國家房屋計劃問題多‧林祥才：財政部協助解決

（吉隆坡22日訊）財政部副部長拿督林祥才坦承，國家房屋公司（SPNB）的很多計劃有問題，包括承包商財務問題、房屋設計及房屋擱置問題，財政部已就這些問題採取行動。

他指出，與此同時，政府也委任新首席執行員，以更謹慎委任有素質的承包商，及準時完成房屋計劃。

林祥才今日在國會回答國陣士兆區國會議員拿督莫哈末基丁的提問時直言，政府明白到人們想擁有房屋的心願，而政府的目標是居者有其屋，因此，委任官聯公司推行多個計劃，包括我的首間房屋計劃。

他披露，政府在2008至2011年期間，在適用房屋計劃（RMM）下，興建了1萬4千467個單位，耗資12億6千850萬令吉；也在人民房屋計劃（RMR）下，興建8千648個單位，耗資6億零400萬令吉。

針對怡保西區國會議員古拉有關為何國家房屋公司不是隸屬房地部的提問，林祥才指出，基於財政部擁有國家房屋公司的股權，因此，有關公司才會隸屬財政部。

他表示，將把古拉的意見，即房地部擁有相關的專才，國家房屋公司應該隸屬房地部的問題帶回財政部討論。

KUALA LUMPUR, Nov 22 (Bernama) -- Syarikat Perumahan Negara Berhad (SPNB) has built 14,467 units under its Affordable Home project (RMM) and 8,648 units under the People Friendly Homes (RMR) project.

Deputy Finance Minister Senator Datuk Donald Lim Siang Chai said the RMM project involved a cost of RM1,268.5 million while the RMR project involved a cost of RM604 million.

Replying to a question by Datuk Mohd Jidin Shafee (BN-Setiu) at Dewan Rakyat today, he said the houses were built between 2008 and 2011.

To a supplementary question by Mohd Jidin on abandoned housing projects, he said the financial constraint of the contractors and design problems were among contributing factors.

Lim said SPNB had been requested to appoint quality contractors to avoid facing such problems.

Replying to another supplementary question by M. Kulasegaran (DAP-Ipoh Barat) he said the projects went through an open tender process.

KUALA LUMPUR, 22 Nov (Bernama) -- Sebanyak 14,467 unit kediaman melalui projek Rumah Mampu Milik (RMM) dan 8,648 unit projek Rumah Mesra Rakyat (RMR) telah dibina Syarikat Perumahan Negara Berhad (SPNB) yang bertanggungjawab melaksanakan kedua-dua projek berkenaan.

Timbalan Menteri Kewangan Senator Datuk Donald Lim Siang Chai berkata ia melibatkan kos RM1,268.5 juta untuk projek RMM dan RM604 juta untuk RMR.

Ini membabitkan pembinaan unit rumah dan kos sepanjang 2008 hingga 2011, katanya ketika menjawab soalan Datuk Mohd Jidin Shafee (BN-Setiu) pada persidangan Dewan Rakyat pada Selasa.

Kepada soalan tambahan Mohd Jidin mengenai projek rumah terbengkalai, Lim berkata ia berlaku disebabkan faktor seperti kekangan kewangan di pihak kontraktor dan masalah reka bentuk.

Lim berkata SPNB telah diminta melantik kontraktor berkualiti bagi mengelak projek yang dijalankan daripada menghadapi masalah.

Menjawab soalan tambahan M. Kulasegaran (DAP-Ipoh Barat), beliau berkata projek yang dijalankan adalah melalui proses tender terbuka dan melalui proses yang adil.

林祥才：明年总税收料达1870亿

（吉隆坡20日讯）财政部副部长拿督林祥才指出，政府估计明年可获取高达1870亿令吉总税收，其中公司税收为400亿令吉，个人税收逾180亿令吉。

他对《南洋商报》说，政府通过经济转型计划协助国内商家企业，希望人民以税收回馈国家。

“政府通过经济转型计划协助商家，也希望更多人缴税，增加政府的收入。”

林祥才今日主持2011年独立企业家网络大会（2011IECC）开幕仪式后，在记者会上这么说。

公司税料达420亿

他指出，政府已设定目标，明年总税收料可达1870亿令吉，公司税将介于400亿令吉至420亿令吉。

“个人税收方面，希望可从目前的160亿至180亿令吉，增加到180亿令吉至200亿令吉。”

预付教育部5.3亿援金

询及教育部拨给每名学生的100令吉援助金，林祥才证实，这笔高达5亿3000万令吉的拨款，确实来自财政部的2011年主要财务基金户头。

他说，教育部只是提取预付的拨款，一旦2012年财政预算案在国会通过，这笔款项就会填补回去。

后年推行电子商业执照系统

林祥才较早致词时说，为促进国内亲商环境，政府将于2013年在全国各地全面推行电子商业执照系统。

他说，目前这套系统已完成首阶段，并已进入第二和第三阶段，估计在2013年全面推行后，将有更多政府单位加入，更多投资者和商家使用这套系统申请各种执照。

林祥才：通胀是全球问题补贴制度减轻人民负担

（士拉央20日讯）财政部副部长拿督林祥才指出，尽管全球多国面对金融危机及政局动荡，但我国政治依然稳定，政府也通过多项补贴制度，协助人民减轻因通货膨胀引起的经济负担。

他说，其实通货膨胀是全球问题，但在我国，政府通过提供汽油、柴油、石油气、白米、白糖及食油等补贴，有效减轻人民负担。

“我国拥有2800万人口，却只有165万人缴交所得税，但政府还是提供328亿令吉补贴，证明国阵政府关心人民。”

六福酒家捐献17团体

林祥才也是马华雪州联委会主席。他昨午在士拉央六福酒家移交15万4000令吉拨款，予当地17个华团及非政府组织仪式上这么说。

他指出，他最近和日本最大证劵行首脑诺莫拉相聚，对方透露目前世界动荡局势，一个国家如能取得4%经济成长率，可大开香槟庆祝。

而我国的经济成长率，根据世界货币基金组织预测可取得超过5%。

较早时，马华士拉央区会主席拿督邓诗汉致词时也代表17个社团感谢林祥才给予拨款，这正好填补马华自3·08大选输掉士拉央及万挠国州议席的不足。

他呼吁，华社应分析当今政治局势，全力支持国阵，使马来西亚的政治局势更加稳定。他抨击民联只会以偏激的言论煽动人民憎恨政府。

林祥才：对国家转型感茫然年轻人应掌握乱局商机

（八打灵再也18日讯）财政部副部长拿督林祥才说，目前处于转型期的政府，虽然制造了不明朗及不安的情绪，不过，当中也存有商机，因此，勇于接受挑战的年轻人及领导层，应该掌握在乱局中的时机。

林祥才理解人民在政府处于转型期时，感到茫然，有者甚至萌生移民的处境。对此，他说：“马来西亚的情况虽然不算很完美，不过也不会太糟糕。

“政府转型是要从发展中国家迈向先进国，这等同一家有限公司准备上市一样，即从过去只对自己负责，上市后必须向股东交代。

“人民思想提升，所见所闻也多，在政府转型期，可能感觉到一些领袖的表现不理想，进而对国家的转型计划和未来感到茫然。”

林祥才今早为2011年全国企业经理人竞争力研讨营主持开幕礼后这样说。

出席嘉宾包括宏愿理财机构董事经理兼大会主席陈文博、副董事经理林征苍及企业伙伴、支持团体及指定媒体代表。

国家需要强势领袖

林祥才说，政府在转型中需要人民保持镇定，同时，也必须有强势的领袖。

他说，在一些转型中的国家，大家看到一些高层领袖被淘汰。

“一些国家或高层领袖被淘汰，是因为他们的年代已经过去，不作出改革，被淘汰是必然的。

“譬如一家有限公司上市时，不只是老板有此准备，全体员工都有充分的心理准备。”

林祥才说，配合国家经济转型计划，本地企业商家应具备某种的适应能力，因此，今天研讨营的主题“变革新时局三利器：引领力，瞬捷力，即战力”非常贴切，真正切中企业老板们的关切课题。

林祥才：银行可伸缩处理贷款稳定家债遏制炒楼

（梳邦19日讯）财政部副部长拿督林祥才说，国家银行昨日宣布的“自律融资指南”（Guidelines on Responsible Finance）不属硬性规定，银行可以伸缩性处理贷款业务。

他说，有关指南旨在确保家庭贷款继续维持在可管理的水平，及消费人在举债时更为明智和谨慎，同时期望可抑制房地产的投机活动。

他补充，早前，报穷局总监拿督阿都卡林阿都加利于提到，好些人因为汽车贷款，被判破产。

林祥才今早为大马华裔妇女创业转型基金会的微型商业展销会主持开幕礼后，回应记者的问题。

他说，政府将会关注各界对这项于明年1月1日生效的指南反应。

他说，至于所有贷款都必须以净收入为计算基础的措施，银行方面将根据申请贷款者的个人所得税呈报表及薪水单来论断。

非法借贷一直存在

国行昨日指出，根据指南，金融机构必须重新评估顾客的还债能力，为了确保消费者有能力偿还贷款，往后的贷款必须以净收入，而非总收入为计算指标。

所谓的净收入，就是扣除税务及缴付公积金后的收入。

询及一些人担心，新指南将造成工商界难以借贷，转而向非法借贷，林祥才说：“其实非法借贷的问题一直都存在。”

微型贷款也能作出成就

林祥才说，微型贷款或许不能让商人在短期内获得更大的盈利，但只要愿意投入和积极经营，积少成多，依然有机会在商场上取得另一个番成就。

他说，有从商经验者都晓得，每个人经商手法不同，数千令吉的生意有自己的做法，数十万令或数百万令吉则有另一套经营方式，关键在于如何经营而已。

林祥才今早早为大马华裔妇女创业转型基金会的微型商业展销会主持开幕礼时发表上述讲词。

出席者包括大马华裔妇女创业转型基金会发起人丹斯里林顺平、主席林玉惜、副主席林梅珠、信托人陈贵喜、大马华裔妇女创业研究中心顾问丹斯里宋兆雄和李金丰、名誉顾问潘斯里谢叔珍博士、署理会长陈雪吟、副财政拿汀徐高雅博士等。

这是我国首个由政府、私人界和非政府组织结为伙伴关系，共同推动的微型贷款计划，运作形式非常独特，政府只提供3000万令吉基金。

需付5%年利

每名申请者有机会申请5000至1万令吉的贷款，虽然是慈善基金，但为了确保永续发挥功能，申请者需付5%年利。

林祥才说，在大马的各种微型贷款中，不管是政府还是其他的私人借贷机构，近年来开始把女性列为优先考虑。

他说，大马策略信托基金会（AIM）计划将透过微型贷款，于2012年培育更多女性企业家，以协助国家经济发展。

“政府认为微型贷款是协助低收入者摆脱贫穷，以及想要创业人士的融资管道。”

Lim: RON95 price still the cheapest in Asean

MALAYSIA’S RON95 petrol prices are still the cheapest among Asean countries following the recent price adjustments of the fuel subsidy rationalisation programme, the Finance Ministry said.

Its deputy minister Datuk Donald Lim Siang Chai said the price of RON95 per litre in Malaysia is RM1.90, compared to RM4.13 in Thailand, RM5.15 (Singapore), RM3.37 (Indonesia) and RM5.81 (The Philippines).

“The Government’s measures ensure that any increase in price will not hurt the people even after a cut in subsidies,” he told Datuk Bung Mokhtar Radin (BN-Kinabatangan).

Lim was asked to state the steps taken to reduce the impact of the Government’s economic rationalisation programme.

He added that the Government had considered the financial impact of the petrol and diesel subsidies and ensured that the rationalisation exercise would not have a serious impact on the country’s revenues.

“The first rationalisation programme of RON97 fuel price on July 16 last year resulted in RM700mil in savings. In December last year, the RON95 price was adjusted, which saved the Government some RM1bil,” he told Saifuddin Nasution (PKR-Machang).

The Government also increased its petrol and diesel subsidies allocations from RM9.6bil in 2010 to RM15.9bil this year.

Donald Lim: Govt to fork out RM6.9bil more for fuel subsidies

KUALA LUMPUR: The government has allocated RM15.9bil for petrol and diesel subsidies this year to control the price and reduce burden on the people.

Deputy Finance Minister Datuk Donald Lim Siang Chai told Parliament that spending on the subsidies last year amounted to RM9.6bil.

林祥才：减少津贴减轻负担今年拨159亿津贴汽油

(吉隆坡1日讯）财政部副部长拿督林祥才指出，政府在今年拨出159亿令吉做为汽油及柴油津贴，去年的汽油及柴油的津贴则96亿令吉。

他披露，政府在2010年7月16日重新制定汽油津贴架构，将RON95汽油津贴每公升减少5仙，而RON97汽油则获控制的随市价浮动。

他说，这措施预料为政府节省高达7亿令吉。

“同年12月，政府再调降RON95汽油及柴油的津贴多达5仙，为政府减轻10亿令吉的负担。”

另外，政府也在今年6月废除9个陆路交通工具及C2深海渔船的超级津贴，以更有效管理津贴。

林祥才：月入不足3千家庭若顺利登记明年1月发500元援金

（怡保29日讯）财政部副部长拿督林祥才指出，若顺利进行登记月入3000令吉以下家庭的资料，预计可以在明年1月开始发放由政府拨出的一次过500令吉援助金。

他昨晚在一项“财政预算案与你”研讨会致词时指出，凡是符合资格者，可以在近期内到内陆税收局进行登记手续，以领取有关援助金。

将通过银行过账

“不过，已经在内陆税收局呈报者无须再登记一次，税收局会有资料存档。”

他说，一旦确定所有系统和资料，料可以在明年会通过银行过账方式，发放援助金予有需要的人。

他也说，财政预算案对于个人、家庭、社会及各领域扮演重要角色，人民可以获知政府推行的惠民政策，期许能够从中受惠。

汤华昌：预算案惠及中低收入者

马华霹雳州经济局主任拿督汤华昌说，许多人误会政府宣布的财政预算案与中低收入阶层的人没有关联，那是不正确的，财政预算案与每个人民都有密切关系，人民需要给予关注和了解。

他说，2012年度的财政预算案将延续照顾人民的福利，如提升公共服务传递系统、注重教育及经济转型等计划。

其他主讲者有来自国家银行税务分析部副秘书柯蒂嘉、国家银行经济部高级副秘书颜泰兴、会计公司代表林永杰及蔡斯东。

林祥才：人口逾6亿中小企业应进军东南亚

（芙蓉22日讯）财政部副部长拿督林祥才说，中小企业应冲出本土，放眼国外，以迎合市场需求的行销策略，进军具潜能的东南亚拓展市场。

他说，人口逾6亿的东南亚是一个很有发展潜能的地区，我国处在东南亚的中心点，这是一项优势，并与首相拿督斯里纳吉推出以92%为私人界主导、政府投资占8%的新经济模式不谋而合。

“我们鼓励企业家进军东南亚、印度、东欧及中东国家的市场。”

华商勿自我涉限

他透露，中小型企业在我国扮演非常重要的角色，也是国家经济的支柱，华裔占了其中80%，因此企业家们不应自我设限，或被局限在自己的州属或国内，反之应该冲出国家迈向国
际。

他昨晚出席森美兰中华总商会于芙蓉皇城宫廷宴会厅举办的“森州展销会”主持闭幕仪式，致词时如此表示。

鼓励用人民币交易

林祥才促请我国企业家把握机会，尤其中国于去年已经超越新加坡、日本及美国，成为我国最大的贸易国，比财政部预期2015年提早了5年，因此我国政府也提出中国大马使用人民币与马币交易。

他强调，我国与95%的外国贸易均使用美元，在美元币值持续下跌的当儿，出口商将面对外汇转换亏损，因此政府鼓励使用人民币与马币交易，这对大马和中国两国之间的贸易有非常大的帮助。

“中国有七家公司在我国上市，长安汽车公司也答应耗资3亿令吉在雪州万挠设厂，这些都是非常大的商机，本地商家应该把握机会。”

Alcohol Smuggling Causes RM800 Million Losses In Taxes

MERBOK, Aug 17 (Bernama) -- Alcohol smugglers are short-changing the government to the tune of about RM800 million in taxes annually, and adversely affecting the beer industry in the process.

The loss in taxes was due to loopholes in enforcement, specifically in Malaysia's territorial waters, said Deputy Finance Minister Datuk Donald Lim Siang Chai.

In this aspect, he urged the department to take firm action to rout smuggling activities by upgrading surveillance in areas which were identified as smugglers' routes.

"I hope the presence of the preventive branch base at Tanjung Dawai would deter smuggling activities in the waters off Kedah and Penang," Lim said after visiting the Customs Department Prevention Base and Customs Housing project in Tanjung Dawai here Wednesday.

The RM12.1 million project on a 1.8 hectare site contains a one-story office block and houses for 25 families.

The project was scheduled to have been completed in June, but only 39 per cent was completed.

On the delay in its completion, Lim said the ministry had ordered the contractor to complete the project on Dec 5, adding that the Public Works Department was directed to monitor the project.

According to the deputy minister, the delay was caused by squatter problem and the presence of nine illegal jetties in the area.

K’jaan rugi RM800j akibat minuman keras seludup

MERBOK: Kegiatan penyeludupan minuman keras mengakibatkan kerajaan mengalami kerugian kira-kira RM800 juta setahun dalam bentuk cukai, kata Timbalan Menteri Kewangan Datuk Ir Donald Lim Siang Chai.

Beliau berkata, penyeludupan berlaku akibat kebocoran dalam aspek penguatkuasaan khususnya di perairan negara dan sehubungan itu Jabatan Kastam diminta mengambil tindakan tegas mengatasi aktiviti itu dengan meningkatkan pengawasan di kawasan-kawasan yang dikenal pasti menjadi laluan penyeludup.

Beliau berkata demikian kepada pemberita ketika ditemui selepas melawat projek pengkalan Kastam Pencegahan dan Perumahan Kastam Tanjung Dawai di sini, semalam.

Projek tersebut berharga RM12.1 juta di kawasan seluas 4.5 ekar itu membabitkan pembinaan sebuah bangunan pejabat satu tingkat dan rumah kediaman untuk 25 orang yang sepatutnya dijadualkan siap Jun lepas.

“Kementerian Kewangan memberi tempoh kepada kontraktor untuk menyiapkannya pada 5 Disember ini dan Jabatan Kerja Raya (JKR) diarah memantau projek itu lebih kerap dan berkala bagi memastikan ia siap mengikut jadual,” katanya.

Donald Lim berkata, kelewatan itu berpunca dari masalah setinggan serta sembilan jeti haram yang mengambil masa untuk diselesaikan, dan menurutnya projek pengkalan itu sudah siap 39 peratus.

Beliau berharap kewujudan pangkalan Cawangan Pencegahan di Tanjung Dawai mampu membendung kegiatan penyeludupan barang di perairan Kedah sehingga Pulau Pinang.

