuala Lumpur, semalam.

Pelancarannya disempurnakan Timbalan Menteri Kewangan, Datuk Donald Lim Siang Chai dan Menteri Kewangan Negeri India, Namo Narain Meena.

IIBM adalah usaha sama antara tiga bank terkemuka India, iaitu Bank of Baroda (40 peratus), Indian Overseas Bank (35 peratus) dan Andhra Bank (25 peratus).
Fokus utama IIBM adalah segmen perbankan perniagaan meliputi pembiayaan perdagangan, pinjaman perniagaan transaksi pertukaran mata wang asing dan pembiayaan modal kerja.

Bank itu turut menawarkan produk perbankan biasa seperti deposit semasa dan tetap selain bakal menawarkan perkhidmatan pengiriman wang antarabangsa ke India.

Donald Lim : India International Bank plans 5 branches in Malaysia

KUALA LUMPUR: India International Bank Malaysia Bhd (IIBM) aims to open five commercial banking branches in its first year of operations in Malaysia.

The bank, which is the first India based bank to clinch a licence from the government, is looking to expand to 15 branches in the next three years.

It targets to have a presence in Kuala Lumpur, Klang, Penang, and Johor Bahru where there is a sizeable number of Indian people, its director, M. Narendra said at the official launch on Wednesday.

IIBM said it was optimistic about its prospects as bilateral trade between Malaysia and India was at a historic high of US$12bil or RM37bil in 2011.

“With the full implementation of the India-Malaysia Comprehensive Economic Cooperation Agreement, there is potential to increase the trade flows further,” it said.

IIBM expected its entry into Malaysia would enable it to capture the Indian business interest with Malaysia and to promote bilateral trade and investments as IIBM could leverage on the links of its promoter banks' Indian and global network of branches.

林祥才：国行评估中 更多外银来马设分行

（吉隆坡11日讯）由3家印度银行联营成立的大马印度国际银行（IIBM）计划于成立首年在全国主要城市开设5家分行，3年内计划增设10家分行，首阶段计划在巴生、槟城、新山和吉隆坡设立分行。

　大马印度国际银行董事纳仁德拉指出，该行放眼今年的放贷和存款可达5亿5000万令吉，3年内目标扩至25亿令吉，该行将为本地和跨国企业公司提供全方位银行服务和产品。

　首家大马印度国际银行位于隆市拉惹朱兰路的YEE SENG大厦底楼，今日起开始营业。

　他今日在大马印度国际银行推介礼后的记者会上，发表谈话；出席者包括该行主席马尔雅和董事布拉帕卡、印度联邦财政部长纳摩纳然米纳，及我国财政部副部长拿督林祥才。

提供本地贷款援助
　这家由巴鲁达银行（Bank of Baroda）、印度海外银行（Indian Oversea Bank）及Andhra银行联营于马成立的大马印度国际银行，投资额高达3亿1000万令吉，三家银行持股分别为40%、35%和25%。

　巴鲁达银行目前于印度拥有4000家分行，在海外如新加坡、泰国和香港等地也设有100家分行；印度海外银行于印度拥有2700家分行，海外则有12家分行；Andhra银行则在印度拥有1800家银行。

　纳仁德拉指出，大马印度国际银行的广泛业务网络可作为大马和印度企业公司的贸易平台，除了跨国贸易贷款，公司也希望为本地公司提供贷款援助，及相关金融产品或服务。

林祥才：国行评估中 更多外银来马设分行
国行正在评估其他国家来马设立分行的申请，林祥才预计，未来我国将会有更多外资银行。

　他说，外资银行能否获得批准，胥视本地对相关国家外资银行的需求而定，许多和大马拥有密切贸易往来的国家，仍未在我国拥有分行，这些国家都是潜在对象。

　“今日开业的大马印度国际银行是我国第19家外资银行，印度同时也是我国第11大贸易伙伴国，自2000年至2011年，投资总计44亿令吉。”

　他指出，目前有超过100家印度企业公司前来大马投资，其中包括60家和大马企业公司的联营合作，及60家于马营运的资讯科技公司。

　纳摩纳然米纳说，印度和大马的双边贸易总值在2011年时达370亿令吉或120亿美元，写下历史新高，在大马印度综合经济合作协议（MICECA）下，双边贸易往来将继续增加，预计将会有更多印度企业公司前来大马投资。

林祥才：大马仿香港保障投资 筹设黄金交易所

（布城6日讯）为了保障黄金投资者的利益，财政部探讨采纳香港的模式，设立黄金期货交易及黄金现货交易所。

财政部副部长拿督林祥才说，该部将会在未来3个月收集各方面的资料与回馈，以便能够仿效香港，拟定整套监管黄金交易的新系统。

“财政部也将会将会制定一项所需法律，并寻求国会通过，以更有效的监管国内的金业发展。”