林祥才：年損8億稅收‧積極打擊啤酒走私

（双溪大年17日讯）财政部副部长拿督林祥才指出，大马皇家关税局积极打击走私啤酒行动，避免让政府面对每年高达8亿令吉的损失！

他说，政府所面对庞大的损失，主要是执法行动尤其水路上的执法漏洞导致，关税局因此受促在所有黑区采取严厉的防范措施。

“防范走私基地的成立，相信能打击北马区一带水域上的非法走私活动。”

林祥才也是马华副总会长，他是于星期三上午10时到位于吉打州中部的班茶码头，巡视关税局在当地建立的防范走私基地工程时这么指出。吉打州关税局主任拿督阿兹及官员等，也有在场。

班茶关税局年杪竣工

他透露，有关班茶关税局耗资1210万令吉，占地4.5英亩。由于面对一些渔民的问题，原本估计在今年6月竣工的工程，经展延至今年12月5日才能完成。

“目前，工程已经完成了38%，比预期的工程仅延迟了1%。”

另一方面，工程部瓜拉姆拉及铅县负责人法兹尔指出，当局在工程展开之前，为了清除当地的九个非法小码头，导致在征用土地上面对问题，拖延了工程的进度。

据了解，当局与当地的渔民耗时近六个月后，才解决了征用土地的问题，基地包括一间办事处及供25名关税局官员的住所。

Kelana Jaya MCA members meet Subang Jaya residents

KELANA Jaya MCA members embarked on a walkabout in Subang Jaya on Sunday to get closer to the residents.

Division chief Ong Chong Swen said close to 70 party members were involved in the exercise which covered covering 12 zones in the township.

“Besides fostering closer ties among members, the walkabout was aimed at listening to the residents to find out their problems.

“We also had voter registration forms with us, and advised residents who moved from other places to Subang Jaya, on how to change their polling centres,” she said.

Selangor MCA chief Datuk Donald Lim was present to speak to party members at Kelana Jaya MCA service centre.

“Many other divisions have started similar exercises too. We hope that we will understand the people more and I’m confident that the people will give MCA a chance if we continue to work hard,” he said.

He added that he did not know who would be picked as candidates in the next general election.

“Prime Minister Datuk Seri Najib Tun Razak had said that only winnable candidates stand a chance to represent the party. They will be selected by the people, and not him or the party leaders,” Lim said.

He said Pakatan Rakyat should be able to accept criticisms and answer queries.

“The Selangor state government put a stop to the cemetery project at Ayer Hitam Forest Reserve but they have yet to identify another piece of land for the purpose.

“State senior exco member Teresa Kok also needs to provide an explanation on the eight parcels of land approved for Chinese schools. MCA, on another hand, has successfully built schools in a few places, such as one in Putra Heights,” he said.

Ong added Barisan Nasional was merely taking over Pakatan’s then opposition role to help the people to voice out their concerns.

“They say we are stirring up issues but isn’t this what they did last time?” she said.

林祥才：成績不理想轉學手藝‧SPM生可入餐飲業學烹飪

（吉隆坡28日訊）財政部副部長兼馬華副總會長拿督林祥才鼓勵在大馬教育文憑（SPM）考試中成績不理想的學生，加入餐飲業學習一門手藝，成為技術人員。

他說，馬華總會長拿督斯里蔡細歷近兩三個月率團到台灣取經，學習如何提昇大馬的技職教育。

他說，馬華也通過附屬其下的拉曼學院、拉曼大學及自立學院與台灣大學合作，開辦各種技職課程讓學生報讀。

他昨日在馬來西亞雪隆姑蘇慎忠行餐飲業公會第六十七屆廚師培訓班學員結業禮上致詞時說，根據人力資源部及世界銀行的調查，大馬1千280萬名員工（不包括外勞）當中，只有29%是技術人員，而大馬須將技術人員佔率增至40%才可達到先進國水平。

他認為，大馬也必須提昇員工的生產力。他指出，目前大馬每名員工一年的生產力只有1萬5千美元，與美國員工10萬3千美元的生產力有很大差距，因此大馬還有很大的進步空間。

建議餐飲業聘留學生

林祥才表示，大馬必須減少對於外勞的依賴，而本地餐飲業也不例外。他建議本地餐飲業者效仿澳洲餐飲業的做法，聘用外國留學生，以減少對外勞的依賴。

他說，飲食是人的基本需求，而隨著國家人均收入的提高，大馬人對飲食更講究，因此他非常看好本地餐飲業的潛能。

MCA questions Selangor’s sincerity in low-cost home issue

PETALING JAYA: MCA has questioned the sincerity of the Selangor government in helping the poor and first-time house buyers.

Selangor MCA chief Datuk Donald Lim Siang Chai said the state government had not built any low-cost home since Pakatan Rakyat took over the administration three years ago.

In the preceding 10 years that the Barisan Nasional was ruling the state, it had built 16,000 units of low-cost homes in Petaling Jaya alone.

Lim, the former Petaling Jaya Selatan MP, said 6,000 units of the low-cost houses built were in the constituency.

He added that the Federal Government was currently offering homes costing RM220,000 and less per unit for first-time owners under its My First Home scheme.

“However, not a single unit was built in the past three years under Pakatan after it took over the state government,” he said.

Lim said he would discuss with developers to make cheaper houses available to first-time buyers.

“They can consider giving a discount of 15% to young house buyers,” he said.

林祥才：開拓符未來需求領域‧傳統行業須勇於轉型

(吉隆坡27日訊）財政部副部長拿督林祥才吁請國內華人傳統行業做好“轉型”準備，甚至放棄不再是經濟主流的沒落行業，積極開拓符合未來需求的領域。

他說，尤其是國家推動經濟轉型，有許多領域適合投入發展，華人各行各業應重新評估未來發展所需，進行改革。

林祥才昨晚為大馬華人行團總會新屆理事宣誓就職主持監誓儀式上致詞時說，例如60、70時代比較舊式行業，必須勇於面對轉型，如果要繼續堅持，可以轉往其他適合地區發展，如緬甸等。

行團總會可發揮角色

他也舉例，一些沿海漁業，在面對漁穫歉收，並且受到海盜威脅之際，可以考慮上岸轉型養魚。

他希望華人行團總會在這方面發揮新角色，重新為國內華人行業定位，以順應未來發展趨勢。行團總會可以考慮聘請專人完成探討行團未來發展前景報告，以準備作為指南加以落實。

林祥才在儀式上也撥款2萬令吉予該總會。

建議呈報告政府首席秘書
深入研討企業執照申請

林祥才建議華人行團總會，針對首相拿督斯里納吉要檢討放寬和簡化中小型企業執照申請課題，進行深入研討，並把完成的報告呈上政府首席秘書丹斯里莫哈末西迪。

他說，行團總會更清楚瞭解過多執照帶來的負面影響。

他表示，有關報告副本可交給首相及馬華總會長拿督斯里蔡細歷，並一起關注課題進展。

林祥才：善用技术优势大马将成石油未来之星

（吉隆坡27日讯）财政部副部长拿督林祥才说，大马和东南亚国家应善用本身的技术优势，以应付日益增加的能源需求。

他说：“我相信石油领域能引领大马成为国际上的未来之星。我们应充分荷兰皇家蚬集团或艾克森美孚石油公司的技术使得，积极发展上游工业，同时能顾及环保。”

石油出口增长24%

林祥才今日在2011年亚洲生产最大效应周大会上，发表上述看法。

在这十年间，大马石油出口品均每年增长13.5%；仅在去年，大马石油出口达1012亿令吉，比前年增长24%。

他说，如果大马要成为国际全球石油和天然气枢纽，须确保经济持续增长，关键点就在生产最大效应的优势。

他认为，西方经济处于动荡及不稳定中，而中国及东亚国家正崛起中，大马是时候转移商机，专注投资亚洲经济。

天然气可备用38年

大马目前天然气储备量达89万亿立方尺，可备用38年之久。

“如果能妥善利用商业及科技技术，并加强管制，能引领大马天然气领域迈入更高里程碑。”

虽然如此，林祥才认为大马不应目前的成就自满，相对的，应该加强对石油及天然气领域的发展。

他说，为确保经济持续增长，财政部将与工业领域携手合作，放宽市场价格管制，以及减少商业上干扰因素。

林祥才促银行及保险公司按贷款余额计算保费

（吉隆坡26日讯）财政部副部长拿督林祥才今天促请银行及保险公司配合，根据贷款者剩下仍未付还的余额来计算保费标准，确保贷款者只缴付合理的保费，保障公众的权益。

他说，一般银行及保险公司的作业方式，是根据贷款者当初的贷款总额征收保费，就算贷款者已缴清若干年份的贷款，每年的保费仍旧不变。

“例如一名购屋者贷款50万令吉购买产业，若干年后，其仍欠下的贷款虽只剩下20万令吉，但银行及保险公司仍然以50万令吉作出计算保费的标准。”

林祥才今天见证AXA艾芬有限公司受委为财政部房屋贷款组指定为授权投保公司仪式后，在记者会上这么说。

减轻借贷人负担

他说，他过去曾购买产业，虽然已缴付贷款多年，唯银行及保险公司却没有根据最新贷款余额来征收保费，反而仍维持当初贷款总额的保费。

他建议银行及保险公司能考虑其建议，根据最近贷款余额征收保费，以减少贷款者的负担。

“如果贷款者分期缴付贷款，贷款数从50万令减至20万令吉，就算加了火险，保险公司最多只能以20万作为保费计算标准，而非50万令吉。”

AXA艾芬寿险公司总执行长陆家明：贷款人将缴更低保费

AXA艾芬寿险公司总执行长陆家明表示，该公司设计的产品，就如林祥才所建议，是根据贷款者的最新贷款余额计算保费。

“这意味着只要贷款数目减少，贷款人将缴付更低的保费。”

公共交通枢纽地区应建更高密度房屋

从2004年至2010年，我国的家庭债务增长了11.1%，相等于占国内生产总值746%。

林祥才说，随着屋价一再高涨，发展商应考虑在拥有公共交通枢纽的地区建造更高密度的房屋单位，过后以更便宜价格出售。

他说，对于拥有公共交通便利如轻快铁车站的地区，发展商应以更创意的方式，兴建高密度房屋，方便购屋者乘公共交通上班。

林祥才：向发展商征高地税民联执政3年没建廉屋

此外，也是马华雪州联委会主席的林祥才，不满雪兰莪民联政府执政3年多以来，不曾完成兴建过一间廉价屋。

“雪州民联政府空有计划，这几年却没有完成兴建廉价屋，反而是向发展商征收过高的地税或土地转换税，发展商在成本增加的情况下，最终抬高屋价，使人民成为受害者。”

KUALA LUMPUR, July 26 (Bernama) -- AXA AFFIN Life Insurance Bhd has been admitted into the panel of insurers for the Treasury's Housing Loan Division (BPP).

AXA AFFIN Chairman Gen (Rtd) Tan Sri Abdul Rahman Abdul Hamid said this was expected to contribute 10 per cent to the company's new premium growth in the coming year and accelerate its growth to be among the top five insurance companies in the country by 2012.

"AXA AFFIN's presence on the BPP panel will add to the diversity of choice available for borrowers to enjoy a range of financial services, and it also augurs well for the continued growth of our premiums," he said.

AXA AFFIN registered a gross premium growth of 51.4 per cent in the financial year ended Dec 31, 2010.

Being among the eight members on the BPP panel, AXA AFFIN will be providing Mortgage Reducing Term Assurance (MRTA) life insurance component with the full extent of protection such as coverage up to 90 years of age, bereavement expenses, cash surrender value and 24-hour global coverage.

At the ceremony marking AXA AFFIN's inclusion into the BPP panel here today, Deputy Finance Minister Datuk Donald Lim Siang Chai stressed on the role played by the BPP in assisting Malaysians to own a home.

"Since its inception in the year 1970, BPP has disbursed over RM79 billion in loans to approximately 980,000 eligible Malaysian borrowers," he said.

林祥才：儘量取平衡‧設定油價難雙贏

（吉隆坡24日訊）財政部副部長拿督林祥才指出，政府在設定汽油價格方面無法達到雙贏局面，只能儘量在政府與人民之間取得一個平衡。

他解釋，政府去年給予燃油的津貼為103億令吉，可是在國際油價調漲的同時，為了讓人民繼續以1令吉90仙購買RON95汽油，政府被迫多付800萬令吉津貼。

他今日為“2011年首席財務長（CFO）峰會”主持開幕後表示，如今政府處於一種局面，即調漲油價肯定會引起民怨，若維持現有價格，政府就必須承擔更高的津貼。

燃油成全球課題

他說，燃油在21世紀已成為全球領袖必須解決的課題，而政府希望人民明白，這是一個全球的現象。

“我們已就國際原油價作出分析，若每桶汽油的價格繼續維持在135美元或140美元，將影響大馬的成長率。”

詢及RON95汽油價格將調動，林祥才表示，無法告知汽油會否漲價，但希望人民有這方面的意識，而表現管理及傳遞單位、國家經濟諮詢理事會等多個單位將探討，並相信首相將在適當的時候作出宣佈。

楊元慶：工業津貼應削減

另一方面，亞洲策略與研究院首席執行員拿督楊元慶指出，政府逐步削減給予人民的津貼之時，也應該削減工業領域的津貼，包括獨立發電廠。

他認為，大公司比消費者更能承擔及吸納津貼削減的後果。

他表示，在油價持續上升之時，人民應該做好準備，接受政府無法給予額外津貼。

“當政府逐步削減津貼時，物價也會隨之上漲，因此，執法單位應該嚴厲管制，確保消費者不會受到很大影響。”

他指出，在大馬電子與電子產品、油棕出口穩固成長之時，相信國內生產總值將達致4%至4.5%。

林祥才：IMF總裁選舉應每國一票

林祥才認為，國際貨幣基金組織（IMF）新任總裁的遴選方式，應該採用每個國家可投選一票才顯得公平。

他直言，各國促請該組織以公開、透明及公平方式遴選新任總裁，相信他們自有一套程序。

他說，我們當然希望看到亞洲有一位代表受委，並將遊說國際貨幣基金組織讓一名亞洲代表出任。

對於大熱門人選法國女財長拉加德及墨西哥央行前行長卡斯騰斯，他認為，歐盟國家屬意的人選將會是拉加德。

應遵從90天產假

另外，林祥才指出，既然政府已宣佈女公務員可享有90天產假，其他單位應該遵從所宣佈的政策，以免形成政府說話不算數的局面。

他在受詢及教育局因沒有撥款請代課教師，以致教師不能享有90天產假一事時說，若有關單位面對財務問題，可向財政部解釋及提出申請。

僅8萬3千名金融會計業人才荒

林祥才指出，在大馬努力達致2020宏願之時，大馬的商業服務領域，包括金融與會計，卻面對人才缺乏的問題。

他在“2011年首席財務長峰會”上致詞時表示，印度擁有230萬名金融與會計領域人才，大馬卻只有8萬3千名相關領域的人才。

他也說，統計顯示，大馬只有25%金融與會計領域人才符合跨國企業的要求，相比之下，菲律賓有30%相關領域人才符合要求，捷克則有40%。

林祥才說，商業服務是一個知識密集的領域，而高質量人才則是邁向成功的基礎。

他認為，商業服務領域具有很高的附加價值，而專屬的商業服務領域可提供高價值的技能與服務咨詢，讓此領域的公司徵收額外費用。

PORT KLANG: The Government is walking a tightrope as it tries to cushion the impact of inflation without worsening the national deficit, Deputy Finance Minister Datuk Donald Lim said.

He added that inflation was a global phenomena which was affecting all countries.

Stating that it was impossible to have a win-win formula, he said the Government was looking to strike the right balance so that both the people and the Government did not lose much.

“If we maintain consumer prices (by maintaining current subsidies), of course the people will be happy, but the Government will have problems balancing its accounts.

“If we increase the prices, then the people will find it difficult to survive. To strike a balance is always difficult,” he said after visiting the world’s largest container vessel The Venus at Westport yesterday.

Lim said when the Budget was tabled last year, the Government had set aside RM10.3bil in subsidies as crude oil then cost between US$85 (RM255) and US$90 (RM270) per barrel compared to US$110 (RM330) now.

He said the inflation rate this year had risen from 2.4% in January to 3.2% in April.

“We feel that inflation will be around 3% or more this year, but it is still low compared to other countries.

“In March, the Philippines recorded a 13% inflation rate and even Singapore’s was 5%,” he said, adding the inflation rate last year was 2%.

Lim advised the people to be more prudent, adding that the Government, too, must control its expenditure.

林祥才：10月財政預算案各領域可呈建議書

（新山5日訊）財政部副部長拿督林祥才指出，在首相于10月7日公佈明年度財政預算案之前，各領域都可提呈相關建議及計劃書，作為當局提升新預算案的依據。

　他說，首相拿督斯里納吉日前推介一項與私人界咨訊會議，主要收集各方意見，擬定來年財政預算案，這期間，該部也歡迎各領域代表提呈建議。

　詢及個人及公司稅務會否出現驚喜，他說，尚言之過早，當局仍需探討推行消費稅后情況，同時，也得視可收回的稅收總額多寡。

　他重申，當局致力使財政赤字，從今年的5.4%降至2015年的2.8%至3%。

　林祥才今早為鵬達集團位于巴西古當的新廠，主持開幕儀式后這么說。

　出席者包括鵬達集團執行主席拿督周俊龍、執行董事長陳安、集團代董事經理拿督吳章乾，以及柔州行政議員陳國煌等。

　另外，林祥才指出，當局目前關注的課題之一就是我國熟練員工比例，因要躋身先進國行列，我們必須擁有40%熟練員工，目前相關比例只達29%。

　較早前，林祥才指出，在我國經濟轉型計劃中，當局也歡迎國外投資商，與本司企業結合，達致雙贏。

　他也指出，在經濟轉型計劃下，我國共吸引高達110億1600萬令吉投資，源自7項新投資及5項已落實投資，帶來160億6200萬令吉國民總收入，製造了7萬4457職位空缺。

（新山5日讯）财政部副部长拿督林祥才指出，政府所落实的经济转型计划，短期内已见成效，在推出的12个计划项目之下，至今共吸引111亿6000万令吉投资额。

他表示，私人界仍然扮演关键角色，可以协助政府一同推动国家成长与招揽更多的投资。

林祥才今日上午受邀为鹏达集团（Pantech，5125，主板贸易服务股）位于柔州巴西古当工业区新设的工厂主持开幕仪式，在致词时如是说。

出席嘉宾包括柔州行政议员陈国煌、柔佛再也区州议员陈书北、鹏达集团经理拿督周俊龙、副经理拿督吴章乾等人。

他指出，经济转型计划推出的短期内，我国通过五个原本计划项目与另七个新颖计划项目，至今成功吸引111亿6000万令吉的投资额。

带来166亿国民总收入

他说，这将带来总额166亿2000万令吉的国民总收入，还有提供7万4457个工作机会。

鹏达集团位于巴西古当工业区的新厂，面积26英亩，主要生产不锈钢与合金制的工业配件。该工厂的年生产量可达7000公吨，产品将供应石油与天然气业、棕油提炼业、生物柴油业、造纸与纸浆业、食品加工业、石化工业、制药业等领域的市场需求。

该集团未来五年内，将投下2亿5000万令吉资金在有关新厂，其中1亿令吉已经拨出用在征地、建造厂房与购买机器用途，而其余资金则将用在未来开发新产品用途。

鹏达集团在1987年投入营运，经历了24年，现已成为配件、金属管、阀门的一站式供应商，并主要供应天然气与石油业领域有关产品。

Donald Lim: Tax rates may be lowered

PASIR GUDANG: The Government plans to reduce corporate and individual tax in the 2012 Budget to be tabled in Parliament on Oct 7, said Deputy Finance Minister Datuk Donald Lim Siang Chai.