可交易现货期货

他说，除了现货，设立黄金期货交易将由证券行及股票交易所研究，它的性质如购买棕油期货一样。

林祥才今日在财政部与马来西亚金钻珠宝公会联合总会会长吴逸平、署理总会长萧德明及其他代表举行对话后，向《南洋商报》披露这项消息。

他说，自BESTINO黄金投资计划发生倒闭及被控上法庭的事件后，财政部非常关注有关投资黄金引发的课题。

林祥才说，上述事件造成6000多名投资者所投资的4亿1100万令吉，面对惨重损失。

探讨BESTINO课题

“为了解决有关事件，财政部于上个星期成立特别小组，委员包括国家银行、大马公司注册委员会、证券委员会、吉隆股票交易所及总检察署，探讨BESTINO的引发的课题，避免人民不会在投资黄金方面再面对被骗的问题。”

打造东南亚金业中心

林祥才说，特别小组希望仿效香港模式，即设立黄金期货交易及黄金现货交易所，以更有系统的发展及监管我国的黄金及投资业，让我国成为东南亚的金业中心。

“在黄金价格节节上升，人民疯狂抢购及投资黄金下，财政部最重要的保护人民利益，确保他们购买到的是真实质量的黄金，包括有一个平台让他们能够买卖及投资黄金。”

他说，美元下降，欧元也不理想，中国人民币没有开放，而世界银行的报告也指黄金价格会上升，大部分人民会选择投资在黄金。”

“我国每年吸引2500万旅客前来我国观光，他们也对购买大马品质高的金饰购有兴趣，而金业的的新模式，将能够协助国家赚取外汇。”

财政部主催 金业行执行

林祥才说，建议中成立的黄金现货交易所是由财政部主催，并由金业行的人士去执行。

他说，除了金钻行、银行外，目前有很多公司在卖黄金都有提供利息，这造成市场上出现一些模糊。

“我们必须拟定一项新黄金交易的系统，以确保人民买卖或投资黄金方面得到得到保障。”他说，这个黄金现货交易所将会检查它的质量，价格也会更透明化，以让人民有一个平台，可以更大量的买卖黄金或投资。

“传统的金店依然可以买卖黄金，不过，数量可能会比较少，比较大量的大交易将会在交易所进行。”

金钻珠宝公会支持监管

马来西亚金钻珠宝公会联合总会会长吴逸平说，财政建议设立黄金现货交易所的建议是好的，该会基本考虑及支持政府监管金业的发展。

他说，交易所设立将会使黄金的价格更透明化，人民在投资黄金也会获得保障。该会今天对话会也针对政府将实行消费税，向财政部提交了有关金钻行业的4项建议。

Donald Lim: Pengiat Industri Insurans Perlu Kemuka Idea Dalam Pelan Induk Sektor Kewangan

KUALA LUMPUR, 5 Julai (Bernama) -- Penggiat dalam sektor insurans wajar bersatu dan mengemukakan idea terbaik mereka untuk industri berkenaan bagi menyumbang kepada objektif pelan Induk Sektor Kewangan (2011-2020), kata Timbalan Menteri Kewangan Datuk Donald Lim Siang Chai Khamis.

Beliau berkata penggiat dalam industri itu merupakan orang yang mengetahui keperluan terbaik yang perlu diambil bagi merangsang pertumbuhan sektor itu berbanding kerajaan, supaya sentiasa seiring dengan landskap kewangan yang setiasa berubah dalam industri.

Sektor kewangan dalam industri itu perlu ditingkatkan bagi memenuhi standard negara maju, katanya kepada pemberita pada Konvensyen Mega Penasihat Kewangan dan Insuarans Hayat (NAMLIFA) ke-34.

Donald Lim: Insurance Industry Players Should Churn Out Ideas To Financial Sector Master Plan

KUALA LUMPUR, July 5 (Bernama) -- Insurance sector players should join hands and put forward their best ideas for the industry to contribute to the Financial Sector Master Plan (2011-2020) objectives, Deputy Finance Minister Datuk Donald Lim Siang Chai said Thursday.

He said the players are the best people to know what needs to be done to spur further growth for the sector than the government to keep abreast with the evolving financial landscape and changes taking place in the industry.

It was vital to lift the industries under the financial sector to meet the standards of developed nations, he told reporters at the Malaysian Life Insurance and Financial Advisors' (NAMLIFA) 34th Mega Convention.

Bank Negara's second Financial Sector Master Plan has adopted an integrated approach under which recommendations are based on shared outcomes applicable to various sub-sectors within the financial sector, including insurance.

The Master plan, comprising 69 recommendations, aims to advance the financial sector development and drive the country's high value-added and high-income economy while preserving financial stability.

他指出，相较美国有9%失业率，及欧洲国家的11.5%失业率，我国的失业率其实非常低，人们不必过虑失饭碗之事。

他说，政府目前正朝著高收入国的目標迈进，积极推动多项转型计划，並废除不合时宜的法令，如內安法令。

据报导，人资部曾说大马的失业率水平仍受控，而迄至5月时，大马求职网站登记的就业机会达18万4155个，近20%个就业机会適合大学毕业生申请。

人民教育程度提高

林祥才是于今日在为第16届青年之友世界大专国际西洋象棋锦標赛致开幕词时，如是表示。

他指出，隨著时代的改变，能进入大学门槛的人也越来越多，从国家独立时100人中有2人考入大学，到现今的100人中有35人能够进入大学的情况，显示人民受教育的程度大大提高。

他说，象棋比赛能够训练人类凡是三思而后行，因此大专生们应该明智的过滤资讯，不要让错误的资讯误导，而是摒弃这些错误资讯，阻止这些资讯传播。

他说，政府视这类型的国际赛事，能栽培更多国际性学生的垫脚石，我国目前正努力栽培更多的优等人才，相信这种良性竞爭的比赛，能够促进彼此间的进步。

林祥才：可考虑实施‧寿险公积金或分开扣税

（吉隆坡5日讯）財政部副部长拿督林祥才披露，政府考虑將人寿保险及公积金划分为两个不同类別的扣税项目。目前，这2个项目总共的可扣税额为最高6000令吉。

他认为，医药保险非常重要，时下的医药费也不断增加，因此，可考虑实施有关的方案。

他週四出席“第34届大马全国寿险大会＂暨＂第9届大马保险精英颁奖礼＂移交模擬支票仪式后，对记者指出，政府將在不久后向国会提呈有关修改保险领域的修正案，让我国的保险领域更加开放及富有竞爭力。

他也呼吁保险业者针对这项修正案，及將於9月28日提呈的財政预算案，发表专业意见。

针对去年財政部推出的资本市场大蓝图，他说，目前大马资金市场规模为2兆令吉，希望至2020年能增至4兆令吉。

出席者包括大马全国寿险代理员及理財顾问公会会长森胡甘班、副会长罗启富、美国友邦保险公司区域代理（吉隆坡）副主席M.布斯巴拉嘉、MCIS保险公司首席执行员阿南再因及ING保险公司零售业务部主管蔡高明。

林祥才：海水污染鱼产减少 研究养殖鱼取代海鱼

（适耕庄30日讯）财政部副部长兼马华雪州联委会主席拿督林祥才将与渔业公会研究渔业转型可行的计划，以养殖鱼取代日愈减少的海鱼。

他认为，我国在马六甲海峡有限的海域，渔船多导致海水受污染，鱼产也越来越少，目前是时候有计划地饲养鱼来加以配合海产，供应市场。

适耕庄村民交流会

林祥才是于日前在适耕庄海滨酒店和适耕庄渔业公会、海口志愿消防队及仙法师公古庙及拿督公庙海边美化小组管理委员会举行交流会时，这么说。

马华雪州渔业局主任刘国才也认同林祥才所说的渔业转型计划。

他说，马华雪州渔业局已经在去年向青年体育部副部长颜炳寿建议，让青年到台湾去修读水产养殖系，以应付日后的趋势与需求。

“颜炳寿是有关台湾技职交流单位的负责人，在他的安排之下，我们已派出30多名学生到台湾国立屏东科技大学修读水产养殖系，而适耕庄渔业公会主席谢添僖的孩子也是我们其中的一名学员。”

谢添僖相信我国的渔业可以配合水产养殖业而取得更好的成果。

海口义消队盼拨款建会所

交流会上，海口志愿消防队主席陈金城向林祥才展示图测和呈备忘录，要求后者协助向首相署或房屋部寻求30万令吉的拨款，以资助志愿消防队在海口建造一座三层楼的会所，为人民提供服务。

陈再生则代表有关的海边美化小组管理委员会要求1万令吉的拨款，以资助所缺乏的管理经费。

Donald Lim: U-Customs To Modernise Customs Administration U关税电子系统 取代17年旧系统

PUTRAJAYA, July 5 (Bernama) -- The U-Customs system implemented by the Customs Department (JKDM) is an effort to modernise customs administration in line with the Government Transformation Plan (GTP), Deputy Finance Minister Senator Datuk Donald Lim Siang Chai said today.

He said the comprehensive electronic system developed by the Malaysian Administrative Modernisation and Management Planning Unit (MAMPU) is expected to be fully implemented by 2014 in place of the Customs Information System used since 1994.

"U-Customs will be beneficial in trade facilitation and risk management, as well as towards single window solutions for trade exemption and more effective control of customs and other government agencies.

"This is appropriate with the concept of customs modernisation and integrated border control management, in line with the department's hopes to become a High Performance Organisation and achieve world-class customs service by 2015," he said.

He said this at the U-Customs Business Process Reegineering (BPR) Lab Open House at the Putrajaya International Convention Centre (PICC), here Thursday.