He said the reduction was possible once the long-awaited goods and services tax (GST) was enforced, reported Bernama.

More than 225 countries in the world have implemented the GST and Malaysia would have to introduce it sooner or later, he told reporters after opening Pantech Group Holdings Bhd's RM100mil Pantech Stainless and Alloy Industries Sdn Bhd here yesterday.

By implementing the GST, Lim said the Government hoped to reduce the country's national deficit to between 2.8% and 3% by 2015 from 5% now.

He also said the business community could expect some “goodies” as the Government acknowledged the vital role played by the private sector to transform Malaysia into a high income nation by 2020.

In PETALING JAYA, Lim , who is Selangor MCA chairman, challenged DAP leaders Karpal Singh, Lim Guan Eng and Lim Kit Siang to contest in constituencies with two-thirds Malay electorate if they were confident they represented multi-racial electorates.

He had delivered the keynote address at the “Chinese Against Chinese, Who's The Culprit?” forum at the MCA PJ Selatan building.

“If they win, I'll quit politics and resign from the MCA because that would mean the country has reached a maturity level of accepting one another beyond our races,” said Lim, who agreed with MCA vice-president Datuk Chor Chee Heung's earlier statement that the DAP was a hypocrite for contesting in only Chinese-majority constituencies while claiming to be a multi-racial party.

The MCA, he said, had helped the nation by building educational institutions like Universiti Tunku Abdul Rahman and Kolej Tunku Abdul Rahman.

“These institutions have produced more than 200,000 young graduates who are now able to play a role in nation-building and are able to take care of themselves and their families,” said Lim.

林祥才：去年达1.2兆元我国成全球第17大贸易国

他说，我国绝对有能力成为东南亚乃至亚洲的金融及贸易中枢，因我国有优越的地理环境及政府利商政策，具备成为金融及贸易枢纽的先天条件。

中国目前是我国最大的投资国，随着财政部批准8家中国企业来马上市后，相信今年会有更多中国公司前来大马投资。

今年经济增长料维持

林祥才也说，在首相拿督斯里纳吉推行的经济转型计划下，大马经济增长率在去年取得7.2%的佳绩，预料今年的经济增长率，也会在6%至7%的水平。

他说，宪法已阐明华裔地位，首相和副首相也曾公开表示认同华裔对大马的贡献，尤其对经济领域的贡献不能被抹杀。

具备实力中国商家受促来马上市促进两国贸易

林祥才吁请具备实力的中国商家，通过马来西亚商业组织在本地上市，开拓业务发展之余，促进马中两国贸易交流。

他说，政府向来非常重视与中国的贸易合作，单是去年双边贸易额已达360亿美元，因此希望今年可达500亿美元。

“大马位于东南亚中心点，占据地理上优势，可成为中国与多达6亿人口的东南亚区域中心枢纽。”

他指出，大马交通系统良好，航空和海路运输发达，仅是飞往东南亚国家的国际航空公司已有3家之多。

林祥才：造就更多就业机会直销业明年料贡献100亿

（云顶17日讯）财政部副部长拿督林祥才指出，直销业明年可为国家经济贡献100亿令吉的营业额目标，造就更多就业机会。

他说，2010年及2011年的直销业共为国家带来75亿及85亿令吉的经济贡献，冀望明年可达到100亿令吉的目标。

470万人从事直销业

林祥才周六晚出席2011年EGAHO颁奖典礼上指出，直销业每年的营业额持续增长15%，如今共有470万名大马人以全职及兼职的形式，从事直销业。

他说，全球数据显示，在亚洲从事直销业者多为女性，达到67%，预计未来会诞生更多女性企业家。

另外，林祥才也说，在2009年至2010年期间，零售业年度业绩上升8%，汽车销量增加13%，房地产交易则激增33%，或相等于1000亿令吉的交易量。

去年流入外资涨4倍

“流入我国的外资，也从2009年的51亿令吉涨至4倍，至2010年的211亿令吉。

“政府有信心在经济转型执行方案推出后，10内内可创造22万5000个就业机会。”

出席者包括一家好（YIGAHO）有限公司总裁林顺辉、市场董事林秋燕、知知港生态度假村创办人林木来、第一成功集团董事经理丹斯里林顺平、朝裕有限公司董事陈春成、Big House公司主席林文业及MAMAMI创办人陈春娇。

林顺辉：一家好投资生物科技加工厂年杪运作

林顺辉指出，该公司投资的首间水产养殖生物科技加工厂将于今年杪开始运作。

他说，这架位于雪州巴生的加工厂占地1万5000平方尺，将采用高科技室内有机栽培植与净化系统，克服传统海藻品质不稳定和缺乏安全的弱点。

他也说，大马是全球著名生产高品质的海藻地区，去年沙巴生产的30万吨海藻，当作农作物般出口国外，经过高科技加工后，又以高价转售至全世界。

“这间加工厂将生产高素质的海藻保健品，其生化科技生产也获得国际认证。有关提炼厂获大马渔业局技术转移，以及澳洲有机协会支持。”

林祥才：房產價料漲10至20%

（吉隆坡20日訊）財政部副部長拿督林祥才指出，隨著今年的國內通膨率預測會比去年的2.2%偏高，他預料國內房產價格將持續增長10至20%，特別是中高檔房產。

他說，國內房產價格的上漲受多項因素所影響，而且大馬的產業和鄰國新加坡比較起來，對許多外國投資者來說是超便宜。

“我相信尤其是中高檔的房產會略增加，畢竟中高檔產業很受外國人的喜愛，而且他們也覺得大馬的產業很便宜，就好比很多新加坡人來這裡置業，加上政府推動的經濟轉型計劃或多或少也影響外資。”

林祥才今日為產業服務與估計局（JPPH）推出的4本報告書主持推介禮後，在新聞發佈會上說，大馬去年的通膨率為2.2%，今年首兩個月也達2.4%，整體而言今年的通膨率會增加。

“通膨率上升的因素主要是食物和房產，尤其是房產價格不受政治控制，畢竟涉及太多原因；就好比日本人在地震後，也來大馬購置公寓。”

他指出，政府確保國人尤其是35歲以下的新生代實現“居者有其屋”的目標，採取了各項措施，包括國行去年11月宣佈購買第三間屋子，只能取得70%貸款的措施。

“此舉是要避免一些人購置產業進行投機活動。”

他說，政府已採取各種措施，確保大馬不會發生如美國2008年次貸危機，導致房地產業泡沫問題。

他強調，政府非常關注國內房地產的發展，因為國內總貸款額中，房地產方面就佔了36%或相等於2千400億令吉。

詢及雪隆一帶的房地產價格不斷上漲，導致年輕一代難以產業，而且外國人前來購買也會間接炒高房地產價格；林祥才反駁說，政府限制外國人只能賣35萬令吉以上的高檔房產，根本不是問題。

KUALA LUMPUR, 20 April (Bernama) -- Harga hartanah dijangka meningkat pada purata 10 hingga 20 peratus tahun ini, kata Timbalan Menteri Kewangan Datuk Donald Lim Siang Chai Rabu.

Beliau berkata peningkatan itu akan dipacu oleh permintaan daripada belian asing dan juga unjuran ekonomi negara yang lebih cergas dalam menarik lebih banyak pelaburan.

"Saya menjangkakan hartanah sederhana dan mewah mungkin meningkat lebih tinggi memandangkan hartanah mewah masih dianggap murah oleh rakyat asing berbanding harga hartanah di negara-negara jiran," katanya kepada pemberita selepas melancarkan Laporan Pasaran Hartanah 2010 di sini.

Laporan itu diteritkan oleh Jabatan Perkhidmatan Hartanah dan Penilaian Kementrian Kewangan.

Lim berkata negara ini menarik lebih ramai rakyat asing menerusi program transformasi kerajaan serta unjuran bahawa lebih banyak syarikat asing akan disenarai di Bursa Malaysia.

"Kami berjaya menarik nilai pelaburan yang adil tahun lepas dengan pelaburan langsung asing meningkat empat kali ganda berbanding angka yang dicatatkan pada 2009.

"Kami berharap rakyat asing ini akan menjadikan Malaysia sebagai pangkalan kedua atau ibu pejabat dan melihat Asean sebagai pasaran yang berpotensi," katanya.

Beliau berkata walaupun harga hartanah akan meningkat, kerajaan akan memastikan gelombang hartanah tidak berlaku.

"Kami memandangkan berat disebabkan hampir 26 peratus daripada pinjaman bank diberikan untuk tujuan perumahan iaitu sebanyak RM240 bilion.

"Usaha sedang dilakukan untuk menyediakan 70 peratus nilai pinjaman untuk pembeli hartanah ketiga serta inisiatif untuk menyediakan pinjaman 100 peratus untuk pembeli rumah kali pertama," katanya.

Beliau berkata tumpuan utama kerajaan ialah memastikan golongan muda Malaysia disediakan dengan peluang untuk memberli hartanah mengikut kemampuan mereka.

Menurut laporan itu, pasaran hartanah tempatan merekodkan 376,583 transaksi bernilai RM107.44 bilion, dengan jumlah dan nilai pertumbuhan transaksi masing-masing pada 11.4 peratus dan 32.6 peratus berbanding 2009.

Donald Lim ：Inflation and Demand to Lift Property Prices 10%-20% this Year

KUALA LUMPUR: Malaysian property prices are expected to increase at an average of between 10% and 20% this year, in light of rising inflation and increase in demand for local properties from foreigners, said Deputy Finance Minister Datuk Donald Lim Siang Chai.

“Inflation in 2010 stood at 2.2% and was at 2.4% in the first two months of this year. We expect it to be higher this year due to escalating food and oil prices,” he said after the launch of the National Property Information Centre's (Napic) property market report 2010 yesterday.

Lim also said many foreigners were looking to purchase property here because the prices of properties were cheaper than in neighbouring countries such as Singapore.

“And Malaysia, because of the ETP (Economic Transformation Programme) has attracted a number of investments from overseas. Investments last year were four times higher than 2009.

“We also expect more foreign companies to set up base here. Our Islamic banking is No. 1 in the world (so) all this will attract foreigners to come into Malaysia,” Lim said, adding that this would also contribute towards pushing up prices of properties in Malaysia.

He said rising oil prices would also cause prices to escalate.

“There's a lot of uncertainty in the Middle East. It's beyond our control and that (rising oil prices) will affect the other things,” he said adding that property prices in Malaysia were currently at a “manageable position.”

According to Napic's statistics, the Malaysian property market recorded 376,583 transactions in 2010 worth RM107.44bil.

Both the volume and value of transactions registered double-digit growth of 11.4% and 32.6% respectively from 338,089 transactions worth RM81.02bil in 2009.

Napic valuation director-general Datuk Abdullah Thalith Md Thani said 2010's (RM107.44bil) value was a new high for the Malaysian property market.

“In 2008 and 2009, we (Malaysian property market) suffered a bit. The volume of property transactions will go up (this year) but the margin will not be as high as last year.

“We had a good year last year because we rebounded from the sub-prime experience,” he said.

Abdullah added that Malaysia's fundamentals were still good, despite the uncertainties.

“People are worried about oil prices now but bear in mind, we are oil producers too. I will not say that property (by volume and value) will be better than 2010. There will be an increase. The question is the rate of increase.”

Napic expects the property market to remain promising in 2011, supported by various measures proposed under the Tenth Malaysia Plan and Budget 2011.

It said projects such as the Kuala Lumpur International Financial District, Mass Rapid Transit in Greater KL, the 100-storey Warisan Merdeka, the development of the Malaysian Rubber Board land in Sungai Buloh and the redevelopment of Pudu prison were expected to have positive spill-over effects.

Napic also said the Government's Skim Rumah Pertamaku to assist young adults to own homes below RM220,000, together with other incentives such as stamp duty exemption of 50% on instruments of transfer on a house not exceeding RM350,000 for first time buyers, would increase transaction volumes of homes in this price range.

“With the cessation of the Foreign Investment Committee's approval for the acquisition of properties by foreigners which took effect in June 2009, property investment in Malaysia will be more attractive to foreigners,” said Napic in a statement.

“Given that foreigners are only allowed to purchase commercial and residential properties priced above RM500,000, it is anticipated that more activities will be recorded in the high-end housing units in sought-after neighbourhoods,” it said.

林祥才：比其他领域高出70%，金融界专才薪金可观

（吉隆坡17日讯）财政部副部长拿督林祥才说，根据国家银行去年调查显示，本地金融界专业人士的薪金比其他领域高出70%。

他周四为大马财务规划理事会举办的经济转型计划研讨会主持开幕礼后，在新闻发布会上说，人力资源部应该尽快实行最低薪金制，以让本地雇主和受薪人士在制定和提升收入方面做好规划。

他认为，人资部在研究基薪方面应以民为本，外资公司的员工基薪问题可以其他方式处理。

受高等教育青年仅32%

他说，国民人均收入要在2020年达到逾4万8千令吉，意味他们每年均收入必须持续取得至少6%的成长率，这除了靠多项庞大经济转型计划如大吉隆坡和捷运等工程来制造更多就业机会之外，更重要的是确保年轻一代普遍受高等教育的比率跟上先进国水平，以加强本身的竞争力来提升收入。

他说，据了解，目前大马17岁至23岁青年受高等教育的比率只有32%，跟先进国的45%仍有一段距离，政府和私人界有必要在这方面作出更大努力。

他说，目前大马有280万个工作机会，2020年将增至超过330万个。

林祥才较后见证该理事会与UCSI大学和苏丹依德利斯教育大学签署有关提供回教财务规划师和财务规划师课程的了解备忘录。

林祥才率国行职员突击灵少数银行未获配新钞

（八打灵再也31日讯）由于较早前不少公众投诉无法在银行换到新钞应节，财政部副部长拿督林祥才今天亲自率领国家银行职员突击巡视八打灵再也几间银行。

他一共巡视了6间银行，包括马来亚银行、渣打银行、大马银行、大众银行、汇丰银行及大华银行，并一一向银行职员及公众了解情况。

他过后向媒体表示对整体情况感到满意，不过，发现仍有两间银行无法提供新钞让公众兑换，即大马银行及汇丰银行。

林祥才说，国家银行已分派新钞到各银行总部，银行方面必须良好管理，确保各分行都获得新钞。

须改善管理

他说，无法提供新钞的银行必须改善管理，因为明天是吉隆坡公共假期，将有更多公众前来雪兰莪地区银行更换新钞。

“明天是联邦直辖区日，吉隆坡的银行都没有营业，相信会有很多人趁假期到八打灵再也或其他雪州地区的银行更换新钞。”

无论如何，他相信国内银行在处理兑换新钞问题方面，都已有足够经验。

林祥才指出，公众有任何投诉，可拨打热线1300-88-5465或03-26987689，也可查询哪间银行有充足新钞让兑换。

国家银行货币管理及营运部主任南礼沙亚说，雪隆、槟城及柔佛三个华人密集的州属都有足够新钞供应，不过，游子众多的雪隆地区需求较多，因此出现新钞不够兑换问题。

不满银行不让兑换10元新钞

林祥才发现一间银行虽已获分派10令吉新钞，但仍贴出“只能兑换1令吉及50令吉新钞”的通告。

他表示不满，质问为何不让人们兑换10令吉新钞？

指通告未及拿下

银行职员解释说，10令吉新钞刚派到，通告未及拿下。

一些银行职员告诉林祥才，他们是截至今天才拿到新钞供人们兑换，之前只有旧钞，客户情愿不换。

The government is closely monitoring the substantial inflow of foreign funds into the current bullish stock market which has been setting new records since the beginning of the year.

"The government is very concerned and we are monitoring these realtime transactions online.

"We can monitor these inflows as they need to go through local investment banks before they enter the market and banks are obligated to inform Bank Negara Malaysia about these inflows," Deputy Finance Minister Datuk Donald Lim Siang Chai told reporters after launching the Virtual Digital Mall here Friday.

He said the country practiced a free economic policy and the government could not control the outflow and inflow of funds into the country, but it was taking steps to persuade the funds to stay in the country for sometime before cashing out.

"If we know any substantial fund that is heading into the country, we can engage the fund managers and promote Malaysia as an ideal country to park their money for the long-term and still expand their portfolio and profits.

"At the moment, with the state of liquidity in our market, I think we are strong enough to withstand any unforeseen circumstances, in addition to our foreign reserves which, as at Dec 15, 2010, stood at US$106 billion.

He added BNM was working very closely with other central banks in the region to manage and handle hot money that was flowing into the region currently.

On the launch of the Virtual Digital Mall, Lim said the government was pleased as it was in line with efforts to develop an e-commerce industry in Malaysia.

The Virtual Mall is an e-commerce platform developed by SM Digital Mall Sdn Bhd and is the first digital mall operator in Malaysia to offer e-commerce for its tenants and customers.

SM Digital Mall is the manager of the Digital Mall located in Section 14, Petaling Jaya.

"We currently have 20 tenants already in our virtual digital mall, and we intend to bring on board more by year-end from our current pool of 100 tenants in Digital Mall," said Executive Director Eric Seow.

He added the company was providing a new business platform and opportunity to its tenants for free aimed at empowering both large and small tenants business presence beyond the physical outlet.

強拆蕉賴11哩支會會所，馬華訴加影市會張念群

（無拉港4日訊）雪州馬華將針對拆除已有30年歷史的蕉賴11哩馬華公會支會會所事件，採取法律行動起訴加影市議會和沙登區國會議員張念群，同時要求后者向馬華道歉。

林祥才說，他不否認上述會所地段不是馬華所有，但該會所在當地存在了30年，當初是由當地領袖與居民籌款興建。

“即使馬華在此區沒有功勞，也有苦勞，當法庭于2010年9月24日指示市議會收回收地通告和交鎖匙的函件，他們沒有另行通知下強行採取行動。”

要求張念群道歉

林祥才今早在蕉賴11哩把1萬令吉撥款移交給神廟天尊宮理事后表示，將針對此風波採取法律行動，起訴加影市議會及沙登區國會議員張念群，並要求后者向馬華道歉。

“執法人員在2010年12月24日凌晨漏夜前來拆會所，連國家元首的肖像也被漏夜撤下，此做法對國家君主是否尊重？”

林祥才說，馬華是民主行動黨的對手，不是敵人，張念群等人應學習尊重對手，他促請行動黨領袖包括國會領袖林吉祥和秘書長林冠英及黨元老，“教育”新晉國、州議員，尤其是張念群。

他說，若非民聯議員強硬要求，市議會執法人員不會急于在半夜採取行動；身為議員，有義務告知執法人員，這種沒有另行通知便採取行動的做法是不對的。

“他們在大選勝出后目中無人，連國家元首也不放在眼裡。”

他說，馬華是講道理和守法的政黨，一切按照法庭指示行事，如果市議會再發出通告，馬華仍將上法庭挑戰有關通告。

被指混淆国债外债给错误数据, 林祥才反批公正党议员没读书

财政部副部长林祥才今早在国会公布我国的外债数据时，再次被在野党议员揪住，指他提供错误的数据，有误导国会之嫌。不过，不甘受辱的林祥才马上反击，炮轰在野党没有读书，搞不清“外债”与“国债”的分别。

林祥才是与公正党英德拉马哥打国会议员阿占，针对国语“hutang negara”的字面诠释，各执一词。

总共欠2275亿外债

事缘林祥才在今早的问答环节中，回答行动党武吉免登国会议员方贵伦提问，我国迄今欠下多少外债（hutang negara）的问题时披露，我国外债出现下降的趋势，从2009年的2331亿令吉的外债，降至2010年9月的2275亿令吉。

不过，阿占却提出附加提问，声称“hutang negara”应该是“国债”，即包括“外债”与“国内债务”。

他续说，根据2011年预算案报告，我国的国债应该是4467亿令吉。

一改面面俱圆作风

针对此，林祥才强调，方贵伦提问中的“hutang negara”就是指“外债”，并非阿占口中的“国债”。

向来面面俱圆的林祥才，在回答完毕坐下来前，更出乎意料地嘲讽阿占：“你回去读读吧！”

虽然阿占满脸不忿，欲站起身反击，但由于已进入下一道问题，只好作罢。

阿占强调应指国债

祥才心情好不怪人

无论如何，林祥才在大概1小时后，也召开记者会，出示2010年经济报告书，证明“hutang negara”只单指“外债”，而“国债”的国语翻译则是“hutang kerajaan persekutuan”。

他强调，本身绝对没有给错数据，更没有误导国会，错的人应该是阿占。

不过，尽管受到记者的再三询问，他拒绝对阿占展开进一步的攻击。

“他说我没有做功课，但我今天心情好，不要骂，也不会怪他。”

今年上半年‧直接外資增75億

（吉隆坡29日訊）財政部副部長拿督林祥才說，和去年上半年的35億令吉外國直接投資額相比，今年上半年的外國直接投資額增加到110億令吉，這歸功予大馬的利好投資環境。

他指出，外國投資主要來自美國、荷蘭及日本。

“這些投資主要流入大馬的製造業、金融業、服務業、保險業及和科技有關的行業。”

他說，和去年上半年相比，今年的投資組合也從去年的225億令吉增加至234億令吉，投資組合主要來自歐洲與亞洲。

他也說，大馬擁有最新的監控系統，可在短期內監控“熱錢”的流入。

他在回答林茂國會議員凱里的附加問題時說，政府向來有採取行動監督流入大馬市場的熱錢，事實上大馬擁有龐大的債券市場及雄厚的資金，可供更多的資金的流入。

THE government will not impose capital controls except in urgent situations, such as a recurrence of the 1997-1998 Asian financial crisis.

Deputy Finance Minister Datuk Donald Lim said Malaysia had the ability to control the in-flow of capital and it was monitoring the situation.

"Our reserves are high at US$105 billion while our external debt remains low at 30 per cent of gross national product," he said in reply to a question by Khairy Jamaluddin (BN-Rembau) yesterday.

In a supplementary question, Khairy said the International Monetary Fund and World Bank had warned of the "hot money" problem, whereby sudden capital inflows could affect economic stability.

Lim said the government was monitoring of the types of fund that was entering the country.

"However, should there be an urgent situation like the one we faced in 1998, we will take strict actions."

Lim also said most of the foreign direct investment in Malaysia was channelled to the manufacturing and services sectors.

Lim said the amount of capital entering the country in the first half of the year showed an increase compared to the same period last year due to improved investor confidence and growth in the economy.

Cover for old vehicles

THE Government will speed up the process of coming up with a mechanism to provide third party insurance coverage, especially for vehicles aged 10 years and above.

Deputy Finance Minister Datuk Donald Lim said the Government was aware of the difficulties faced by some vehicle owners in obtaining motor insurance.

“Bank Negara, together with the ministry, is formulating a suitable mechanism to ensure that the rakyat has access to motor insurance coverage at affordable prices.

“Discussions were held with various agencies and the insurance industry between August and September to obtain their support for initiatives to improve effectiveness and transparency in motor insurance claims. We will speed up the process,” he said.

Lim told Salahuddin Ayub (PAS-Kubang Kerian) that consumer groups, transportation organisations, insurance firms and the Bar Council would be consulted before the proposed mechanism was presented to the Government early next year.

He said insurance firms and takaful operators were now more cautious about offering motor insurance, especially for high-risk vehicles such as those aged above 10 years.

“This is due to spiralling third party death and injury protection claims and the insurance companies’ limited financial means.

“For example, industry statistics last year showed that the average claim for private vehicles older than 10 years was RM7,310 while for those below 10 years, it was RM6,217,” said Lim.

Similarly, he said the average claim for vehicles transporting goods aged 10 years above was RM8,639, compared to RM7,351 for newer models.

Lim also said the insurance industry had collaborated to offer coverage via the Malaysian Motor Insurance Pool to ensure the public had better access to the service.

Timbalan Menteri Kewangan, Datuk Donald Lim Siang Chai, berkata beberapa perbincangan sudah diadakan bersama agensi kerajaan, persatuan perniagaan serta industri insurans dan takaful dari Ogos hingga September lalu, untuk mengenal pasti dan mendapatkan sokongan bagi melaksanakan inisiatif mempertingkat kecekapan dan ketelusan proses tuntutan insurans motor.

“Satu sesi konsultansi susulan dengan pelbagai pihak, termasuk persatuan pengguna, persatuan pengangkutan, Majlis Peguam serta industri insurans dan takaful, akan diadakan sebelum cadangan mekanisme serta inisiatif pembaikan dikemukakan untuk pertimbangan kerajaan pada awal tahun depan,” katanya menjawab soalan Salahuddin Ayub (PAS-Kubang Kerian).
Lim berkata, penanggung insurans dan pengendali takaful semakin berhati-hati menawarkan perlindungan insurans motor, terutama bagi kenderaan berisiko tinggi yang berusia lebih 10 tahun.

Katanya, ini berikutan pengalaman tuntutan perlindungan kematian dan kecederaan pihak ketiga semakin meruncing serta kemampuan kewangan terhad.

“Situasi ini boleh dilihat daripada aliran tuntutan mengikut usia kenderaan. Sebagai contoh, statistik dikumpul industri pada 2009 mendapati tuntutan purata bagi kenderaan persendirian dan kenderaan pengangkut barangan adalah masing-masing RM7,310 dan RM8,639 bagi kenderaan berusia lebih 10 tahun berbanding RM6,217 dan RM7,351 kenderaan kurang 10 tahun,” katanya.

Menjawab soalan berasingan oleh Khairy Jamaluddin (BN-Rembau), Lim berkata, pelaburan langsung asing (FDI) di Malaysia mencatat lebihan RM11 bilion pada separuh tahun pertama 2010 berbanding RM3.5 bilion separuh tahun pertama 2009.
Katanya, trend aliran masuk FDI semakin meningkat disokong usaha berterusan kerajaan yang menyediakan persekitaran perniagaan kondusif serta pemulihan beransur perbelanjaan modal global.

“Kebanyakan aliran masuk FDI ke Malaysia disalurkan ke sektor pembuatan dan perkhidmatan, terutama subsektor kewangan dan insurans serta sektor berkaitan teknologi. Pelabur utama aliran masuk FDI ke Malaysia adalah dari Amerika Syarikat, Belanda dan Jepun,” katanya.

It is my pleasure to be here today to witness the launch of the Quill Capita Trust - MyKasih Community Programme.

The Government is constantly appreciative of efforts by the private sector in making this kind of contribution to help the less fortunate members of our community. Whilst the Government’s efforts have been mainly focused in raising the general standard of living on a macro basis, the private sector’s efforts have been to offer direct assistance to deserving families on a micro basis. In this respect, both our efforts have been complimentary. We should continue to jointly contribute in this manner.

The increase in incidences of the private sector pursuing and practicing a culture of Corporate Social Responsibility has been a positive development in our country. Confident that the development near Rubber Research Institute Malaysia in Sungai Buloh would boost the country’s economy

RESIDENTS and traders near the Rubber Research Institute Malaysia in Sungai Buloh hope the proposed housing development will be holistic so that it will be a boon, not a bane.

Many are worried that the development will worsen the traffic congestion in the nearest township, Kota Damansara,

They are also concerned about the social and environmental impact of the development set to replace a huge swathe of green lung measuring 1,348ha.

They think it is imperative for the government and developer to be transparent throughout the process to allow the people to have their say in what is going to affect their quality of life.

Some also commented that the housing projects to be developed by the Federal government and the Employees Provident Fund (EPF) should be made accessible to EPF contributors.

Selangor MCA chairman Datuk Donald Lim said he was confident that the project would improve the quality of life and boost the country’s economy.

“It is a common phenomenon in major cities all over the world. When cities become overcrowded, we have to move away from the area.

“Given the project’s proximity to the Subang airport, it will become an attractive business centre especially to foreign investors. The only concern is that we need to improve the area’s public transportation,” he added.

（吉隆坡25日訊）財政部副部長拿督林祥才指出，政府將在10月15日的2011年財政預算案中，宣佈煙酒的稅務調高“一點點”，而今年的開支將會比去年增加，政府會提昇公共設施，尤其是公共交通工具設施。

他也說，政府也會注重綠色工藝，提供更多津貼予綠色工藝業者，吸引商家及人民注重環保。

他指出，全球氣候暖化，許多國家領袖都非常注重環保，因此政府將在2011年財政預算案中撥出更多款項，協助綠色工藝業者推動國內環保。

他表示，政府希望透過津貼綠色工藝業者，以提高商家及人民對環保的意識。

林祥才週六為雙福殘障自強發展協會的新回收中心主持開幕儀式時，受詢財政預算案課題時，如此表示。

將助本地商家

他強調，財政預算案的細節將交由首相兼財政部長拿督斯里納吉作出正式的宣佈，但政府是希望2011年財政預算案能配合第十大馬計劃，為人民帶來效益。

他指出，政府將把大馬打造成東南亞區域性的主要貿易中心，因此將盡力協助本地商家，為他們提供需求及方便，務求吸引外資。

“東南亞約有6億人口，這是一個龐大市場，而大馬市場僅佔2800萬人口，因此政府將極力協助本地商家，吸引更多外國商家來馬投資。”

他表示，本地許多年輕人有意從商，惟銀行介於他們沒有任何生意交易記錄，因此都不批准他們的貸款，因此政府將協助這些有意創業的年輕企業家。

華仁脫售世華股份
林祥才：恰當舉動

馬華副總會長拿督林祥才指出，馬華臂膀公司華仁控股私人有限公司脫售最後3.6%的世華媒體股份乃是一項恰當的舉動，並指這不是教訓，而是一個很好的經驗。

他稱，早在前馬華總會長丹斯里黃家定召開首次腦力激蕩會議時，他已呼吁黃家定把股份售出。

他週六為雙福殘障自強發展協會的新回收中心主持開幕儀式後，受詢華仁控股私人有限公司於今年8月以4788萬令吉脫售其每股面值港幣0.10分的6039萬4191普通股，或等同於有關集團的3.60%股權時，如是指出。

“畢竟當時這項收購行動皆不獲得華社的認同，目前事情已告一段落，希望在這項買賣過程中學習到甚麼事情可為，又有甚麼事情是不可為。”

他強調，若做了不對的事情，就應該勇敢去接受、改過及糾正。“從購買了股份那天起，我就覺得應該脫售了，畢竟此舉都不獲得當時華社認同。”

詢及這是否一項教訓時，他不表示認同，反而認為是一項經驗。

雪州马华联委会主席拿督林祥才对于首相拿督斯里纳吉宣布，政府无意把首度与第二次置产的贷款上限减至80%，表示欢迎与支持。

他认为，一旦将首度及第二次的置产贷款上限限制在房价的80%，将对中低收入阶级人士构成一定影响，因为他们将会因为上限条例而无法负担购屋头期付款。

由首相纳吉提倡的“一个马来西亚”理念，是采取以民为本宗旨，因此，在这理念下，政府必须“以民为先”，实施各种惠民措施。

房屋及地方政府部计划在未来五年内，将建好3万8000间人民组屋，以便满足国内40%没有屋子的国民。“居者有其屋”是第十马来西亚计划中的其中目标，政府有必要增建充足人民组屋，让百姓有本身的安乐窝。人民的置产及投资能力提高，是我国的房地产及经济的利好发展现象。

作为马华雪州联委会主席，他呼吁房屋发展商，配合政府转型和发展的计划下，考虑在雪州地区，多建设中低价房屋，以扩大更多地区的经济发展。他说，在第十大马计划下，政府将发展一项耗资360亿令吉的高速捷运系统（Mass Rapid Transit），兴建长达150公里的线路。“一旦捷运完成后，能连接首都方圆20公里地区的交通网络，并预计每天可以载送乘客量高达200万人次。”

无论是第十大马计划，新经济模式（NEM），经济转型计划（ETP）等，都能全面带动全国经济，特别是雪隆经济发展，而房地产发展将扮演关键角色。“政府展开的计划将会刺激各地区的房地产业发展，无论是商人或平民，都应该深入了解政府目前及即将展开的所有措施，因为这些计划必定为全民带来好处，及让国家更稳定及蓬勃发展。”

林祥才：全民须支持及履行"马来西亚人优先"概念

马华副总会长兼财政部副部长拿督林祥才指出，全民都必须支持及履行"马来西亚人优先"概念。他对于首相署部长拿督斯里纳兹里宣布“以马来西亚人优先，马来人居次”言论，表示赞赏，而且欣赏这名部长的勇气。

他今日发表文告指出，他全力支持首相提出的"一个马来西亚"理念及纳兹里发表的"马来西亚人优先"概念。

他强调，由纳吉提倡的一个马来西亚的理念，宗旨是以民为先，这理念跟"马来西亚人优先"概念相辅相成。人民必须了解"一个马来西亚"理念是以民为本，而这理念所提倡的团结精神必须涵盖联邦宪法及国家原则。

"一个马来西亚理念"及"马来西亚人优先"概念都是要求每个国民及领袖，各自完好扮演自己本身角色。“一个马来西亚理”念绝非是个口号，而是个真真切切的理念。首相及政府欲灌输各族人民的正确思想，冀各别族群及宗教人民，抛弃区分种族的思维，和谐共处。

在这全球化的资讯发达时代，各族人民都必须向世界出发，停止在一些小课题上纠葛及争议。政府及全民唯有全力支持及马上执行有关理念，才可对国家长远发展带来好处。

人民必须团结一致，才能在国际平台上竞争，为国家发展作出贡献。"大马已独立53年，大马已没有更多时间可以浪费，此时是各朝野政党及人民自我反省的关键时刻。"

林祥才也提醒国内的少数种族主义分子，必须自我检讨，放下个人议程，否则将会阻碍国家的发展，令人民蒙受损失。

林祥才：实施最低薪金制是势在必行的趋势

最近，各领域业者纷纷对我国明年有可能实施最低薪金制发表各自的看法。我认为实施最低薪金制是势在必行的趋势。好比实行消费税一样，较其他早已实施这两项措施的国家，我国已算落后许多。

要达致先进国宏远，我国必须具有居安思危的观念。透过最低薪金制，政府将确保最低收入阶层的人民，享有合理的待遇，从而逐渐脱离赤贫线。各种建议和制度的产生，都是经过详细的研究和参考。而立法施行也必须得到国会通过，才得以落实。所以人力资源部有必要尽快把最低薪金制报告提呈国会，并寻求通过。

过去，商家皆因廉价外劳垂手可得而大肆聘请，以降低成本和增加利润。在迈向先进国的道路上，制造业者应该考虑设有自动化的操作系统，以减低人手操作；而园丘业者，如棕油种植业者，可考虑以机器收割，节省收割时间和意外风险。先进仪器配合本地商家的才智，必能提高我国的商业竞争能力。

第十大马计划的其中一项目标是培训更多的本地专才。反观，如今我国商家却成为印尼、孟加拉、菲律宾等国的“人才培训中心”。早前更有报导说，从前的印尼建筑工人，已有能力承包工程，和大马子民分一杯羹。私人界必须和政府合作，防止类似的情形一再恶化。政府征收外劳人头税，主要的目的就是期盼商家聘请本地员工为主，可是这并非长远之计。政府极力保障各阶层人民，希望大家获得公平的就业机会。

除了制定最低薪金制外，政府也应该考虑所有公务员皆由公共服务局所遴选的政策，让各个政府部门遴选所需的专才，缩小庞大的公务员体系。我们必须与时俱进，确保纳税人的钱都用得其所，减少政府开销，并把所节，应用在国家发展。

林祥才:马中贸易额今年料达500亿美元

林祥才表示，我国非常重视与中国的贸易往来，两国之间的贸易额，也有望在今年达致500亿美元。

他今日出席禅林典藏泰国佛牌专卖店的开幕礼时表示，我国是一个经济开放的国家，如今更作为210个国家中第19大贸易国，而我国的贸易额达致1兆马币，显见我国的实力越来越坚强。

他指出，“过去，新加坡作为我国的最大贸易国，但自去年起，中国已取而代之，就去年马中的贸易额，就达到360亿美元，并有望在今年攀升至500亿美元。”

如今，为了让马中友好关系更上一层楼，大马证券交易所也给予4家中资公司来马上市，继续为我国带来更大的商机。

（吉隆坡12日讯）财政部副部长拿督林祥才并不认同限定每人只能持有两张信用卡的措施，认为应该先征询更多民意之后，才能正式落实。

针对有报导指国家银行将探讨落实管制信用卡消费，即限定每人最多只能持有两张信用卡，林祥才对此表示，财政部并没有接获相关的建议，认为此举仍有待商榷。

他于今日出席禅林典藏泰国佛牌专卖店的开幕礼后，在记者会上这么表示。

他本身认为这项管制措施并不恰当，无法顾及全民的意愿。

“我国是推崇民主制度的国家，贸然的限制人民的信用卡持有数量，可能会引起争议，也许有人认为两张信用卡太多；有人又认为两张太少。”

他指出，银行也必须了解，并非所有信用卡持有人都是利用信用卡作购物用途，有许多商家也会利用信用卡作经济及生意上的周转。

“因此，在计划落实前，必须征询更多的民意，了解大马人的意愿及需求。”

他说，我国的银行从原有的50余家缩减至如今的9家，这也导致人民及商家越来越难申请到贷款。

他认为有关的贷款问题，需要进行探讨，以确保商家们能更容易获得融资，作为生意用途。

建议根据拖欠款额决定利息高低

询及银行是否应该更严格把关信用卡的申请条件，林祥才认为这是有必要的，但却建议银行应把征收的利息降低。

他指出，“虽然银行信用卡的利息比借大耳窿低许多，但我认为银行征收的18％的利息太高了。”

他建议，银行应根据个人拖欠的信用卡款项大小，而决定利息的高低。

“对于那些已经还清积欠款项或积欠不多的顾客，应给予较低的利息，即8％至10％之间。"

林祥才提醒留学生守法

财政部副部长拿督林祥才提醒所有在外国深造的大学生，了解和遵守当地国家和大专院校的法令，以免抵触法令而丧失继续深造的机会。

他说，日前有一名在外国留学生因在深造期间，在网上售卖产品而抵触法令，并遭到院方的对付。

“这名学生的父母向我求救，而我也通过大使馆聘请律师为该名学生打官司。”

有鉴于此，他促请所有留学生了解和遵守法令，以免犯下错误，后悔莫及。

林祥才劝勉所有贷学金借贷者，在毕业后摊还贷学金，以便后来者同样可享有贷学金的福利。

贷学金应有借有还

“借贷者必须了解有借有还的道理，所以，你们毕业后一定要记得摊还贷款，以避免让内陆税收局找上你。”

林祥才今日为《Carlsberg华总教育基金》发放455万令吉免息贷学金颁发典礼主持开幕，致词时这么表示。

另外，林祥才说，目前政府最大的挑战是面对人才外流的问题，因此，政府必须透过吸引人才回流的政策，解决人才外流的问题。

吸引人才回流

他说，目前共有70万名大马人不愿回国而选择在外国工作，政府目标是吸引高水平的人才回国。

他也说，我国目前的技术人员占23%，如果要达到2020年先进国的目标，就必须将技术人员数量提高至39%，这是先进国技术人员的指标。

此外，林祥才也赞扬大马Carlsberg集团和华总支持教育发展的精神以及秉持回馈社会的美德，并促Carlsberg集团可扩大免息贷学金款额，让更多优异生受惠。

KUALA LUMPUR: The Government is studying the possibility of increasing SME Bank’s paid-up capital to help provide more financing for small and medium enterprises (SMEs), said Deputy Finance Minister Datuk Donald Lim Siang Chai.