减少涉及表格

“U关税电子系统”是一项“无处不在的关税”（Ubiquitous Customs 简称U-Customs)，一旦全面落实，它将取代关税局采用了17年的关税资讯系统（SMK)，改为推行一项全面和永续性的电子报税系统。

“U关税电子系统”全面落实后，目前普通出口及进口分别为76分钟和30分钟的程序，将缩短至2.5分钟，差异各为97%和92%，此外，所涉及的表格也将减少。

财政部副部长拿督斯里林祥才今早在此间国际会展中心，为关税局就落实U-Customs推出的业务流程再造（BPR)实验室主持推介礼。

实验室开放日搜意见

关税局的实验室开放日，让各商界人士有机会提供意见，以进一步加强U关税措施。

关税局总监拿督卡查里、财政部秘书（税务分析）拿督西蒂哈丽玛（代表财政部秘书长出席）和业务流程再造工作队主任拿督依斯迈，皆出席此仪式。

去年303.8亿税收创新高

林祥才说，关税局在2011创下史上最高的税收记录，即303亿7900万令吉，取得7.25%增长，2010年是283亿2600万令吉。

他说，在东协经济体大蓝图下，关税局必须通过货物、服务及投资自由流动3大原则，确保货物流动顺畅。

进行与业务流程再造的项目包括关税、技术服务/税收、执法/遵守及国内税务（国产税）。

简化步骤

实验室报告指出，在出口方面，现有的784个步骤，将简化至21，差异97%；表格则从13分，减少至6，差异54%；进口方面为，1035个步骤，简化至335，15份表格减少至2，差异87%。

U关税电子系统 取代17年旧系统

“U关税电子系统”2014年落实后，将全面取代关税局已实行17年之久的现有人力操作旧系统。

这项系统将有效管理入口报税和报关流程，让关税局服务达到国际水平。 

目前，采用电子系统者已达32.6%，当局原本预计于2015年可达100%，完全取代已采用17年的旧系统。

电子报税系统提供便利予商家，在家里也可以上网处理税务问题，无须与官员当面解决问题，同时可杜绝贪污问题。

Jalan pintas ke Rawang

SELAYANG 25 Jun - Penduduk Kampung Baru Kundang di sini gembira apabila jalan pintas ke Bandar Tasik Puteri bakal menjadi kenyataan tidak lama lagi.

Pengumuman projek membina jalan berkenaan diumumkan oleh Perdana Menteri, Datuk Seri Najib Tun Razak pada Oktober tahun lalu ketika melawat kampung itu dan sekitarnya.

Kegembiraan penduduk itu begitu jelas kelihatan ketika meeka menghadiri majlis pecah tanah pembinaan jalan sepanjang 3.2 kilometer itu disempurnakan oleh Timbalan Menteri Kewangan, Datuk Donald Lim Siang Chai semalam.

Seorang penduduk, Rohana Kassim, 47, berkata, mereka tidak sabar untuk melihat projek pembinaan itu bermula kerana ia akan memberi manfaat kepada penduduk yang sudah lama menanti jalan itu.

“Dengan adanya jalan ini, kami dapat memendekkan tempoh perjalanan (ke Bandar Tasik Puteri) kepada hanya lima minit berbanding terpaksa menempuh kesesakan di jalan sedia ada selama 30 minit ketika ini.

“Kini, penduduk tetap menggunakan jalan pintas yang tidak bertar itu kerana ia ternyata lebih dekat tetapi terpaksa berhadapan risiko kenderaan rosak kerana permukaannya yang berlopak dan tidak sempurna," katanya ketika ditemui pada majlis tersebut di sini hari ini.

Turut hadir, Ahli Dewan Undangan Negeri (ADUN) Kuang, Abdul Shukur Idrus.

Seorang lagi penduduk, N. Ravi, 49, berkata, pembinaan jalan tersebut menunjukkan setiap janji yang dibuat oleh Kerajaan Persekutuan ditunaikan walaupun ia berada di kawasan yang ditadbir pembangkang.

“Penduduk sangat menghargai usaha kerajaan yang membina infrastruktur ini kerana kami sudah tidak sanggup lagi untuk mengharungi kesesakan. Jika mahu menunggu kerajaan negeri entah bila ia akan menjadi kenyataan," ujarnya.

Sementara itu, Donald Lim berkata, projek berharga RM4.2 juta itu akan dilaksanakan serta merta dan dijangka mengambil masa enam bulan untuk disiapkan.

“Kerajaan tidak pernah gagal menjalankan tugas dengan menyediakan peruntukan yang secukupnya untuk membina jalan baru bagi memudahkan penduduk," katanya.

Dalam pada itu, Shukur berkata, pembinaan jalan tersebut akan memberi manfaat kepada kira-kira 10,000 penduduk sekitar untuk ke Bandar Tasik Puteri.

Tambah beliau, perancangan lain pihaknya adalah untuk menghubungkan Kuala Lumpur dengan Kuala Selangor dengan mewujudkan jalan keluar ke situ melalui Lebuhraya KL-Kuala Selangor (Latar).

“Ketika ini hanya terdapat jalan masuk dari Kundang ke lebuh raya itu dan kita berharap syarikat yang mengendalikan lebuh raya tersebut akan bersetuju dengan cadangan berkenaan," katanya.