After a dialogue with various parties and industry experts, Lim said: “We found that the paid-up capital of RM1.35bil of SME Bank is very small. We are discussing this and we will have another round of discussions with the government economic council to decide on this.”

Ask about the likelihood of turning SME Bank into a commercial bank, he said: “I can’t answer this now as there are some rules of Bank Negara in this area but there are a lot of suggestions. We can definitely answer this after the 2011 Budget announcement.”
Datuk Donald Lim

Lim said after the launch of the National SME Economic Transformation Conference 2010 and the National SME Financing Conference 2010 yesterday that SMEs played an important role in Malaysia’s economy and that the ministry hoped to identify and assist them, through the dialogues, in areas such as financing, market access and labour.

“The Government is determined to facilitate the growth and development of a competitive and resilient SME sector as a key component of the growth strategy.

“I call upon industries to take this opportunity and use the facilities provided by the Government to enhance the quality and scale of their businesses,” he said.

On another note, Lim said a lot of companies from China were keen to invest in Malaysia and even set up their regional hubs here.

“We are looking to attract funds from China to look at our capital market as well,” he said, adding that the Government was also looking to draw investors from countries like Japan, South Korea and Hong Kong.

Meanwhile, SMI Association of Malaysia national president Chua Tiam Wee said the National SME Economic Transformation Conference 2010 and National SME Financing Conference 2010 would be held on Sept 30 and Oct 1 respectively.

He said the conferences would be held in conjunction with SMI 1-Stop Solution Exhibition 2010 SMIOSS, the 11th International B2B Business Solution Exhibition from Sept 30 to Oct 2 at the Putra World Trade Centre.

“The organising committee is targeting at least 500 participants for each conference, while aiming at 280 exhibitors with at least 30% of them from overseas and 15,000 trade visitors for SMIOSS exhibition,” he said.

林祥才率团出访招华资吸纳官股

访华肩负吸资使命

甫于6月1日内阁小改组走马上任的副财政部长拿督林祥才，将从明天（8月29日）开始率领大马股票交易所、证券监督委员会以及投资银行一连6天到中国开拓商机，《南洋商报》是独家随行媒体。

林祥才接受《南洋商报》独家专访时透露，这一次官访夹杂着好几个使命，其中之一就是吸引中国基金前来大马投资官联公司。

“国库控股将更多的股权脱售，可以让政府套现，把钱花在更有建设性的计划上，也好让政府有更多的资金周转，尽快把资金发配给供应商和建筑商。”

政府减持官联公司

为了加强官联公司表现进而推动国家经济增长，国库控股自2004年起开始推行“官联公司转型计划”，着重核心业务、提高竞争力、减持官联公司股权，为该计划的其中一部分。

首相纳吉日前前往美国时也曾在纽约告诉当地投资者，大马有意进一步释出官股，一来刺激上市公司股票流动率和活络股市，政府也将因此为国库筹募资金。

截至目前，国库控股直接及间接减持的股项主要有国家能源（Tenaga，5347，主板贸服股）、大马机场（Airport，5014，主板贸服股）和南北大道（PLUS，5052，主板贸服股）、时光网络（TimeCom，5031，主板基建股）及马电讯（TM，4863，主板贸服股）。

一股黄金股就够了

针对政府官联公司的控制权，林祥才认为，释出官股还能提升官联公司的效率和能见度，他告诉记者：“政府有一股黄金股（golden share）就够了。”

随着中国超越日本成为继美国之后世界第二大经济体，中国市场游资丰沛，是世界各国虎视眈眈的“金主”；而大马也希望分得一杯羹。

另外，国库控股也在近期透过马友乃德集团（UEM Group），脱售发马（Pharma，7081，主板贸服股）86.61%股权给莫实得（Bstead，2771，主板种植股）。

大马于今年6月23日与中国达成合格境内机构投资者（QDII）协议，意味着中国境内商业银行可代客投资大马股市、债券及单位信托基金等投资产品。

锁定建筑机械建材金融冀30中企来马上市

除了鞋材公司，政府也将努力争取更多其他领域的中国公司到大马股票交易所上市，尤其是建筑、机械、药剂、建材及金融公司。

林祥才告诉《南洋商报》，目前在大马上市的中国公司都以鞋材业务为主；财政部己设下目标，要在2011年杪前吸引30家中国公司来马上市，而且会把业务范围扩展至建筑、机械、药剂、建材、金融等。

做大经济蛋糕

我国目前进行中、且与中资相关的基建工程中，第二槟城大桥就是由马友乃德集团（UEM Group）以及中国港湾联手的工程，中国港湾更在吉隆坡设有办事处。

另外，砂拉越巨无霸工程巴昆水坝，也有中国公司的参与。

相信这些在马设有业务的中国建筑公司，是财政部积极争取的优先对象。

除了吸引中国公司来马上市，林祥才也将争取中资前来投资，促销大马成为中国公司在东南亚的枢纽，让东南亚6亿人口成为中企在中国境外的第二大市场。

林祥才提到，我国交通发达，尤其是廉价航空，可以让这些生意人更有效地航行各地；同时也可利用大马人通晓多语的能力聘用他们成为本区域经理。

此外，中国公司也可利用大马，成为他们进入印度和中东市场的踏脚石。

“我们要的是资本密集投资，不是劳工密集工业。”

提高国人年均收入

透过资本密集外资，可以提高国人年均收入。

如此一来，大马商机以及就业机会就会进一步扩大，不会只局限在本地政府工程，林祥才说：“我们要把经济蛋糕做大。”

马华雪州联委会主席林祥才对于雪州政府终于鉴定巴生市议会在颁发工程合约时出现滥权问题，表示深切遗憾，并有感雪州子民在308大选后选错了州政府。

他指出，行动党前巴生市议员郑文福支持信风波爆发后，各界皆对有关事件深表关注，因为大家都对向来高呼透明廉政口号的民联雪州政府竟会出现此丑闻感到非常惊讶。

他指出，身为雪州反对党的雪州马华各基层领袖，并没有对此事件坐视不理，目的是要监督雪州政府，确保州政府兑现给予选民承诺，以免雪州政府将雪州子民蒙在鼓里。

他今日针对雪州大臣丹斯里卡立坦承巴生市议会的稽查报告显示有关市议会确实有一些滥用权力事件，发表文告时，这么指出。

林祥才（右图）坦承，每个政府机关，组织及团体都会有害群之马，当权单位在发现后，则必须马上斩草除根，以免造成更多问题的发生，以致广大人民成为最终的受害者。

不愿公布报告试图拖延

他说，雪州政府虽然如今已展开调查行动，而且稽查报告都已出炉，但至今都不愿透露这份报告的内容，此举令人质疑雪州政府试图拖延时间。

“若不是各界群起监督雪州政府处理这次的支持信风波，及展开施压行动，雪州政府都不会即时展开调查。”

他认为，雪州政府在处理支持信风波上，有试图拖延时间嫌疑，希望人民会渐渐淡忘此事件。

他说，雪州政府如今被迫展开调查，却不愿公布调查结果，难免令人质疑有意图掩盖问题。

因此，林祥才促请卡立马上公布关于支持信风波及有关滥权问题的报告，并且马上对付有关滥权及违规者，以免破坏雪州建全发展及雪州及全国人民的利益。

根据报导，郑文福支持信风波爆发1个月后，雪州政府终于鉴定巴生市议会在颁发工程合约时，出现一些滥权问题。雪州大臣卡立表示，雪州稽察司已经完成对巴生市议会的稽查工作，并已把初步报告提呈给他。

林祥才：已進行審核成績單呈首相署

林祥才接受《中國報》記者電訪時說，雪州馬華已評估雪州國州選區發展協調官的表現，並把“成績單”提呈給首相署。

Kementerian Kewangan Pantau Pastikan Projek Siap Mengikut Jadual

SEPANG, 23 Ogos (Bernama) -- Kementerian Kewangan akan memantau pelaksanaan projek-projek kerajaan bagi memastikan ia dapat disiapkan mengikut jadual, kata Timbalan Menteri Kewangan Datuk Donald Lim.

Beliau berkata ini adalah tanggungjawab kementerian berkenaan untuk membuat pemeriksaan dan pemantauan.

Bercakap kepada pemberita selepas membuat lawatan kerja dan memantau projek pembinaan kampus kedua Institut Penilaian Negara (Inspen) pada hari Isnin, katanya projek pembinaan kampus kedua tersebut yang mengalami masalah kelewatan dalam pembinaan, dijangka dapat disiapkan Oktober ini.

Katanya kontraktor berkenaan telah memberikan jaminan bahawa projek itu yang bernilai RM200 juta, akan dapat disiapkan pada tempoh yang ditetapkan.

Projek itu yang kini telah siap pada kadar 75 peratus berbanding 85 peratus mengikut jadual, tidak membabitkan sebarang pertambahan kos dan ia sepatutnya siap dalam Rancangan Malaysia Kesembilan (RMK-9).

Kampus sedia ada Inspen terletak di Bangi dan projek pembinaan kampus kedua berhampiran Putrajaya ini telah bermula pada 2008 dan dijangka beroperasi pada Januari tahun depan.

林祥才：國家產業估值學院‧第二校園料01月完工

（布城）財政部副部長拿督林祥才表示，儘管國家產業估值學院第二校園建設工程的進展，已出現稍為延遲的現象，但它不會因此增加建築成本，並獲承包商許諾，預定在今年10月杪全面完成建設工程。

他披露，這項計劃如今只完成75%工程，這與應完成85%的原定計劃，有一段距離；由於這是第9大馬計劃下的建設計劃，財政部希望它能在今年內如期完成。

林祥才週一（8月23日）巡視雪邦縣國家產業估值學院建設工程的進展，聆聽部門簡報會議後說，這項計劃沒有面對財務問題，反之，政府要承包商加速完成工程，以兌現第9大馬計劃下的發展計劃。

他希望這所學院這項第二校園計劃於明年1月投入操作；至於原有的第一校園，仍然會保留。

招收華裔生此外，他說，一旦這所學院第二校園計劃完成後，會招收更多學員就讀，並計劃通過各種宣傳管道，包括華文傳媒，通知華裔子弟申請在這所學院就讀產業專業課程。

DUNGUN: The Government is considering setting up a task force to study how to help those blacklisted because they had stood as guarantors for borrowers who defaulted on payments.

The biggest problem for these guarantors is difficulty in securing loans, said Deputy Finance Minister Datuk Donald Lim Siang Chai.

Currently, the guarantors are jointly blacklisted with the principal borrower in the Central Credit Reference Information System (CCRIS).

“We have to revise the whole system so that these guarantors are not unfairly punished.

“Other countries in this region have reviewed their approach in managing loan defaulters, and it is time for us to do the same,” Lim said after attending a Hungry Ghost Festival organised by the Yu Lan Association here on Wednesday.

Financial institutions often rejected loan applications from those blacklisted as guarantors even if the amount was minimal. Bank Negara has taken several steps to protect the guarantors.

It was previously reported that the number of bankruptcy cases nationwide had risen from 70,009 in 1999 to 106,000 in 2003, with the figure recently soaring to 160,000 – many of them having stood as guarantors for others.

Lim said financial institutions found it easier to go after the guarantors instead of trying to locate the principal borrowers.

“This we feel is unfair; the guarantors who were blacklisted are denied any form of hire-purchase loans,” he said.

Lim added that the growth of small and medium industries was hampered because of the difficulty faced by some business owners, who had stood as guarantors for defaulters, in securing loans from financial institutions.

He said he had instructed his officers to re-evaluate the CCRIS system to check whether the system was updated regularly.

林祥才：處邁向先進國轉型期‧面對政治亂局須冷靜

（彭亨‧雲頂）財政部副部長拿督林祥才吁請華裔同胞，在目前的政治亂局中勿太緊張，反之應保持冷靜，而不是以移民來面對。

他說，國家正在處於從發展中國家邁向先進國家時期，政局從2008年308大選後開始出現微妙關係或有點混亂，人民應該要適應。

他今日（週二，8月17日）為馬來西亞潮州公會聯合會（馬潮聯會）第71屆代表大會主持開幕時說，再多10多年或到了2020年，國家將會更平穩。

極端份子屬少數

他指出，雖然有出現極端份子，但這些都屬少數，大家不必緊張。

“從發展中國家邁向先進國，是每個國家要經歷的轉型期和轉變期，這就像人生從單身步入成家有孩子，是要經歷的調整，這也是國家要面對的正常過程。”

“處於這樣年代人民是否感到很辛苦？這是因為知識份子越來越多，自然會有越來越多的看法，而政府認為有好的議建，就會修改政策。”

盼華商提積極看法

另外，林祥才也宣佈撥款3萬令吉給馬潮聯會充作活動經費。

林祥才說，潮州會館的鄉賢對大馬經濟貢獻良多，他希望華商在政經文教領域，也能提出積極的看法。

林祥才:私人有限董事自费参加管理课程建议应再进行研究

马华副总会长兼中小型发展企业局主任林祥才针对马来西亚公司委员会有意规定私人有限公司董事自费参加管理课程的建议，认为该委员会在听取工商界的“反弹”后，应该调整这一项建议。

“这项建议表面上将提升董事们的素质，可是在还有很多技术性的问题未能解决的现阶段，所以在全面落实之前，我们应该再进行研究。”

林祥才说，在这个年代，仍然有很多工商界的董事，是白手起家的一代。他们在商界的经验，足以媲美书本上理论性的课程纲要。对于生意人来说，没有成效的课程，都是开倒车的行为。况且，许多公司都聘有专业的秘书、会计师，甚至是法律顾问。

林祥才认为，与其强制性要求私人有限公司董事参与管理课程，政府可以考虑配合坊间团体，定期举办宣导政府政策的研讨会和交流会，目的在于让人民知道政府的最新发展动向，包括一些适合中小型企业的贷款计划或申请拨款的程序。政府应该本着以民为本的概念，推行人民所需要的良策。

重振馬股風光，鼓勵企業重上市

馬股吹起私有化風，惟林祥才認為，大部分除牌下市股項仍有資產，包銷商（Advisor）應找出問題，再鼓勵重新登場馬股。

近期備受市場關注的私有化計劃，不外是我國鉅富阿南達克里斯南一連私有化東亞衛星（MEASAT，3875，主要板貿易）及丹絨（TANJONG，2267，主要板貿易）。

林祥才感慨馬股風光不再，且認為包銷商應積極找出問題所在，同時鼓勵已私有化企業，重投馬股懷抱。

“為改善馬股流通量，政府投資臂膀如公積金局、國民投資機構及朝聖基金（Tabung Haji）過去2個月，已頻頻釋出手上政聯企業（GLCs）持股。”

他指出，馬股也曾經有過全盛時期，惟不知何故益發落后其他區域股市。

“馬股90年代曾經風光一時，當時的排名是在香港及日本之后，但現今未能回到當時風光，還落后其他區域股市。”

另一方面，林祥才透露，為打造穩健馬股，確有必要完善監管架構，適當保謢投資者權益。

“關係交易將持續成為監管焦點，其中有3大事項需注意，包括企業提案、監管架構及人力資源。”

他以人力資源為例，指新加坡僅有約500萬人口，惟特許金融分析師（CFA）會員逾2300人，惟我國逾2700萬人，許金融分析師會員僅約400人。

“大馬特許金融分析師肩負培養領域專才，讓我國成為全球投資者重視的市場之一。”

中國外匯儲備強勁，“錢”景無限，財政部副部長拿督林祥才指出，將會率團親赴中國，引進更多當地公司來馬上市，多元化在馬股上市的中國股項類型。

林祥才說，目前已有几隻中國股在馬股掛牌，，主要都是鞋材公司，但他希望持續吸引更多從事其他行業的中國企業上市。

“在我國上市的中國公司，或也想開拓其他市場，可選擇在此設立公司，然后再從這里滲透其他市場。”

他週一為金融市場之關係者交易大會致開幕詞時，如是指出。

首相拿督斯里納吉今年6月初訪華，除了為促進兩國情誼，更希望能引更多中資企業到我國投資，林祥才也放眼，能看到更多元化的中國股類股在馬股掛牌。

“馬股市目前的龍籌股，主要都是鞋材公司，我們須多元化龍籌股的類別，希望可以引進來自其他領域的中資企業，如化學、金融等。”

我國剛于今年6月底，獲中國承認，成為合格境內機構投資者（QDII）計劃的投資目的地。

Speech at Financial Market RPT Conference

Ladies & gentlemen and friends of the media, a very Good morning to all of you!

First of all, I would like to thank CFA Malaysia for giving me the honor to deliver the opening speech. From my understanding, CFA Malaysia is a member society of the CFA Institute. CFA Malaysia is a young and vibrant society with 400 members. Its members consist of investment bankers, portfolio managers, security analysts, investment advisors, and other financial professionals.

This morning, I am pleased to see that CFA Malaysia is taking the initiative and the lead to promote the Malaysia stock market by providing the participants with a better understanding of the Related Party Transactions, or known as the RPT regulatory framework in Malaysia, as well as to examine some cases in the overseas market.

Quoting what our Prime Minster, YAB Dato Sri Mohd Najib Tun Razak said: “There can be no fully developed Malaysia until we have finally overcome the nine central strategic challenges that have confronted us from the moment of our birth as an independent nation.”

And of the nine central strategic challenges, one of them is “the challenge of establishing a prosperous society, with an economy that is fully competitive, dynamic, robust and resilient.”

A resilient and competitive economy will also hinge on the efficient functioning of the banking and capital markets to help facilitate fund-raising and investments and ensure a strong investor confidence in the economy.