林祥才：捐獻人可扣稅‧學校可設捐款戶頭

（雪蘭莪‧首邦市3日訊）財政部副部長拿督林祥才指出，校方可由即日起到內陸稅收局設立學校公共捐獻基金（Tabung Sumbangan Wang Awam）戶口，以讓捐獻人或單位獲得扣稅。 他指出，財政部已在國會提呈1967年所得稅法令44（7）條文修正案，估計下星期會在上議院通過。 林祥才今日和內陸稅收局與雪州112所學校代表舉行匯報會後在新聞發佈會時指出：“校方必須準備有關戶頭，記錄每項捐獻，而內陸稅收局將會派官員調查。” “這方面應該不會造成很大問題，畢竟有關捐獻都是作為學校發展用途，包括提昇學校軟體及硬體設備，以及教育用途等。” “步驟很簡單，只要校方與董事部開一個會議，成立基金委員會，並準備會議記錄，這不是一項很難的申請。” 個人免稅額為年收入的7% 他說，任何捐獻予該戶頭的單位將獲得免稅，個人免稅額為年收入的7%，公司則是年收入10%。 “每個捐獻單位會收到由校長簽發的收據，捐獻者可在第二年呈報所得稅時時呈上有關收據，並獲得扣稅。” 詢及學校擁有多個戶頭，而是否唯有捐獻予該戶頭才能獲得扣稅時，他指出：“學校擁有多個戶頭是非常正常的，但這個戶口的捐款主要作為學校用途，包括學校運作及提昇設施等，這些都能免稅。” “其他學校戶口還是可接受捐款，惟這個戶頭（學校公共捐獻基金）的捐款專用於學校教育用途。” 基金捐款主要作教育用途 此外，學校董事部、其家屬或學校職員不可濫用該基金捐款；該基金捐款主要作為學校教育用途。 詢及財政部甚麼時候把這個訊息傳達至其他州屬，他指出：“通過今天媒體的報導，如果還有不明白的地方，才會舉辦相關的匯報會。” 出席的學校校長及董事長分別來自雪州108所華小及4所獨中。 申請步驟：無須填妥任何表格。學校校長可到內陸稅收局，呈上一份完整的成立基金的工作文件（Kertas Kerja）。 申請時必須呈上的文件： （1）成立學校公共捐獻基金（Tabung Sumbangan Wang Awam）的申請書必須列明成立基金目的及財務撥款規劃； （2）學校註冊於教育部或是州伊斯蘭理事會的證明書； （3）近兩年的財務審核聲明書； （4）學校已經或即將進行的教學與學習（P&P）項目表； （5）學校董事會議記錄副本； （i）成立有關基金； （ii）委任基金委員會； （iii）批准基金會的附例； （6）公共捐獻基金會： （i）公共捐獻基金會的附例：條文內容須涵蓋名字、地址、管理監控的目的、監控基金使用、審核、成立基金會的條件、修訂條文及廢除附例； （ii）由該基金會附例批准的會議記錄（iii）完整的基金委員名單，包括姓名、地址、身份證號碼、職業及基金委員會的職位。 *所有申請必須提呈到賽城的內陸稅收局總部

Work closely with the police and make reports of crime, no matter how small the incident

SECURITY and traffic congestion remain high on the list of concerns among the residents of Subang Jaya.

Many residents who met Selangor MCA chairman Datuk Donald Lim and Kelana Jaya MCA chairman Ong Chong Swen, who is also the Kelana Jaya parliamentary coordinator, during the MCA roadshow in Subang Jaya, brought up this issue during the casual chat sessions.

Lim and Ong started their walkabout at the USJ 2/4S field at 7am in the morning and met with residents who were practising tai chi or taking their morning walks.

USJ 2 resident Choong San Kon, 60, who has been staying in the area for more than 20 years, said there were still many incidents of break-ins and thefts in the area.

“Many neighbourhoods have resorted to setting up gated and guarded schemes to keep their houses safe but it is harder to implement this in our area because there are two schools and a mosque here. There are also many people coming in and going out of our area,” said Choong.

He said they did their best to keep their homes safe with measures like installing alarms and leaving the porch lights on at night.

Residents also urged Lim and Ong to look into the welfare of senior citizens because there was a big population of them in the USJ area.

“We have schemes like the BR1M (Bantuan Rakyat 1Malaysia) which we encourage those who qualify to apply for,” said Lim.

Lim and Ong then went on to the USJ4/7 field, where there was a bigger turnout of people who came to meet them and again safety issues were brought up.

Lim urged residents to work closely with the police and make reports of crime, no matter how small the incident, so that the police have records of it.

“Some people think that it is unnecessary to do so but if you don’t, then the police would not know about the incident,” said Lim.

Another issue that was brought up was the worsening traffic congestion in the USJ area.

“The traffic is getting from bad to worse and there seems to be no end to it,” lamented one USJ11 resident.

Lim said one of the measures put in place to alleviate congestion was the LRT extension that would pass through Subang Jaya, and that construction works for the project had already started.