In order to build up a robust stock market, investor confidence, both from the local and foreign, there is a need to be firmly established a good regulatory framework that will provide adequate protection to investors without being unnecessarily restrictive and stifling. All directors of the listed companies should be fully aware of their role as stewards in protecting shareholders’ interest and creating shareholder value, in particular the interests of the minority shareholders.

In this respect, Related Party Transaction or RPT, is one of the areas that one needs to pay special attention to. The nature of some listed companies, especially in the Asian model, where a substantial stake may be in the hands of a controlling or major shareholder such as the entrepreneur who founded the company or the state, continue to make RPT an area of focus for regulators. Not all RPTs, of course, are cause for concern, only those which are regarded as “abusive” where minority shareholders and investors alike may be taken advantage of to their detriment and often the detriment of the company itself.

In my view, there are 3 major issues to pay attention to in an RPT, these include if the corporate proposal comprises proper and profitable business activities for the acquiring company to be participating in, does the company have any viable alternative in whom they are proposing to transact with and if they have all the pertinent information been properly disclosed to enable informed decision making by the shareholders?

In this regard, it is heartening to note that Bursa Malaysia has put in place a robust regulatory framework to govern RPTs that is in line with the recommendations made in the Guide on Fighting Abusive Related Party Transactions in Asia, issued by the OECD in September 2009. Bursa has been also vigilant in enforcing its rules on RPTs. While a sound regulatory framework coupled with stringent enforcement is essential to safeguard investors’ interests, it is the directors themselves who can make a difference to curb abusive RPTs. This is where the independent directors must stand up and be counted. They should serve as effective watchdogs against RPTs that are not in the best interests of the company. They must ask those difficult questions of the board of directors, including those that I have earlier posed.

For today’s conference, two of the CFA guest speakers will focus on to shed some light on some of these issues.

Thirdly, Malaysia needs to build and amass its human capital quickly the economy growth and put Malaysia on par with the developed nations. The government views the need for a strong human capital development to take on the new challenges as we move into a more knowledge-based economy.

Take an example of our neighboring country, Singapore. It has 5 million populations and CFA Singapore has more than 2,300 members. But if we look at Malaysia, with a population or more than 27 million, 5 times more than the size of Singapore, we only have about 400 members who registered with CFA Malaysia. This is only about 17% of the size compare to CFA Singapore! This certainly does not work in the favour of the country in propelling itself in the capital arena.

I hope that CFA Malaysia and others financial professional societies, will continue to put extra effort to assist the government and to shoulder the responsibility in fostering and nurturing our local young Malaysian professionals and together we place Malaysia in global investors’ map.

For the media, my message to you is, it is the government aim, to develop a fair, just and transparent capital market, and we need you, as a financial journalist, to play the impartial role to disseminate the correct information, to educate and protect the investors and to promote the country’s capital market.

Putting all together, in the 1Malaysia spirit, we are confident we can achieve our national goal to be a developed nation by 2020.

新机制节省时间成本商业贷款申请统一简化

（八打灵再也6日讯）为方便商家申请贷款，节省时间和成本，政府将指示国家银行统一银行融资申请表格，以及简化申请手续。

在调整后，商家申请时，不须像往常般提呈14至15份文件给商业银行，反之，只须填妥统一申请表格即可。若有需要，银行会要求申请者呈上辅助文件。

在新机制下，银行会提供审查清单，让申请者知道需要准备的文件及手续。

两周内知道初步结果

马来西亚中华总商会中小型企业及人力资源发展组副主任孔令龙向《南洋商报》说，在提出申请后，商家会在两周内知道初步结果。

据了解，以中小型企业为例子，一般须等待1至3个月后，才能知道贷款是否获得批准。

财政部副部长拿督林祥才说，政府也会简化中小型企业申请融资的手续。

他向《南洋商报》说，商家都认同简化手续，通过统一申请表格可节省时间和成本。

同一表格各银行适用

“若所有银行都使用统一表格及申请融资条件都一样，若A银行不批融资，申请者可使用同样表格到B银行申请，这使到商家可以节省时间及成本，因此，我们会指示国行在短期内制定统一表格的工作。”

银行须更新申请者资料

林祥才透露，财政部也将指示国内商业银行须随时更新申请者个人资料，并审查系统内资料。

他指出，国内中小型企业对商业银行的这项系统有所质疑，因为他们获悉一些在3年前的资料至今仍未被更新，导致他们难以申请融资。

林祥才今天在部门主持财政部与商业银行和中小型企业对话会，收集意见，为2011年财政预算案好准备。会议历时约3小时，共有22个单位参与，包括国行、大众银行、联昌银行、中小型企业银行、中华总商会、华总、中小型企业公会、厂商公会、印度人工商会、马来人工商会等。

中小企业银行仅拥13亿林祥才：不能应付融资

（布城6日讯）财政部副部长拿督林祥才说，政府将重新检讨国内的中小型企业银行(SME Bank)功能，并将探讨如何提升该银行资金，以提供足够融资予中小型企业。

他说，中小型企业银行向他坦承，目前只有13亿资金，根本不能应付国内中小型企业的融资，以及不能与拥有高达120亿资金的商业银行相比。

“这些银行的成立就是要解决国内中小型企业的融资问题，可是却面对资金不足。

“我们将重新探讨中小型企业银行的功能，并将与国家银行研究如何提升他们的资金后，才会提出实际的建议。”

他说，该部将观察海外如台湾和韩国的中小型企业银行的操作方式，以从中了解有关银行的融资方案。

与中小企业对话

林祥才昨天在部门主持财政部与国内商业银行及中小型企业的对话会，以收集他们的意见，为2011年财政预算案做好准备。

会议历时3个小时，并获得共22个单位参与，其中包括国家银行、大众银行、联昌银行、中小型企业银行、中华工商总会、印裔工商会、马来人工商会、隆雪华堂、中小型企业协会和大马工厂联合会等。

林祥才对《南洋商报》说，在这次的会议中参与者最关注的课题是国家在明年的财政预算案对中小型企业的未来展望，而主要提出的问题是中小型企业的融资方案。

他说，另外，在会议中，有关方面也有建议效仿日本成立中小型企业工业学院，让在职的工作人士能提升本身的专业水平和知识。

林祥才：以績效處理公共服務獎學金及國家高等教育基金貸款申請

（雪蘭莪‧巴生）馬華副總會長拿督林祥才披露，一些無法為孩子申請到公共服務獎學金的家長，揚言在來屆大選中不投馬華一票。

他希望人民以冷靜的態度看待問題，而首相拿督斯里納吉已表示從今年起，以績效為先處理此獎學金和國家高等教育基金貸款的申請。

他在雪隆莊嚴同宗會“給自己一個機會”升學輔導營致開幕詞時說，在新措施下，考獲9A+優秀成績的考生，將獲得公共服務獎學金。

他說，去年申請此獎學金的學生人數共2萬3000多人，而獲獎學金者只有1萬8000人，使申請不到獎學金者感到生氣。

出席者包括雪州馬華聯委會副主席拿督宋奇才和雪隆莊嚴同宗會永久名譽顧問莊紹榮等。

該會會長莊建發致詞時表示，他相信通過升學輔導營，可引導學生們一個正確的方向，找到適合的發揮位置，成就自己，貢獻社會。

林祥才：支持信事件雪州立场反复无常

马华雪州联委会主席林祥才抨击，欧阳捍华如果还有政治道德，就应该针对他挑战马华总会长蔡细历向国阵政府建议仿效民联雪州政府，禁止发出商业及工程支持信事件，向马华及雪州人民道歉。

他指出，欧阳捍华上周曾挑战马华总会长蔡细历，向国阵政府建议仿效民联雪州政府，禁止发出商业及工程支持信，可是雪州大臣卡立却改口说，支持信很平常，不是很稀罕的事，而且雪州不会废除支持信制度。

他说：“欧阳捍华当时表示，这是民联雪州政府在施政方面给予人民的一种承诺，因为这将削弱人民对雪州政府的信心，也不符合民联清廉施政的大原则。雪州政府及州务大臣卡立当时更是振振有词呼吁所有领袖，包括州行政议员、国州议员及县市议员等，避免签发有关商业推荐信，展现民联三党‘能干、公信、透明’的CAT施政原则。”

“这是否证明，民联三党“能干、公信、透明”的CAT施政原则只是说爽而已？雪州政府的政策是儿戏？”

林祥才抨击，既然卡立说话不算数，身为行动党雪州主席的欧阳捍华必须向雪州人民作出交代，同时向蔡细历医生道歉，才符合“能干、公信及透明”的施政原则，否则便沦为“口水议员“。

他指出，行动党也习惯性地怪罪国阵，将所有的责任推卸给国阵，把这起伪造支持信描绘成国阵阴谋论，还说要起诉媒体，企图转移视线，欺骗选民。

他说：“事件最后证明，出阴招的是行动党本身。而该道歉的是行动党，因为民联雪州政府执政两年余，许多308选举的承诺还未落实，包括降低20%门牌税。”

他强调，马华雪州继续监督民联施政角色，揭发民联雪州政府的谎言。

GST Aims To Help Country Achieve Developed Nation Status

KUALA LUMPUR, Aug 5 (Bernama) -- The goods and services tax (GST) aims to restructure the taxation system to help the country achieve developed nation status.

Deputy Finance Minister, Senator Datuk Donald Lim Siang Chai, said Malaysia needed to a new consumption taxation that was fair and customised to meet the local needs.

"Over the years, the financial and the business sectors have changed.

"Likewise, we too have to evolve the taxation system to meet this changing environment," he said at the forum organised by KPMG Malaysia and International Tax and Investment Centre.

Lim said the implementation of GST would help the country reduce its deficit and would have little impact on the consumer price index.

"The need to implement GST will have a long-term effects on Malaysia but it is a necessary to move towards developed nation status and to stimulate competitiveness," he said.

He said the government would educate the business community and public on the GST and its impact.

林祥才：8成企业缺认知　将加强讲解消费税

（吉隆坡5日讯）财政部副部长拿督林祥才指称，根据中华工商总会的调查显示，82％中小型企业家缺乏消费税认知，因此政府将致力举办讲解会。

无论如何，他强调消费税势在必行，目前只欠落实时机。

他周四为“2010年国际间接税论坛”主持开幕，并在较后的记者会上表示，中小型企业对国家经济的贡献不容忽视，这群人是落实消费税的其中一项重要考量。

“我国有70万间注册公司，中小型企业占99％。”

他说，在一些发展国家，中小型企业大的贡献占国家经济的50％。

针对消费税法案何时提呈国会二读，他指还没有决定，最大因素是要先确保涉及领域做好准备。

此外，财政部也与个单位探讨消费税落实机制，透过聆听与反馈，制定大家皆可接受的“消费税收”（consumption tax）。

较早前，林祥才在致词中提到，政府需要钱财来治理国家。另外，他指今年国家赤字料达5.6％，欲达到第10大马计划3％赤字的目标，政府必须下一番苦功。

他说，征收4％的消费税是取代70年代初期推行的10％销售税和5％服务税，并不是新的消费税收。

获10亿税收

根据政府估算，执行消费税首年将为政府获得额外10亿令吉（与销售及服务税比较）的税收。

政府估计执行消费税的所需耗费为2亿2200万令吉，当中包括1亿3900万令吉电脑装置费用，以及8300万令吉海关营运成本。

每人每月平均付税款70令吉

海关（消费税单位）副主任苏巴玛廉指出，根据目前的消费与服务税计算，每人平均每月缴税79令吉57仙，执行消费税后，每人每月平均缴付的税款则是70令吉8仙。

他是“2010年国际间接税论坛”主讲人之一，在开幕礼之前上台演说时表示，执行消费税后，消费者物价指数（CPI）预料稍跌0.08％至2.71％；类消费物价指数（Components in CPI）料微扬0.67％至2.21％。

他提到，我国的直接与间接税的差异甚大，况且消费税在主食、公共交通、学校与卫生等方面都没有征收，故此认为执行消费税并不会对贫困人士带来困扰。

另一名主讲人澳洲墨尔本大学兼毕马威（KPMG）高级研究员迈克尔埃文斯提到，澳洲推行消费税后，2000年和2001年对消费者物价指数的影响占3％，隔两年是2.5％，再隔两年则只有1％。

他说，澳洲的消费税收入从2000年的239亿澳元至2010年的468亿澳元。

財政部研究‧獨立董事或須會計資格

（吉隆坡）財政部副部長拿督林祥才透露，政府將研究規定公司獨立董事必須由具備會計師資格的人士出任。

他表示，這將有助監督公司的財務狀況和財務營運，以維護股東權益。

林祥才是為“2010年區域首席財務長（CFO）峰會”主持開幕後，如此表示。出席峰會的包括亞洲策略與研究院總執行長拿督楊元慶、英國特許會計師公會馬來西亞主席珍妮花洛佩茲。

監督公司財務營運

他說，在香港已存在這個規定，即公司獨立董事必須由具備會計專業資格者出任，以有效監督一家公司的財務和稅務運作。

“政府現在也鼓勵公司委任擁有會計專業知識者出任獨立董事，不過，政府現階段不會制定政策，強制公司的獨立董事須具備會計師資格。”

不過，他表明，政府必須聽取各方意見，如英國特許會計師公會（ACCA）、亞洲策略與研究院（ASLI）、小股東監督機構（MSWG）等的看法，並經過辯論，才能決定是否落實這項規定。

“我不知政府何時會推行這項規定，但以目前的發展趨勢看來，這個規定是遲早都會來的。”

他表示，會計師在國家經濟發展扮演非常重要的角色，尤其是當政府大量持有公司股票時，會計師的審計和財務規劃，將確保一家公司的財務穩定運作。

“最重要的是，會計師必須清楚及沒有欺騙的申報公司財務，以便政府擁有足夠的稅收推動國家發展。”

“我也希望會計師可以利用專業知識，深入探討如何讓一些在證券交易所停牌的上市公司起死回生，以減少小股東所面對的損失。”

他表示，他一直很嚮往會計師的工作，也曾想過就讀會計系，可是最終選修工程系，無緣踏足會計行業，也成不了財務長。

Opening Speech at International Indirect Tax Forum 2010

Good morning.

I am delighted to be here today to officiate the International Indirect Tax Forum 2010 organised by the International Tax and Investment Centre and KPMG. I understand that this forum is part of the ongoing programmes of the Asia Tax Forum. Malaysia welcomes this initiative as it is critical that issues pertaining to taxation, especially with sweeping changes planned for Malaysia in this sector, be discussed and debated in detail to ensure no stones are left unturned as Malaysia modernizes and evolves into a developed nation in the future.

I have studied the agenda for today and I congratulate the organizers for this great effort. Many eminent speakers have been lined up to add tremendous value to discussions of great importance to Malaysia. I hope each and every participant today gains knowledge and new perspectives on the critical topic of GST.

This is a topic of great interest not only to the Government but to industries, enterprises and even the man-on-the-street. Suffice to say, we need debate and exchange of viewpoints to help us make the right decision for the long-term interest of the nation and to stimulate competitiveness.

Ladies and Gentlemen,

The concept of a consumption tax on goods and services is not new in Malaysia. In fact, Malaysia introduced the sales tax of 10 percent in 1972 and service tax of five percent in 1975. The system worked as it were since then, in a world that is not as open and borderless as it is now.
Over the years, the financial and the business sectors have changed, likewise we too have to evolve the taxation system to meet this changing environment.

Some of the structural weaknesses were identified. For example, the base for collecting the taxes is a narrow-sales tax and is only collected from licensed manufacturers while service tax is only applicable on certain types of taxable services. Even though the tax is in principle a single stage tax, the lack of any credits lead to it being a cost to business. This leads to a cascading and compounding effect of the taxes.

On the other hand, due to the same reason of embedded taxes, exported goods and services may not enjoy full tax relief. Also, leakages from the tax net due to transfer pricing and other schemes.

The Government is very aware that the system of indirect taxation needs to be modernized, and we have started exploring some form of value added taxation system such as GST since the mid 80s.

Today, more than 140 countries have implemented some form of value-added taxations or GST. Practically almost all ASEAN countries have adopted GST, except for Malaysia, Brunei and Myanmar. We have sent our working teams to these countries and other developed nations to study their models and systems and the applicability factor in the Malaysian context. Ultimately, Malaysia wants to develop a system of consumption taxation that is more equitable and customized to local conditions and environment. This is why we are happy with the organizing of this workshop, the International Indirect Tax Forum as a very important platform for discussion.

Ladies and Gentlemen,

Since the current sales and service tax are at rates exceeding the GST proposed rate of 4%, the final prices of these goods and services are not expected to see an increase. The prices of goods and services which currently have little or no taxes will increase slightly. Some goods and services will be exempted from GST and others taxed at a zero rate. The latter category will cover essential goods and services; the measure is to shelter the lower income group from the effect of the tax. The list of exempt and zero-rated items has yet to be released.

Businesses in general need to understand the detailed rules and consider how these would apply to their own business operations.

Ladies and Gentlemen,
The Government has been very proactive in consulting with industry, consumers and other key stakeholders before deciding on the best way to implement GST in the interest of transparency and minimal disruption or impact on business and society. The last few years have been very significant in regards to the hard work put in by Ministry of Finance, Customs and other relevant Government agencies striving to achieve the nation’s aspirations in this regard.

Some of the works the Government has done and is doing to advance the cause of GST implementation are like: The GST Bill was tabled in Parliament last December, was set for a second reading in March this year, but it was postponed as the Government wanted to get more public feedback. The ICT system overhaul to reflect the impending changes are almost completed and nationwide training of the relevant civil servants directly involved in administering as well as dealing with GST are ongoing. Education programs are conducted constantly in order to raise public awareness on the nature of taxation and its impact on their lives. And the list goes one.

It will cost an estimated RM222 million to implement the GST. The preliminary cost to implement the GST includes RM139 million for computerization and RM83 million as operational costs for the Customs Department to be the implementing agency. Government had set aside an allocation in this effort to ensure the smooth and orderly implementation of GST.

Ladies and Gentlemen,

The Government views GST as an important instrument to broaden the tax base in the country and to help reduce the national deficit. GST is a system of consumption tax which is more comprehensive, efficient, transparent and business-friendly. It is important for me to stress in clear terms that GST is a replacement tax – it is not a new consumption tax. With the introduction of GST, the current sales and service taxes will be abolished.

Our studies have indicated that the new system will help the Government collect an additional RM1 billion in the first year of implementation compared to the current sales and service tax model. There will be very little impact on the Consumer Price Index, due to the broader tax base and the inherent efficient nature of the GST.

Ladies and Gentlemen,

Before I end my speech let me add that the move towards GST is a very significant step for Malaysia. The change in the tax landscape would have long-term implications to all of us but it is a necessary step as the nation progresses forward to achieve developed nation status. GST is just one part of an overall sweeping plan to restructure the country’s taxation system – both direct and indirect taxation models. The Government continues to be transparent in initiating these changes, with both the business community and the public aware of these developments.

My Opening Speech at CFO Summit 2010: CFOs in a Golden Age

Firstly, allow me to express my thanks to the Asian Strategy and Leadership Institute (ASLI) and ACCA for inviting me to deliver a few words at the inaugural Regional CFO Summit 2010. May I also extend my congratulations to ASLI and ACCA for constantly organising events for the dissemination of knowledge and progress in this sector.