林祥才：推荐具胜算候选人 马华誓夺回柯拉娜再也

（梳邦再也15日讯）马华雪兰莪州联委会主席拿督林祥才誓言，柯拉娜再也国会选区将是雪州国阵来届大选必强夺的选区之一，并强调推介合适人选于该区上阵，重拾选民信心。

他指出，重夺柯拉娜再也国会选区是雪州国阵来届全国大选必然目标，州联委会也已推荐该区区适合人选名单，最终由国阵主席决定能够胜出人选。

“夺回柯拉娜再也国会选区的目标是肯定的，这由选民来做决定。”

梳邦再也与民交流

他今早连同马华柯拉娜再也区会主席王钟璇，赴梳邦再也各社区与民众进行交流一日活动时，这么强调。

出席者包括马华中央宣传局副主任卢诚国及柯拉娜再也区会财政曾祥辉等。

柯拉娜再也国会选区本是国阵的堡垒，但因2008年308大选大州反风，原本已担任3届梳邦再也州议员的拿督李华民，不敌“林甘影片”证人罗国本而落败。

林祥才：發揚中華文化 象棋應列學校活動

（吉隆坡16日訊）2012年“保健氏杯”第25屆全國象棋錦標賽將在5月30日至6月2日在森美蘭芙蓉舉行，冠軍得主除了獲得2千令吉獎金，也將獲得為期一年的“保健氏雞精”代言合約，價值1萬令吉，這對我國象棋運動而言是突破性的創舉。

林祥才：象棋歷史文化悠久

林祥才在致詞時說，象棋是具有悠久歷史的中華文化，非常值得我們積極去推動與發展。

他指出，在越南象棋是被納入小學的正課裡，學生從小就接受正規的訓練，越南的冠軍甚至可以領國家工資，可見他們的重視程度。

林祥才：今年财政赤字有望减至4.7%

（吉隆坡5日马新社讯）财政部副部长拿督林祥才今日告诉国会下议院，政府有望在今年将财政赤字减至4.7%。

他说，在政府执行谨慎开支和增加收入的措施下，4.7%是合理的目标。

“整顿财政的努力将继续减少财政赤字，就如在第十大马计划所提到的，在2015年时，赤字将少于3%。”

林祥才在问答环节回答伊斯兰党华玲议员泰益阿查慕登的提问时这么说。

泰益阿查慕登是询问有关政府在减少财政赤字方面所采取的措施。

林祥才也说，在政府推行谨慎开支和增加收入期间，财政赤字已经从2009年的7%减至2010年的5.6%，而去年则减至5%。

他说，政府推行多项积极措施和抢先战略，主要为了维持具效率和生产力的开销，来减少政府财政赤字，其中的措施包括检讨补贴确保它们符合政府的政策、避免浪费、减少非必要性开销以及强调“物有所值”概念。

林祥才也指出，财政部在政府采购方面执行透明和具效率的措施，包括采用电子系统、公开投标、减少政府在经济活动的参与以及增加私人领域的投资。

他表示，为了节省开销，所有政府部门都被鼓励共用政府的资产。除此之外，避免过度开销，中央政府的财政状况时时都在被监管当中。

“政府有信心在管理它的财政的同时，也能为国家带来高速经济增长以及保障人民的福祉。”

Timbalan Menteri Kewangan Datuk Ir Donald Lim Siang Chai berkata sasaran defisit fiskal itu adalah munasabah memandangkan usaha perbelanjaan berhemat dan hasil Kerajaan persekutuan dijangka meningkat.

"Konsolidasi fiskal akan diteruskan dengan sasaran paras defisit fiskal kepada kurang daripada 3.0 peratus daripada KDNK pada 2015 seperti yang telah diumumkan dalam Rancangan Malaysia Ke-sepuluh (RMK10)," katanya ketika menjawab soalan Taib Azamudden Md Taib (Pas-Baling) di Dewan Rakyat di sini hari ini.

Taib ingin tahu rancangan kerajaan untuk mengelakkan negara dari terus mengalami defisit.

Beliau berkata selaras dengan usaha konsolidasi fiskal dan amalan perbelanjaan yang berhemat, defisit fiskal telah dikurangkan daripada 7.0 peratus daripada KDNK pada 2009 kepada 5.6 peratus pada 2010 dan 5.0 peratus pada tahun lepas.

Fed govt's fiscal deficit to dwindle to 4.7 pct this year

KUALA LUMPUR (April 5, 2012): The Federal Government's fiscal deficit is expected to dwindle to 4.7 per cent of the gross domestic product (GDP) this year, Deputy Finance Minister Donald Lim Siang Chai told the Dewan Rakyat today.

He said 4.7 per cent was a reasonable target given the Federal Government's prudent spending and increasing revenue.

"Fiscal consolidation efforts will be continued to bring down the fiscal deficit to less than three per cent in 2015 as was pronounced in the 10th Malaysia Plan," he said when replying to Taib Azamudden Md Taib (PAS-Baling) during question-and-answer session.

Taib Azamudden had queried on measures taken by the government to redeem the nation from continuing to be under a fiscal deficit.

In tandem with fiscal consolidation efforts and prudent spending, Lim said the fiscal deficit has been reduced from seven per cent in 2009 to 5.6 per cent in 2010 ansd five per cent last year.