Today’s forum certainly zeroes in on a topic that is gaining in popularity and relevance – namely, the ascension of the chief financial officer or the CFO to the top ranks of corporate organisations, and the benefits that he or she can contribute in the CFO’s expanded role of strategy and leadership.

Personally, I believe that the higher demands being placed on CFOs are a direct consequence of the exceptional times that we live in. The effects of the recent global crisis are forcing economies and businesses to reexamine their prevailing models and to reinvent them to become more responsible and efficient. Austerity, frugality, conscious are the slogans of the new mentality that has emerged post-recession. People are tired of the excesses of greedy corporations – which were at the root of the crisis in the first place and caused a financial meltdown – and this mindset is fueling a return to the fundamental values of integrity optimistically, the implementation of better governance and good behavior at both the enterprise and sovereign level.

If adding value, good governance and innovation are among the new job specs for CFOs, it is clear that the CFO is no longer just the traditional finance personnel. He or she is no longer a pure number-cruncher but a jack of all trades and disciplines.

This multidisciplinary CFO is not only the guardian of finance. He or she is also a top-level strategist, being empowered to value adding and identify value drivers which can grow revenue and profits in sustainable ways. Recent findings from the 2010 IBM Global CFO Study supported this. IBM surveyed over 1,900 CFOs and senior finance executives from around the globe and found that “Playing their part in the wider corporate strategy is now the top priority for CFOs who no longer rank cost reduction at the top of their agenda.”

IBM’s study noted that the efficiency of the “new” CFO will pivot around how well he utilises information. How does the CFO gather, digest and deliver complex information and messages fast, accurately to both internal and external stakeholders, and act on said information to enable decision-making, is a vital ability given that we live in the Age of Information and interconnectivity.

Looking at the CFO Forum programme, it is clear that the first two sessions in today’s forum will address the different dimensions of the CFO’s changing role – and assess whether incumbents today measure up and how they can grow to fit the new requirements. Subsequently, CFOs will get an insight into the global economic trends, in particular an assessment of the risks of the dreaded double-dip recession. Getting a balanced view of the global economic outlook is essential if CFOs are to provide accurate strategic and financial advice to their companies going forward.

Apart from technical skills and wide business experience in his sector of choice, the route to success for the new breed of CFOs lies in gaining the professional and personal skills to manage relations and optimize networks for better results. A recent survey by global executive search firm identified three key competences for successful CFOs. The first is the ability to influence and collaborate with the CEO. Along with leadership skills, the CFO will thus have to learn strong strategic thinking skills in order to serve as an effective business partner.

The second competence is to build strong relationships with investors, opinion leaders and other influential stakeholders – as well the board. The CFO will have to walk a fine line between building this web of collaborations, while ensuring genuine objectivity and independence.

The third key competence for top CFOs is the ability to deliver business results. Good strategic-thinking CFOs will adopt a cautious but entrepreneurial approach to risk. Beyond just reporting on historical performance, CFOs will be able to build business models, and project forecasts based on anticipated trends supported with high-quality financial information and useful value indicators.

As the guardian and watchdog of finances, it is up to the CFO to ensure compliance in form and spirit with financial reporting standards, which is one of the cornerstones in high quality financial reporting. This should be an ongoing process and not left until financial statements are audited at the end of the financial year.

Ladies and gentlemen,

CFOs can also contribute to improve corporate governance through serving actively on boards as vigilant independent directors. Today, boards suffer a surfeit of quality problems and one solution would lie in improving the calibre of people in charge, or the so-called tone at the top.

Independent directors play a significant role in upholding governance, both locally and regionally. Here in Malaysia, a lot of attention has been called recently to enhancing the calibre and enlarging the pool of independent directors to improve board performance and eradicate existing governance weaknesses.

To solve this problem and get rid of the rot, initiatives taken to overcome the shortage of competent and qualified corporate directors in Malaysia. The Security Commission has stated that it will be working closely with the Minority Shareholders Watchdog Group (MSWG) and the Malaysian Alliance of Corporate Directors (MACD) to explore ways to centralize the repository of competent and qualified people who can serve as directors. Indeed, I understand that ACCA Malaysia has signed an MOU with MSWG to enable the selection of qualified accountants – which would include CFOs - as independent directors. Of course, for this process to work effectively, there should be clear guidelines for eligibility for candidates to be admitted to the proposed pool of directors. In addition, a thorough and open vetting process at the selection stage itself is fundamental if this initiative is to take off.

Putting the right person in the job - or in this case on the board, who is a talented individual with an underlying sense of honesty and responsibility is the key to high-quality corporate performance. Likewise, putting the right person in the CFO position is also critical to high-quality corporate performance.

I hope that today’s forum will offer you some fresh new insights into exactly how the CFO – as the co-captain of enterprise and business vessels – can become this beacon to guide businesses through risk-laden waters to achieve a more stable and prosperous outcome.

On that note, ladies and gentleman I take great pleasure in declaring the Regional CFO Summit 2010 open.

承诺协助灵县申办独中与国中，雪马华拟会晤华教工委会商谈

针对媒体报导，八打灵县华社正筹备在县内申办独中和国民型中学的计划，雪州马华联委会主席林祥才表示，该党将透过中央领袖及正副部长极力配合，期许在八打灵县内，尽快建立更多的独中和国民型中学，以应付学生激增的需求。

林祥才也是马华八打灵南区区会主席，他发表文告说，由于八打灵县是个人口密集和拥挤的地方，雪州马华会协助物色适合的校地。

“我们的宗旨是希望可以为八打灵县的人民谋求更好的教育福利。”

他说，配合我国首相纳吉“以民为本，绩效为先”的“一个马来西亚”办国理念，雪州马华将会晤八打灵县华教发展工委会和华团组织，了解当中的细节，积极促成这项教育工程。

灵县华小生达4万5千人

根据八打灵县发展华小工委会于去年中旬的《2009年八打灵华小调查报告》指出，八打灵县内的华小生达4万5千人，而就读于国小和私立小学的华裔小学生也接近1万5千人。

县内唯一的国民型中学，并无法提供更多的学位予这接近6万名学生，继续接受母语教育。许多希望继续在华文教育体系下学习的学生，往往必须到吉隆坡和巴生，甚至是更远的地方，才能进入独中或其他的国民型中学就读。

林祥才说，随着时代的转变，家长在孩子出生后就开始为孩子的教育作出规划，许多家长希望孩子的教育可以在同一体系下完成。

“另一方面，由于中国和中文的崛起，更多人意识到华文教育的重要性。雪州马华希望在不久的将来，教育部将建立机制化的办校指南，让全国人民都能享有各种教育体系的便利。”

林祥才：雪州政府有必要马上向警方以及反贪污委员会（MACC）报案

随着雪州行动党市议员郑文福疑盗用行政议员信笺越演越烈，延伸到雪州议会议长邓章钦因在推特发表言论而被民主行动党纪律委员召见，马华雪州联委会主席林祥才表示，整件事情的来龙去脉，已经不是行动党的家务事。

他批评，雪州议会议长邓章钦和行政议员刘天球成天在媒体上放话，可是却不见雪州州务大臣成采取更进一步的解决方案。

“我认为雪州政府有必要马上向警方以及反贪污委员会（MACC）报案，让有关当局介入，调查所有牵连此事的雪州政府官员和曾经收到支持信的承包商等等。”

“这并不是刘天球个人名义是否受损的简单事件。行政议员信笺和印章遭盗用后发出的支持信，都与州内的工程合约有关。”

有权知道行政议员操守

他说，不管当中所涉及的工程款项的多寡，雪州人民有权利知道行政议员的操守和办事准则。

“一直主张能力及透明的雪州政府，必须严正看待这起关乎雪州人民权益的弊案。”

“回应林吉祥和多位行动党领袖，一而再、再而三的批评反贪污委员会在多起事件上只会抓小鱼的不实言论，我希望他们这次能够公道处理这件牵涉多位雪州行动党领袖的舞弊案，不要只是交于自家的纪律委员会调查。”

他表示，他们应该尽速将此事向反贪委员会投报，因为这不是单纯的“家务事”，而涉及全雪州人民的事情。

林祥才：有問題必伸援漁農民可求助馬華

（適耕莊1日訊）財政部副部長拿督林祥才指出，馬華關注民生問題，包括適耕莊的農漁民問題，尤其是漁民聘請不到人手的難題。

他說，馬華將在這方面給予協助，解決漁民的困難，漁民也可尋求馬華大港區會主席郭誠輝及馬華沙白安南區會主席郭洪究的協助。

他說，以上2人扮演著協助的角色。

林祥才也是馬華副總會長。他昨晚在適耕莊新明記酒家為適耕莊高州會館慶祝成立2周年紀念暨會所開幕晚宴致開幕詞時，這么說。

促進鄉親聯誼

他表示高興看到我國的鄉團可以通過鄉親會，宗親會聯絡其他回家的鄉團，除了促進鄉親聯誼外，還可以加強經濟網絡，令國家走向先進國。

他說，大馬的華裔同胞也跟其他東南亞國家的華人一樣，我們卻能保有中文教育和中華文化，這也是我們成功之處，同時必須通過組織來加以發展。

高州總會長胡朝棟呼吁會員向總會重新登記，以配合總會邁向會務電腦化。

他說，5000多名高州會館會員必須重新提供資料，以方便檢討，有許多會員的資料已經更新，而未能收到總會發出的訊息。

胡朝棟在致詞時也向會員宣佈說，高州會館將來也會有高州會歌。因此，總會將籌備高州歌創作比賽，然后再通過高州歌卡拉OK歌唱比賽中選出最具代表性的高州歌。

他說，被選為高州歌的獎金是3000令吉。

面子書設網站

這項高州歌創作比賽，將由婦女組和青年團負責。

此外，提及會務電腦化程序時，他說，會館也在面子書上設了網站，會員們可以通過會館網站查閱會訊，並鼓勵老一輩的同鄉與年輕一輩齊齊學習電腦。

大會主席兼適耕莊高州會館會長胡國洲致詞時，鼓勵更多年輕人加入高州會館，協助把會務推向更高峰。

林祥才：大選料18至24個月內舉行，婦女組应该加強沿戶訪問

（霹靂‧怡保）馬華副總會長拿督林祥才認為，下屆大選會在18至24個月內舉行。

他建議馬華婦女組研究加強沿戶訪問工作。

他說，巫統婦女組在這方面做得非常好，馬華婦女組在這方面不是很勤，尤其是在大城市，也許是大城市人民的反應比較冷淡。

林祥才今日（週日，8月1日）在馬華霹靂州聯委會婦女組2010年常年大會致開幕詞時說，國家要邁入先進國行列，其中一個條件是需有40至45%的17至23歲年輕人接受大專教育；大馬目前只有32%，董教總和馬華應該作出探討。

他說，婦女組未來要主動加強組織能力，不要等人施捨。

“婦女組可通過干訓來培養黨員；我將儘量說服總會長和國陣主席，來屆大選讓更多馬華婦女組代表出來參選。”

林祥才吁中餐业者争取广泛食客认同

（吉隆坡29日讯）财政部副部长拿督林祥才说，饮食业对社会发展地位举足轻重。

从宏观的角度说，它可制造就业机会，促进旅游、文化、娱乐及服务业发展。

从微观的角度，饮食业可衡量生活质量，保障温饱及健康。

他说，首相拿督斯里纳吉在第10大马计划下，把服务业列为重要发展行业，他希望隶属服务业底下的中华餐饮业业者，严格要求品质，争取消费人认同。

“在我国2700万总人口当中，中餐不只受650万华裔人口使用，也受友族所喜爱，作为中餐厅业者，只在一些地方上应注意配料的使用，我有信心大马中餐业可获得广泛认同。”

林祥才今晚出席姑苏慎忠行餐饮业公会117周年纪念晚宴，及2010／烹炉大观世界金厨争霸赛欢迎会，致词时这么说。《中国报》是该活动媒体伙伴。

他说，在新经济模式、政府转型计划下，我国预定每年获6%经济成长，并于未来10年成为先进国，人均收入于2015年达1万2139令吉，把目前5%至6%赤字减至3%，为此，政府藉调整补贴增加储备金，协助国家经济发展。

林祥才：全球激争，政府应积极吸资

（八打灵再也24日讯）财政部副部长拿督林祥才与工商界认为，全球激烈竞争外来直接投资大趋势已降临，我国不但须调整吸引外资的策略，也须快马加鞭，吸引更多外资进来。

而且，工商界强调，除了中央政府，州政府也应该更努力和积极的招揽外资。

林祥才：委专门公司助招商

·财政部副部长拿督林祥才认为，政府应该委任一些熟悉企业、外资情况，并有能力的专门私人公司协助政府出国招商。

“政府可以委任10至20家私人公司去外国招揽外来直接投资，若它们成功招商进来，政府可以通过奖掖奖励它们！”

他举例，比如，熟悉中国外资的专门私人公司，就负责招揽大陆的直接投资者。

他受询时表明，这并不表示，政府把招揽外来直接投资的工作，交给外包公司负责。

林祥才有信心在政府与私人界双管齐下，我国将能招进外来直接投资。

首相在2009年7月1日公布吸引外资新措施

●废除外资委员会

就部分经济活动所制定的条例

股权收购与公司合并

⒈ 废除一切就股权并购所制定的指南，即日生效；

⒉ 外资委员会不再处理股票交易，也不就股票交易制定条件；

⒊ 外资委员会不再处理产业交易，除非有关交易“侵蚀”土著或政府权益；

⒋ 一切由不同领域管理者所制定的投资条例将持续实行；

⒌ 上市公司不必再遵守上市后的股权条例。初次发股上市时，有关公司只须遵守证券监督委员会制定的公众持股权限制。

上市公司集资程序

⒈ 从前，要上市的公司必须遵守证监会制定的25%公众持股权限制及外资委员会制定的30%土著股权限制；如今，后者已除；

⒉ 证监会的25%公众持股权保持不变；然而，在这25%公开让投资者认购的股票中，50%必须由土著认购；

⒊ 外资委员会不再于公司上市后制定其他条例，除非交易涉及倒置收购或后门上市活动。

产业买卖

⒈ 日后，外资委员会只处理那些会减少土著利益(当土著把产业卖给非土著)及政府利益的产业交易。不过，这也只涉及价值超过2000万令吉的产业交易；

⒉ 所有其他产业交易不再须要获得外资委员会的批准；

⒊ 外国人购买产业的门槛提高至50万令吉；

⒋ 外国人在购买产业前，不必获得外资委员会会批准；

⒌ 州政府有权制定其他条例；

⒍ 以上措施足以提高产业交易的透明度，同时减少繁文缛节。

●放宽基金管理领域的限制

⒈ 全面开放大型基金管理领域，让来马运作的合格基金管理公司拥有100%股权；

⒉ 信托基金管理公司的外国股权限制从目前的49%提高至70%。

●开放证券行

外国公司在本地证券行的持股要从目前的 49%提高至70%。

●签证申请

国家银行及证监会将检讨所有金融服务领域和资金市场专才的签证申请条件。

● 设立国民股权公司（Ekuinas）

⒈ 以5亿令吉设立国民股权公司，此公司的资本将在日后逐步提高至100亿令吉。

⒉ 它将投资于高速成长的公司，以支撑我国的新经济模式；

⒊ 它将与私人界一起进行投资，以反映政府通过商业途径来打造真正的商业伙伴关系，确保土著的商业活动以绩效为主；

⒋ 它将与其他现有的基金相辅相成。

林祥才促中小企业银行勿采雨天收伞营运作风

（吉隆坡26日讯）财政部副部长拿督林祥才促请中小型企业银行不要采取雨天收伞的营运作风。

他发文告说，虽然中小型企业占我国企业99.2%的比重，但只是为国家带来37%的经济贡献，这与靠中小型企业支撑国家经济命脉的先进国如日本、韩国及德国，还相差一大截的距离。

“这些国家的中小型企业为国内生产总值做出50%的贡献。因此，为了达到2020年高收入国家的目标，协助中小型企业，以促进国家经济发展，是刻不容缓的工作。”

林祥才也是马华副总会长兼马华中小型企业发展局主任。他日前率领该局拜访团，登访中小型企业银行，并针对华裔中小型企业面对的各种贷款融资问题，与该银行高层进行交流。

银行希望交流解决问题

中小型企业银行董事经理拿督莫哈末拉兹菲在交流会上表示，希望通过这次与马华中小型企业局之间的交流，可以带来正面成果，尤其是了解中小型企业的需要，并通过中小型企业银行提供的金融服务，来协助中小型企业解决他们的需要。同时，他也希望中小型企业银行能借此机会，与身为财政部副部长的林祥才进行交流，分享财政部对中小型企业发展的期许，这将有助于让中小型企业银行更了解政府与财政部的期许，以便能够提供适当的协助，来支持中小型企业的发展。

出席交流会的马华中小型企业发展局成员，在会上提出许多有关华裔中小型企业在贷款融资方面的问题，并向中小型银行反映华裔中小型企业面对的一些情况，包括土著与非土著在贷款申请批准方面的比率不对称、华裔企业需要有土著董事才会获得贷款、批准贷款数额不够应付中小型企业所需资金等。

林祥才吁雪馬華領導層向民展現政治誠意

（巴生25日訊）馬華雪州聯委會主席拿督林祥才指出，雪州馬華必須向子民展現黨的政治誠意，以在下屆全國大選中勝出。

他指出，尤其是馬華國州議席選區的區會，每個月必須舉辦至少4項有關教育、青年、社團、治安、婦女、經濟的親民活動，通過針對性活動，贏取民心。

“我們也希望各區會在現場提供選民登記服務，以最佳狀態備戰來屆大選。”

他說，雪州聯委會3機構將協助尋找活動經費及活動策劃，日后則會提升活動質量及強化幹訓營活動，提高黨員的思想素質。

林祥才今午出席《凝聚團隊力量，創造嶄新格局》雪州馬華代表大會，致開幕詞時如是指出。

以黨利益為依歸

他說，新領導層整合州聯委會各級組織，確保各級組織團結一致，以包容態度，容納不同派系的聲音，並放下派系之分，槍口對外，以黨利益為依歸。

“我們必須依照黨中央的改革方向，提早鑒定各議席的候選人。

他認為，准候選人必須勤力走訪選區，與選民結下情意結。

“雪州是國家發展命脈，雪州國陣主席拿督斯里納吉，已全面啟動‘國陣重奪雪州政權計劃’，在各選區成立選戰監督委員會，奪回雪州政權。”

設流動團隊為民服務

林祥才指出，繼雪州馬華公共服務及投訴局設立州投訴中心后，他們將再接再厲，成立一支不分種族、宗教和背景的流動服務團隊，深入民間服務。

“這主要是提升馬華的服務品牌。”

他指出，上述計劃將先在馬華國州議席選區進行試驗性服務，再逐步推廣至其他地區，希望通過這項全民計劃，為雪州各階層子民，提供最完善的服務。

林祥才也說，雪州馬華不能單靠“服務群眾”贏得人民支持，反之要勇于表達黨的立場、敢于維護全民利益。

他說，21世紀的選民，有更高的政治醒覺、思考和分析能力，雪州馬華要表達立場，展現馬華有能力處理各種課題。

“雪州馬華必須強化網絡戰略機制，透過面子書或維特，與選民建立雙向溝通橋樑。”