He said several pro-active and pre-emptive measures have been taken to ensure efficient and productive spending to reduce the financial deficit.

Among the measures are reviewing subsidies to ensure they conformed to government policies, avoid wastage, reduce non-critical expenditures and emphasise "value for money", he said.

He said the Treasury practised transparency and efficiency in government procurements, including using electronic system, adopt open tenders, minimise government's involvement in economic activities and increase private sector investments.

Ministries and departments are encouraged to share government assets as part of cost-saving initiatives, he said. Lim said the Federal Government's financial position would be closely monitored and controlled to avoid over-spending.

"The government is confident of managing its finances well besides ensuring high economic growth for the country and the people's well-being," he added. — Bernama

捐款学校宗教场所可扣税

（吉隆坡4日讯）財政部提呈2012年所得税修订法案一读，为纳税人提供以现金捐献学校及宗教场所的税务回扣。

財政部副部长拿督林祥才今日在国会下议院提呈相关法案一读，以修订1967年所得税法令第44（7）条文，针对「团体」的定义，加入新类別的团体，允许纳税人可针对捐献给受到內陆税收局总监所批准的团体提出扣税。

根据这项修订案，任何人捐献现金给相关团体用作建筑、改良或保养公开给民眾用作宗教用途的场所，或者进行及管理任何与宗教相关的活动，只要获得总监的批准，都可申请税务回扣。

首相拿督斯里纳吉於去年10月8日提呈的2012年度財政预算案在国会获得通过后，所有捐献现金给学校及宗教场所者可获得税务回扣。

林祥才：分阶段拟最低薪金制 企业应向首相署提建议

（吉隆坡31日讯）财政部副部长拿督林祥才促请企业雇主，在政府即将推行最低薪金制度政策前，向首相署表现管理及传递单位（PEMANDU）提出建议，分阶段拟定最低薪金制度，以确保本地雇主能负荷工资支付。

“雇主可向相关部门提出以分阶段拟出最低薪金制的建议，即在首阶段为大马公民拟出最低薪金，其次才是外劳。”

林祥才今晚出席拥瑞集团35周年纪念晚宴时，如是指出。

出席者包括大马知名婚纱礼服设计师纪添兴（Keith Kee)、拥瑞集团董事经理杜志辉、拥瑞集团董事杜湄湄及杜逸笙、以及拥瑞集团顾问拿督蔡兆源。

他认为，一旦政府实行最低薪金制度政策，雇主难免会一时间难以负荷，尤其是需要支付外劳，与国人相等的薪金，因此雇主有必要向政府反映此事。

林祥才：防次貸危機發生‧屋價飆升‧政府料干預

（八打灵再也3日讯）财政部副部长拿督林祥才说，国内屋价指数于去年第四季飙升6.6%至156.9点，政府正在采取一切必要的防范措施，确保类似美国的次贷危机不会在我国上演。

他说，国行、财政部和房屋及地方政府部一直在监督市场的走势，一旦屋价飙涨得太厉害，当局将会出手干预，确保国内的产业领域健康与稳定的成长。

“国行已经宣布一些防范措施，包括限制购买第三间屋子者，最高贷款额为屋价的70%，以及以净收入作为房屋借贷的考虑基础等，这有助遏止炒风。”

他推介《2011年马来西亚产业市场报告》和马来西亚产业资讯系统（P RIS MJ P PH）后，在新闻发布会上说，去年产业市场在巩固的经济和政府所采取的各项措施下，比2010年增长14.3%，交易量高达43万403，成交价增长 28.3%，达1千378亿令吉。

林祥才说，财政部预测今年的产业市场持续成长，而认为产业价格每年增长10至15%是健康与合理的涨幅。

他说，不过，若今年的产业价格涨幅超过15%，政府不排除会在明年度财政预算案中作出适度的干预，例如提高产业盈利税。

“我们会视情况而定，现在没有需要采取’冷却’措施，即使有必要干预，也只是适度的。”

他不认为现在会有产业泡沫的危机，屋价尚算合理，除了巴生河流域部份地区例外。

询及屋价若年涨10至15%，普通打工一族的薪金涨幅恐怕追不上的问题，他说，其实就东盟而言，我国的屋价已经比新加坡、泰国来得低。

“这只是暂时的数据，之后就会有稳定期，重要的是，政府正在通过一些措施确保人民居者有其屋，一旦大部份人拥有房屋，屋价上涨就不会是很大问题。 ”