林祥才:否认华权论面对党内压力,火箭炒作种族情绪贼喊抓贼

因建议华社成立类似土著权威组织（PERKASA）的非政府组织而激起千层浪的马华副总会长林祥才，否认本身因为建议成立“华权”，不符其他马华领袖的意见，而面对巨大的党内压力。

林祥才今早在国会走廊受到记者追询时表示，“没有压力，就算是（署理总会长）廖中莱不赞成成立‘华权’，也只是他的个人意见，不代表马华的立场”。

询及是否坚持己见，他重申早前的立场，即应该有一个平台，讨论“华权”与土权的课题。

利用民族课题争取支持

另一方面，也是财政部副部长的林祥才，昨日在槟城出席一项活动后，也将矛头指向行动党，指责行动党同样是靠炒作民族情绪获得支持，因此和土权组织并无异。

针对行动党在他发表“华权论”后对他大肆抨击，林祥才回击指行动党乃贼喊捉贼之举，因为行动党一样是利用民族课题来争取支持。

“行动党在选举中获得的支持，显示支持他们的种族比例是不平衡（Imbalance）的。”

因此，他认为，行动党其实也像是一个土权组织。

不需要再作出更多解释

林祥才将土权课题的矛头指向行动党的同时，也强调本身不再为他于上周发表的华社成立“华权”之言论，进一步发表评论。

他表示，有关言论仅属个人意见，并且已经有很多人对其言论发表了不同的评论，因此他不需要再作出更多的解释。

林祥才于上周建议华社成立类似土著权威组织的组织，引起不小的风波。行动党马上声讨其言论，而马华同僚则急着划清界限和灭火，被点名的隆雪华堂更直接拒绝担任“华权”的角色。

不过巫统内部对林祥才的言论并非完全排斥，尽管首相署部长纳兹里严正驳斥了林祥才的倡议，但是，其建议竟获得慕尤丁的祝福，为林祥才的建议说好话。

（吉隆坡9日訊）馬華副總會長拿督林祥才建議華社及華團，成立類似土著權威組織（PERKASA）的團體，以制衡對方。

他說，由馬華來應付土著權威組織並不太適合，相反的，華社應該以相同方式，成立類似土著權威組織的團體，以扮演制衡角色。

他指出，應由同一性質組織來互相制衡，馬華是一個政黨，不可能對應土著權威組織。

“馬華、巫統、國大黨等應該對應民主行動黨、人民公正黨等政黨，至于非政府組織，則應該由非政府組織來對應。”

他指出，華社應該有些敢說話的代表，而不是一直靠馬華來發言。

他今日接受中文媒體的聯合訪問時，這麼指出。

詢及華社成立類似土著權威組織的團體來向對方“嗆聲”，是否與“以暴易暴”的方式雷同時，他否定這項說法。

“這並不是以暴易暴，我們是要向他們講道理……我們不應該太緊張，這種小插曲在每個國家都發生。”

另外，林祥才說，只有國民學識水平提高后，種族課題才會逐漸消除。

他以美國為例，他說，美國經過200年才出現黑人總統，澳洲如今也有亞裔婦女出任部長，而馬來西亞還需要一點時間。

他指出，馬來西亞是個多元種族國家，因此平衡政策非常重要。

“大馬目前的情況就像是學生考試時，臨到關頭才燒油燈，進行最后衝刺。”

大馬腳步太慢了
支持實行消費稅

林祥才指出，國內經濟學家及非政府組織應該支持消費稅（GST），目前全球已有146個國家實施消費稅，大馬才要實施，已太慢了。

林祥才也是財政部副部長，他指出，這項稅務對廠家和商家都有利，而為了減輕消費人壓力，他將建議政府調高個人所得稅的繳稅門檻。

“目前個人所得稅的繳稅門檻是月入2500令吉或以上，我會建議政府調整。”

他認為，消費稅有助于穩定收入。

他說，政府提供的補貼並非完全由國人享用，因每年有約2300萬遊客來馬旅遊，而且國內也有約300萬名合法及非法外勞。

“這些人也在享用著政府提供的補貼。”

另外，他說，他也會建議政府委任具有商業經驗的人士，擔任進出口銀行的董事，而不是由公務員擔任。

“我們需要具有商業經驗者，來處理公司的銀行貸款，進出口銀行目前並沒有真正扮演好它的角色。”

他指出，國內的商家及企業，不應該只著重國內市場，應擴大經濟蛋糕，放眼東南亞及亞洲地區。

他說，大馬只有2700萬人民，可是東南亞的人民卻達到數億人。

“政府應該不分膚色，協助大公司拓展海外業務。”

自薦出征大選
備好資料證明

林祥才指出，為了應付來屆大選，他身為馬華雪州聯委會主席，已會見多位區會領袖商討大選候選人問題，當中不乏表態放棄競選者，有者則自薦當候選人。

他歡迎有具備條件者自薦當候選人，可是對方必須準備好資料，證明他所具備的條件。

無論如何，他說，大選候選人將由馬華總會長拿督斯里蔡細歷及首相拿督斯里納吉決定。

雪州馬華共有22個區會，馬華只競選7國14州議席。

此外，他指出，308全國大選中雪州馬華慘敗，只贏得1國2州，可是他們不會因為失敗而放棄。

“經過分析，失敗原因有多項，其中包括委派天兵上陣；下一屆大選，天兵的情況會減少，除非是特別情況。”

詢及他現階段就開始著手處理候選人的問題，是否擔心出現扯后腿事件，林祥才認為，提早籌備反而會減少猜忌，避免扯后腿問題。

他說，現在最重要的事是讓馬華黨員及領袖認同“自己人” ，那麼才能對抗外敵。

他指出，國內華裔對國陣的支持率達到30%至35%，而在巴生谷一帶，支持國陣的華裔則只有20%至25%。

“我們的目標是爭取50%華裔支持，這是很大的挑戰，可是政治上有起有落，這是很平常的事。”

壟斷中文媒體
黃家定應道歉

林祥才堅持反對壟斷中文媒體的立場，他說，馬華應該針對此事負責任，而馬華前總會長丹斯里黃家定應該向華社道歉。

他說，壟斷是不對的，因此黃家定即使已下台，可是他還是必須針對此事，向華社道歉。

他指出，此事已發生，唯一能夠補救的方法是政府發放更多執照。

林祥才說，馬華總會長拿督斯里蔡細歷才上任不久，他較后將會向蔡細歷建議馬華脫售報章股份。

“我已提過此事，較后等到時機成熟時，我會再次建議。”

“各選區都有可能…”
下屆大選要上陣'

林祥才有意爭取來屆大選上陣，並不排除會在任何選區競選，其中包括他曾擔任3屆國會議員的八打靈再也南區，及馬華前總會長拿督斯里翁詩傑現有的班丹國會議席。

林祥才作為州主席，他有可能在各地上陣，甚至有人以他來自檳城為由，而建議他到檳城競選。

惟不管記者如何追問，他堅決不願透露屬意哪個選區，他說：“什麼都有可能，最重要的是個人能力……我還沒有靈感（是否在靈南區上陣），決定了再告訴你。”

詢及翁詩傑是否向他表態要在來屆大選原區上陣，他也三緘其口。

針對有人指他在308大選中敗陣，最后卻以受委上議員的“走后門”方式出任副部長一事，林祥才指出，每個國家都有其機制，有關方面是采取了適當方針來委任。

“那時候（308全國大選）的情況不同，如今即使叫（民主行動黨秘書長）林冠英到馬來區上陣，他也可能會輸……執政黨和反對黨都有它們的強區。”

他指出，在反對黨強區敗陣並不會羞恥，而他也不會對人們使用“走后門”或“咸魚翻生”的字眼耿耿于懷。

“最重要的是在其位時，盡量協助人民及發展國家。”

KUALA LUMPUR, July 5 (Bernama) -- The Finance Ministry will relook at micro financing scheme for small and medium enterprises (SMEs) to assist those unable to secure financing to improve cash flow, Deputy Finance Minister Datuk Donald Lim Siang Chai said Monday.

He said the ministry would discuss the matter with Bank Negara Malaysia as many people believed that the government should make it easier for SMEs to benefit from the scheme.

"Quite a number of economic experts told me that micro financing is a good scheme to help SMEs in the country but, of course, I will get more feedback," he told reporters after officiating the pre-launch of the SME Solutions Expo 2010 here.

Replying to a question that some SMEs were finding it difficult to get micro financing, Lim said the government might study policies used in developed nations on how they handled the issue, especially during the transition period from developing countries to developed nations.

"We need some advice from experts on how other countries have faced this problem," he said.

Currently, micro financing is offered to microentrepreneurs by nine participating financial institutions (PFIs).

The PFIs are AgroBank, Alliance Bank, AmBank, CIMB Bank, Public Bank, United Overseas Bank, Bank Rakyat, Bank Simpanan Nasional and EONCAP Islamic Bank.

Earlier, Lim said the SME Solutions Expo would prepare businesses, especially SMEs, for the high income economy as envisioned in the New Economic Model.

The expo, to be held from August 5 to 7 at the Mid Valley Exhibition Centre, is presented by CIMB Bank and organised by SME Magazine.

Over 150 exhibitors, including financial institutions, information technology (IT) vendors, telecommunications companies, Internet service providers, business consultants, training providers, logistic partners, media companies and government agencies, will be participating.

"We expect the exhibition to deliver RM95 million of business as compared to the RM80 million concluded last year," said Jessy Leong, executive director of Business Media International, the publisher of SME Magazine.

CIMB Bank's executive director Datuk Sulaiman Mohd Tahir said the expo would create a platform to assist SMEs in getting easier access to financial products and services for their businesses.

"We hope business owners will take opportunity to learn the various financing solutions and value-added services such as Internet banking, cash management solutions and employee payroll packages which can help them grow their businesses," he said.

（吉隆坡）財政部副部長拿督林祥才披露，財政部將重新檢討稅務政策，以協助國內中小型企業在2020年時，貢獻50%的國內生產總值（GDP）。

他指出，大馬99%的生意屬中小型企業，佔國內生產總值的37%，此領域提供的就業機會，有助於大幅度提升國民人均收入，從7000美元調升至2萬美元。

他說，日本、韓國及德國都是以中小型企業支撐國家經濟命脈的先進國，他鼓勵大馬的中小型企業勇於冒險，也促請金融機構支持中小型企業的發展。

林祥才甚至開玩笑說，如果中小型企業申請不到銀行貸款，他們或許會向大耳窿借貸，進而衍生更多社會問題。

林祥才今日（週一，7月5日）在一間酒店為“2010中小型企業博覽會”主持推介禮。這項博覽會由《中小型企業雜誌》主辦，土著聯昌銀行（CIMB Bank）主催，將於8月5至7日在吉隆坡谷中城會展中心舉行，逾150個單位報名參展。

出席推介禮的貴賓包括土著聯昌銀行執行董事拿督蘇萊曼、副執行董事馬諾哈南、Business Media International執行董事Jessy Leong及總經理戴夫。

詢及政府將逐步減少津貼，是否會為中小型企業帶來影響時，林祥才說，政府必須施行這項措施，因為目前享受津貼者不只是大馬國民，還包括在大馬工作的外國人。

他說，據他所瞭解，之前許多發放出去的微型貸款至今仍無法收回。

他將會向首相兼財政部長拿督斯里納吉及國家銀行商討如何重新整頓上述計劃。

“我聽到許多人認為這並不是一個很好的貸款計劃，並認為政府應該重新研究，我需要收集更多的回饋，以進行商討。”

林祥才今日（週一，7月5日）主持中小型企業博覽會展前推介禮暨新聞發佈會時表示，希望銀行以開放的態度向中小型企業提供貸款服務，因為中小型企業若無法向銀行借錢，他們或許會轉向非法機構借錢，進而而衍生各種社會問題。

“部份中小型企業也無法正確妥當的準備申請文件，導致他們在申請貸款方面屢次不獲批准。”

取消津貼無可避免

另一方面，林祥才表示，逐步取消各領域包括燃油、電費、糧食、過路費等津貼是無可避免的，因為大馬有太多的外國旅客及外勞。

他說，財政部將會和有關部門，包括國際貿易及工業部和國內貿易合作社及消費部一起研究取消津貼，同時也會收集團體的意外。

马华吁雪州子民严密监督财政

马华雪州联委会主席林祥才呼吁雪州子民严密监督州政府的财政运作，避免州务大臣卡立大权旁落之际，州财富遭人偷龙转凤。

“根据媒体报导，雪州执政党的多位领袖，对雪州资源虎视眈眈，并有计划地施压，迫使卡立下台，以分享这个国内的最大蛋糕。该集团觊觎雪州的财富已久。公正党近日闹得满城风雨的内讧，或与州财富分配有很大的关系。”

“目前沦为“无兵将军”的卡立，是否会为了保住本身官职而向 ‘压力集团’ 俯首称臣，把州财富当做是贡品？”

林祥才表示，卡立虽然暂时保住了大臣官职位，但从他失去了公正党州主席的情势看一职。这是否意味着卡立为了“弃车保帅”，不得不向有关压力集团妥协？

在上周的脑力激荡会议后，公正党宣布轻微改组，虽然卡立保住大臣职务，但被视为主导逼宫的公正党副主席阿兹敏却取而代之担任雪州主席，至于阿兹敏原任的联邦直辖区主席职则让给前首相署部长再益。此举被视为公正党安抚两派的折衷方案。

林祥才分析，不久前安华已通过委任为雪州经济顾问来“垂帘听政”，如今又闹出 “15国会议员逼卡立下台”事件，显示民联领袖热衷于政治事业以超越以民为本的施政理念。

他说，曾提出“还富于民”口号的卡立，目前只能唱独角戏，令人质疑他是否能控制州政府的行政操作。因此雪州人民必须关注，防止“联军”乘虚而入，把州财富当党财富来分享。

（檳城）財政部副部長拿督林祥才說，政府考慮提高須繳交個人所得稅的最低收入，極有可能從目前的2500令吉調整至3000令吉才需要繳稅，讓人民擁有更多金錢應付政府取消津貼可能引起的物價調漲。

“首相納吉曾表示一名月入3000令吉的員工，在吉隆坡內仍屬於‘窮族’，即使政府還沒有決定需繳稅的最低收入，有可能是首相提到的3000令吉，以協助在大城市生活的低收入群。”

林祥才週一（6月28日）在檳城為鋼鐵製造商達業集團主持發行招股說明書儀式後，在新聞發佈會上說，政府會向業界和人民收集意見，再詳細討論調整需繳稅個人收入的事項。

在推展禮上，身為檳城人的林祥才欣慰在檳城起家的達業集團準備掛牌上市。因為過去兩年基於全球經濟不穩定，只有少數的大馬企業機構掛牌上市。

他希望更多企業掛牌上市，間接協助國家經濟發展。同時鼓勵上市公司開拓外國市場，除了避免引入過多外勞，也不應該依賴政府的工程，反而需具備冒險精神。

他打趣地說：“當上市公司賺錢後，也不要忘了繳稅增加國家收入。”

財政部副部長拿督林祥才表示，財政部將會尋求首相署屬下的表現管理和傳遞單位（Pemandu）的意見，以探討如何在新經濟模式下減低國家財政赤字。

他說，一般上一個國家的財政都不會出現赤字，但大馬卻一連15年出現赤字，今年的赤字則是高達5.6%。他說，在第十大馬計劃下，首相拿督斯里納吉提及希望在2015年能夠將赤字減低至3%。

“我們將會探討怎樣提昇稅收以協助弱勢與貧窮一群，包括每年賺取更高收入者才需要繳稅。”

也是馬華副總會長的林祥才，週日（6月27日）出席2010年馬華蒲種區會代表大會後表示，通過減少津貼將能減低赤字。他舉例，白糖每年需8億令吉的津貼，目前賣1令吉65仙，其它國家的白糖價格則介於2令吉50仙至2令吉60仙。

“你可以去泰國邊境看看，賣的都是大馬的糖，這變成我們去津貼外國。”

他指出，大馬有很多外國旅客及外勞，而這些遊客及外勞在不需要償還任何稅收的情況下，與大馬人民一同享用經過津貼後較為便宜的日常用品。

另一方面，林祥才表示，馬華將會擬定一套新的策略，如中委將會給予區會多方面大力協助，特別是經費及人力資源等，以期在下一屆大選能奪回州議席。

“蒲種區會雖然在上次大選輸了州議席，但此區會的領導層仍然很活躍，在政府沒有協助的情況下自掏腰包延續服務中心的工作。”

他說，最近重看《包青天》故事，讓他有了全新的領悟，他希望能籍他在財政部的職權，能針對稅務、移民局等課題，給予華人協助，並減少不必要的繁文縟節。

“我希望能做到最公正，就好像包青天一樣。”

林祥才也是財政部副部長，他週五（6月25日）晚上在哥市日滿酒家會見丹州中央代表，並與黨員們共進晚餐謝票時，這麼表示。

提到他受委擔任馬華雪州聯委會主席一職，他坦言，這是一個重大的挑戰，因為馬華在308大選，只在雪州贏得1國2州。

深入瞭解選民需要

他解釋，馬華的人民代議士並不是因為沒有服務而被選民拋棄，相反的，馬華的國州議員們“做到半死”，服務中心也積極服務，惟到了大選時卻以上萬張多數票落敗。

“選民到底要甚麼，我們必須深入瞭解。”

不過，他覺得無奈的是，由民聯執政的雪州政府，目前被偷沙、反大臣卡立的風波困擾，惟人民卻原諒這些領袖的弊端，這一方面，他真的想不通。

他透露，馬華準備擬定一套策略，在人民面對各領域的問題時，可以有效地反映給國家領導層，以解決問題。

他促請國陣政府，不能因為壓力而逃避，因為面對現實解決問題才是上策，才能協助國家繼續成長。

回教党的矛盾

第56届回教党全国代表大会落幕，该党内即传出接受非回教徒参与党的各级决策，甚至可以代表回教党参与大选的议决，一时间成为民众饭前饭后的话题。

此举能够证明回教党的党理念和奋斗，逐渐被回教徒本身离弃。在穷途末路时，他们开始向非回教徒招手示好。从近期几场的补选中，马来选民已开始转投国阵，显示回流现象。回教党意识到再不向非回教徒打开门户，他们或将成为民联三党的小党。

民联中，三党各怀鬼胎。人民公正党以三大种族立党，民主行动党也是如此，唯有回教党由单一种族立党。相比之下，马来人可以参与任何一党，但非回教徒却只能参与人民公正党和民主行动党。也许回教党在妙想，若有一天当所有人民无论是回教徒或非回教徒都能自由支持其党，那么大就能够抛弃其他两党独政。

其实，回教党在308时，以福利国代替回教国理念，大减其党宗教气息，方得一些非回教徒的支持；但是就因放弃回教国理念，又开始失去部分回教徒的支持，这两难中，党中人士开始矛盾。

所谓党有党规，若回教党有意让非回教徒在党中有一席之地，应该修改党章。若不然，岂不等于欺骗选民？