他说，根据有关统计，我国约有700万个家庭，约3%拥有超过两间房屋，而20%则没有房屋，所以政府推行“我的首间房屋计划”，帮助这些人拥有属于本身的屋子。

平均52.7万，隆屋价全国最高

林祥才指出，吉隆坡的屋价仍然是全国最高，平均为48万7千219令吉，其中排屋平均价格为52万7千113令吉。

他说，其次是雪兰莪，平均屋价是32万7237令吉，排屋价格为32万5千951令吉。

他表示，在政府推行第十大马计划和2012年财政预算案的各项措施下，预料今年的产业市场会持续成长。

他说，整体而言，去年各种类的产业价格保持稳定，除了部份地区的产业价格出现上涨。

他说，国内屋价指数于去年第四季飙升6.6%至156.9点，全国屋价平均是21万7千297令吉。

林祥才指出，去年产业市场比2010年增长14.3%，交易量高达43万403间，成交价增长28.3%，达1千378亿令吉，创下5年来的新高。

他说，住宅继续主导去年的产业市场，占总交易量的62.7%。在市场开售的约5万个单位中，售出的超过46.3%，即2万2千个。

他说，25万令吉以下的房屋最“抢手”，占新开售房屋单位的45%。

至于商业单位，他指出，去年全国共兴建40栋新的办公楼，而吉隆坡办公室出租率达到80.4%，雪州、柔佛和槟城逾75%。

Tax deductions on religious donations Bill tabled

THE Income Tax (Amendment) Bill 2012, which seeks to allow taxpayers to claim for deductions for donations for religious purposes, was tabled for the first reading in the Dewan Rakyat.

The Bill, which was tabled by Deputy Finance Minister Datuk Donald Lim, seeks to allow a taxpayer to claim for deductions for contributions to the construction, improvement or maintenance of a public building for religious purposes.

The Government announced in Budget 2012 that it would expedite tax exemption approvals for all registered places of worship as well as education institutions, including registered national, national-type, mission and government-assisted religious schools.

Lim had previously said that the tax deductions could be claimed at a maximum of 7% of an individual’s salary, while companies were able to claim up to 10% of its annual income.

He said the tax exemption could also be claimed for cash contributions to non-profit organisations.

Deputy Transport Minister Datuk Abdul Rahim Bakri said no new licences would be issued for flying academies.

He said this was because the ministry and the Department of Civil Aviation needed to reduce the number of unemployed new pilots.

年增值15%健康 大马房地產未过热

（吉隆坡3日讯）我国房地產价格每年增长10%至15%属健康水平，財政部副部长拿督林祥才认为，大马房地產目前未有过热现象，而国家银行已採取多项行动遏制屋价飆高现象。

他表示，即使吉隆坡的屋价上涨20%还是合理的，不过要在首都兴建豪宅，也需確保吉隆坡有其他种类的屋子供人民选择。

「要在吉隆坡建豪宅不是问题，但必须確保还有其他种类的房屋。」

林祥才表示，相对其他东盟国家，大马的屋价还是比较低的，政府的责任是要確保所有家庭都能拥有一栋房屋。

「一家网络公司曾进行一个调查，发现43%的大马家庭拥有超过2间屋子，20%的家庭是没有屋子的。因此政府才推出『我的第一间房屋』计划，与大马房屋公司合作推出亲民房屋计划。联邦直辖区部也出售人民组屋，让居者有其屋。」

询及政府是否会再提高產业盈利税遏制炒楼现象，林祥才表示此事政府会研究，最快也是在今年9、10月的2013年財政预算案宣佈。

避免炒楼风

他补充，目前国行已限制购屋者在购买第3栋房屋时贷款额最高70%，並在今年推动负责任贷款，这都是为了避免炒楼风。

林祥才今日推介2011年房地產报告书时说，大马房屋价格指数在2011年第4季上涨6.6%至156.9点，这也影响去年的通货膨胀率。去年通胀率为3.2%。

林祥才表示，各类房地產价格仍稳定，特定地点的价格则有上升趋势。

根据报告，吉隆坡排屋均价为52万7113令吉，雪兰莪则是32万5951令吉。

他强调，政府会以美国次贷危机为鉴，確保大马只有有能力贷款的人才能买屋子。

去年43万宗交易

2011年房地產刷新过去5年纪录，成交总值达1378亿3000万令吉，交易量达43万零403个单位。

相比2010年房地產表现，去年房地產的成交额及价值，分別涨14.3%及28.3%。

財政部副部长拿督林祥才说，住宅產业佔了总交易量的62.7%，上涨18.9%，达26万9789个单位。成交总值618亿3000万令吉，比2010年涨 22.1%。雪兰莪的房屋成交量佔全国之首，达7万5344个单位，即27.9%。2011年获批的房地產计划从2010年的23.6%增加至 32.2%。

他表示，今年房地產预料在第十大马计划及2012年財政预算的催谷下会继续成长。

他说，去年大马共推出5万个新住宅单位，其中2万2000个单位已成交，售出率达46.3%。在新的住宅產业中，25万令吉以下的单位佔45%。

在办公室產业中，全国商业单位的使用率达80%。吉隆坡办公楼的使用率达80.4%，至於雪州、柔佛和檳城的使用率则超过75%。

林祥才今日为2011年房地產报告书主持推介仪式后对记者说，大马去年外资达329亿令吉，因此当更多外国投资者来马时，办公室使用率將提高。

他预料，只要国家政治稳定，未来10年房產价格会继续上涨。针对2012年房地產前景，林祥才表示只要大马政治稳定，加上政府减少各种繁文縟节，肯定会对房地產带来正面影响。
